<p>“We don’t oppose redevelopment. We don’t even mind if it’s done by MHADA or a private player like Adani. But the 2021 GR issued by the MVA government took away our rightful share of land and gave everything in favour of the builder. That’s what we are fighting against.”</p>



<p>These were the strong words from hundreds of agitated residents of Motilal Nagar who gathered at Picasso Hall, Goregaon (West) on Saturday evening to voice their opposition to what they call an “unjust and one-sided redevelopment plan.” The meeting, organised by the Motilal Nagar Vikas Samiti, saw participation from over 3,700 commercial and residential unit holders, demanding that the state government revoke or amend the controversial GR issued during the MVA regime.</p>

<p>Residents alleged that the 2021 GR&nbsp;not only stripped them of their rights to increased carpet area, but also paved the way for private developers—especially Adani Properties—to gain a disproportionate advantage in the MHADA redevelopment tender.</p>



<p>According to the Samiti, MHADA considered only the original 21 sq.m. units as the base entitlement, ignoring the additional 45 sq.m. legally purchased by many residents in 1986-87. Urban planner Sandeep Kanagutkar and PMC Akbar Jeevani presented a detailed breakdown, arguing that as per DCPR 2034, Clause 33(5), and with benefits of 4 FSI, fungible FSI and pro-rata entitlement, every resident should be eligible for up to 3,560 sq.ft. carpet, while non-residential units could get up to 3,395 sq.ft.</p>



<p>Even after adjusting for construction cost and MHADA/C&amp;D company profit, residents claim they deserve a minimum of 2,400 sq.ft. carpet area (residential) and 2,100 sq.ft. (non-residential)—far more than the 1,333 sq.ft. and 822 sq.ft. being offered under the current plan.</p>



<p>The residents further pointed to the timing and structure of the tender. Earlier this year, Adani Properties Pvt. Ltd. won the bid to redevelop 143 acres of Motilal Nagar, committing to build 3.97 lakh sq.m. of rehab housing for MHADA while receiving 18.8 lakh sq.m. of sale area in return. The residents allege that the terms of the MVA-era GR directly facilitated this outcome by reducing developer obligations and cutting citizen benefits.</p>



<p>“We’ve seen the government reverse several such unfair decisions made during the previous regime. We are only asking for the same in our case,” said Nilesh Prabhu, Joint Secretary of the Samiti. He added that if the government finds it difficult to grant them their due, residents are fully prepared for self-redevelopment, and urged CM Devendra Fadnavis to support them under his One-Window policy for self-redevelopment projects.</p>



<p>A legal challenge to the 2021 GR is already underway in the Bombay High Court, and the Samiti has made it clear that it is ready to take the matter to the Supreme Court if needed. In the coming days, delegations plan to meet Chief Minister Fadnavis and Deputy CM Eknath Shinde to present a formal memorandum of their demands.</p>



<p>Until then, residents have called on the government to withhold the allotment letter (AOA) to Adani and put the redevelopment process on hold.</p>

<p>BHIVE Workspace, operated by Tusker Workspace Pvt Ltd leased 7 units in Adani Inspire BKC, Rs 1.39 Crore.</p>



<p>Sunborurne Developers Pvt Ltd (previously named Adani Realty), has leased 7 units in Adani Inspire BKC.</p>



<p>According to documents accessed by SquareFeatIndia, provided by <a href="http://zapkey.com">Propstack</a>. shows the deal was signed on March 2, 2024.</p>



<p>The total chargeable carpet area is 62,188 sq ft. </p>



<p>Rs 1.27cr is the base rent of Rs 205 per sq ft. But there is a cam of Rs 12 per sqft and branding charges of Rs 5 per sq ft are added the total rent goes up to 223 per sqft that is Rs 1.39 Crores per month which is what BHIVE will actually pay.</p>



<p>The stamp duty paid Rs 22.96 lakh the lease period is for 5 years. </p>



<p>The license fee escalates by 15% after every 3 years. </p>

<p>Dharavi Redevelopment Project Pvt Ltd (DRPPL), a joint venture between the Government of Maharashtra and the Adani Group, today announced that it will begin the survey to collect data from lakhs of informal tenement residents of Dharavi on 18th March, 2024. The data will be used by the state government to determine their rehabilitation eligibility criteria under the proposed redevelopment project. </p>



<p>The survey will also create, for first time ever, a ‘Digital Dharavi,’ an advanced library of one of the world’s largest informal settlements.</p>



