The Maharashtra Revenue and Forest Department has issued a major Government Resolution (GR) directing tough action against vehicles involved in illegal sand mining, transportation, and storage. The directive follows a sharp rise in unauthorized sand extraction across the state, causing environmental damage and significant revenue loss.

The GR is based on recommendations by the Transport Commissioner to bring uniformity in enforcement across all Regional Transport Offices (RTOs). The State Transport Authority has now endorsed these measures.


Why This Action Became Necessary

The government notes that:

  • Illegal sand and minor mineral extraction has increased heavily in multiple districts.
  • Heavy equipment like JCBs, tractors, dumpers, poclains, rollers, and boats is being misused.
  • These activities harm riverbeds, disrupt ecological balance, and endanger natural resources.
  • Sand mafias often threaten government officials and obstruct enforcement.
  • Illegal mining leads to a major loss of state revenue and creates law-and-order issues.

Strict Action Against Vehicles Involved in Illegal Mining

Under Section 86 of the Motor Vehicles Act, the state has directed that RTOs take the following departmental actions against vehicles caught engaging in illegal sand/mineral activities:

For the First Offence

  • Vehicle to be detained
  • Permit to be suspended for 30 days

For the Second Offence

  • Vehicle to be detained
  • Permit to be suspended for 60 days

For the Third Offence

  • Vehicle to be detained
  • Permit cancellation proceedings to be initiated by RTOs

These actions apply to all mining-related equipment such as JCBs, poclains, tractors, dumpers, boats, and other machinery used for excavation or transport.


Mandatory Information Sharing

The GR instructs that:

  • Police, district administrations, and mining officials must immediately share details of intercepted vehicles with the Transport Department.
  • This ensures that departmental permit actions begin without delay.

Role of District Collectors

District Collectors have been ordered to:

  • Ensure all field officials cooperate with RTOs
  • Maintain a flow of verified information on illegal mining cases
  • Monitor enforcement regularly

Approval and Authentication

The GR has been issued with formal concurrence of the Home Department (Transport Wing).

  • Hit the sand mafia’s transport operations — their main operational backbone

By targeting vehicles and permits directly, the state expects offenders to face immediate consequences, making illegal sand transport riskier and less profitable.
