The Maharashtra government has approved the creation of 60 posts for 30 new Model Sub-Registrar Offices (Model SROs) as part of a broader plan to modernise and upgrade registration and stamp duty offices across the state.
According to a Government Resolution issued by the Revenue and Forest Department on August 11, 2026, the first phase will establish 30 new Model SRO Offices across six district headquarters — Mumbai, Thane, Pune, Nagpur, Nashik and Chhatrapati Sambhajinagar.
The government has approved 30 posts in the cadre of Joint Sub-Registrar Grade-II and another 30 posts of Senior Clerks, taking the total number of newly created posts to 60.
30 Model SRO Offices to come up in first phase
The initiative is part of the Maharashtra Registration and Stamp Duty Department’s plan to modernise all Sub-Registrar Offices and improve the experience of citizens accessing property registration-related services.
The state has already approved a larger plan for the establishment and management of a total of 60 Model SRO Offices. The government has now moved ahead with the first phase involving 30 offices.
The proposed offices will be established in Mumbai, Thane, Pune, Nagpur, Nashik and Chhatrapati Sambhajinagar.
The creation of these offices is being undertaken under the powers available to the state government under Section 7 of the Registration Act, 1908.
VFS Global appointed for five-year period
The government resolution states that VFS Global Services Private Limited was selected through an e-tendering process for establishing and managing the 60 Model SRO Offices.
The company has been appointed for a period of five years, following government approval issued on February 18, 2026.
The expenditure for establishing and managing the Model SRO Offices has been approved to be met from premium charges deposited by citizens into the Personal Ledger Account (PLA), according to the government resolution.
60 new government posts
For the first phase of 30 Model SRO Offices, the government has approved the creation of:
- 30 posts of Joint Sub-Registrar Grade-II
- 30 posts of Senior Clerk
- Total: 60 posts
The approval, however, is subject to the approval of the Higher-Level Committee.
The department had submitted a proposal to the Finance Department seeking approval for these 60 posts along with the creation of the 30 new offices.
Focus on modernising property registration services
The Model SRO initiative is aimed at modernising and upgrading existing Sub-Registrar Offices and improving the delivery of registration services.
For property buyers, sellers, developers and other citizens involved in property transactions, Sub-Registrar Offices play a critical role in registration of sale deeds, agreements, conveyance documents and other property-related instruments.
The creation of dedicated Model SRO Offices is therefore expected to strengthen the state’s registration infrastructure, particularly in major urban centres where property transaction volumes are high.
The government’s latest decision represents the first phase of a larger plan to establish 60 Model SRO Offices across Maharashtra.