<p><br>“The survey for Dharavi Redevelopment Project (DRP) and Government of Maharashtra<br>kickstarts one of the largest urban rejuvenation projects in the world and is the first step<br>to make Mumbai slum free. It is the beginning of transforming Dharavi into a worldclass<br>township, a state-of-the-art city within Mumbai. We urge all Dharavikars to support this<br>exercise, which will enable us to execute the rehabilitation process and ultimately provide<br>them with their dream home,” said a DRPPL spokesperson.</p>



<p>The survey will begin from Kamla Raman Nagar, with a unique number being given to each<br>informal tenement. This will be followed by laser mapping of the respective lane, known<br>as ‘Lidar Survey.’ A trained team will visit every tenement with an indigenously developed<br>application to scan documents. A toll-free number- 1800-268-8888 has been activated to respond to the queries and concerns of Dharavikars.</p>



<p>For decades, Dharavikars have been waiting for redevelopment to move into their dream<br>homes and commercial establishments. Now, the process to transform Dharavi into a<br>world-class township is going to begin and reshape the destiny of lakhs of residents.<br>The unique feature of the DRP scheme of the Government of Maharashtra is that each<br>and every informal tenement holder will get a home. For the very first time in such a<br>project, homes will be provided to qualified ineligible tenement holders too. Recently,<br>DRPPL announced that as per the DRP tender, all eligible and ineligible resident tenement<br>holders will get a flat with an independent kitchen and toilet.</p>



<p>Also, eligible industrial and commercial units in redeveloped Dharavi will enjoy a five-year<br>holiday in State Goods and Services Tax (SGST) payment to boost and help formalise their<br>businesses; this is also as per the tender conditions.</p>



<p>Dharavi encompasses several thousand industrial and commercial units manufacturing<br>garments and leather items. Many are vendors for large national and international<br>brands sold across the world, with turnover estimated to be in millions of dollars. They are<br>keen to formalise their businesses to expand and get a fillip, both locally and globally.<br>DRPPL has engaged world-renowned city and infrastructure planning experts – U.S.-<br>based design firm Sasaki and U.K.-based town planners Buro Happold – to design a world class city.</p>

<p>Dharavi Redevelopment Project Pvt Ltd (DRPPL), a joint venture between the Government of Maharashtra and the Adani Group, today said that eligible industrial and commercial units in redeveloped Dharavi will enjoy benefits, such as a refund of State Goods and Services Tax (SGST), to boost and help formalise local businesses. This is as per the tender conditions.</p>



<p>“Redevelopment will transform the informal nature of businesses in Dharavi and enable them to be a part of the India growth story. To support this transition, the state government has offered tax benefits, like the reimbursement of SGST. This will provide existing and new businesses in Dharavi a robust footing and boost their profitability. It will make the businesses more competitive and give them manifold growth opportunities,” said a DRPPL spokesperson.</p>



<p>The tax rebate will come into effect after the newly constructed buildings receive the occupation certificate (OC).</p>



<p>As per the tender conditions, SGST for industrial and commercial units will be reimbursed by the state government’s Finance Department through the DRP/SRA for five years from the date of issuance of the OC. Eligible industrial and commercial units will have to provide SGST payment details as proof while claiming the refund.</p>



<p>Dharavi encompasses several thousand industrial and commercial units manufacturing garment and leather items. Many are vendors for large national and international brands sold across the world, with turnover estimated to be in millions of dollars. <p>Eligible residential tenements to get 350 sq ft, which<br>amounts to 17% extra space</p>



<p>Dharavi Redevelopment Project Pvt Ltd (DRPPL), a joint venture between the Adani Group and the Government of Maharashtra, today announced that<br>eligible residential tenements in Dharavi will get flats with independent kitchens and toilets measuring a minimum 350 square feet (sq ft), which is a whopping 17% more and the highest among slum redevelopment projects in Mumbai.</p>



<p>Earlier, dwellers of informal settlements in Maharashtra were given houses measuring 269 sq ft. Since 2018, the state government started giving them homes measuring between 315 sq ft and 322 sq ft, in line with the minimum area mandated under the Pradhan Mantri Awas Yojana for houses for the urban poor.</p>



<p>“The new flats will be dream homes for all Dharavikars and will upgrade their living conditions. Every home will reflect the spirit of a Dharavikar, whose aspirations have always mirrored those of a common Mumbaikar. We, at DRPPL, are committed to fulfilling these dreams and aspirations while keeping the very soul of Dharavi intact,” said a DRPPL spokesperson.</p>



<p>Eligible residential tenements are those that were in existence before 1 January, 2000.</p>



<p>Each flat will have a separate kitchen and an in-built independent toilet, and will be well-lit, ventilated, and hygienic, besides being secure.</p>



<p>It is DRPPL’s endeavour to transform Dharavi into a globally connected city with commercial and industrial premises, keeping its vibrant and unique entrepreneurial culture intact.</p>



<p>Upgrading the lives of Dharavikars, economic opportunities, futuristic education and vocational training, advanced healthcare facilities and a quality lifestyle: all this will be enabled at Dharavi and Navi Dharavi. They will also have community halls,<br>recreational areas, public gardens, dispensaries and daycare centres for children.</p>



<p>Ineligible residential tenements in Dharavi would be given accommodation under the proposed affordable rental housing policy, as per the Government of Maharashtra’s defined norms. For this, development similar to Dharavi would be undertaken in the several Navi Dharavis being planned, considering the large requirement of dwelling units.</p>



<p>DRPPL has taken up the challenge of transforming Dharavi and values support from all stakeholders for the much-awaited transformational project, which will set new benchmarks in slum rehabilitation and urban rejuvenation for the rest of the world to follow.</p>



<p>All the above will be benchmarked with best practices being followed in Singapore and other advanced nations for similar habitats.</p>

<p>Adani by bidding Rs 5,069 crore for the redevelopment of Dharavi has won the bid, defeating DLF and Naman Group the other two contenders.</p>



<p>The Global tender for the fourth time for the redevelopment of Dharavi was floated by Eknath Shinde-Devendra Fadnavis Government on October 1, 2022. This after Uddhav Thackeray led MVA government’s cabinet in 2020 decided to cancel the tender for Dharavi Redevelopment that was floated by Devendra Fadnavis led government in 2018. Post which the MVA had even claimed that it shall float fresh tenders, but nothing much moved in that direction.</p>



<p>The tender floated by Devendra Fadnavis government in 2018 was the third time the tender was floated for Dharavi Redevelopment. The first two times the tender was floated when Congress-NCP were in power.</p>



<p>On November 16, 2022 when the first envelope was opened, there were three contenders and they were Adani, DLF and Naman. SVR Srinivas, the head of Dharavi Redevelopment Project, confirmed to SquareFeatIndia that Adani has bid the highest which is Rs 5.069 crore, whereas DLF was second with a bid of Rs 2,025 crore, the third bidder Naman group didn&#8217;t qualify on certain parameters.</p>



<p>Now the results will be sent to the government for a final call on it, said Srinivas.</p>



<p>What Led to Fresh Tenders?<br>In August 2020, during the MVA rule, the Committee of Secretaries (CoS) met to take a call on the Dharavi Redevelopment tender. The committee suggested cancelling the tender, and they proposed the same to the state government which finally took a call on it.</p>



<p>The CoS had relied its suggestion on the advice by the Advocate General (AG), who advised for fresh tenders. After floating the tender and receiving bids, the state government acquired 46 acres of land for Rs 800 crore from the Railway. Post acquiring this land and making it a part of the Redevelopment Project, the advice from the AG was sought, who advised for fresh tenders.</p>



<p>Dharavi is spread over 240 hectare of land and is centrally located. It is close to Bandra Kurla Complex, the financial hub of Mumbai.</p>



<p>In January 2019, Dharavi Redevelopment Project (DRP) had received two tenders of which Seclink group was the frontrunner for the redevelopment of Dharavi which, according to reports, had quoted Rs 7,200 crore. The total project cost was estimated to be above Rs 27,000 crore.</p>

<p>Dharavi Redevelopment is back on track three developers have bid for the redevelopment of Asia&#8217;s biggest slum</p>

<p>Asia&#8217;s biggest slum Dharavi is all set for redevelopment, three developers have shown their interest in redeveloping this slum. Which has been waiting for a redevelopment for close to two decades.</p>

<p>Envelope A has been opened, this envelope contains the names of the bidders, the technical bid, in envelope B will be open and those who pass this scrutiny, then envelope C which is the financial bid will be opened and the successful bidder fulfilling all the criteria will be declared as the winner.</p>

<p>Adani, Sunteck and four other companies have shown interest in acquiring the debt laden HDIL, HDIL, is currently under Corporate Insolvency Resolution Process.</p>

<p>A total of six parties showed interest in <a href="https://www.bseindia.com/xml-data/corpfiling/AttachLive/A890798E-785D-4060-83BB-AE9DA5B813DE-115546.pdf">acquiring the debt laden HDIL</a>. HDIL is currently under Corporate insolvency resolution process. The details came out via a regulatory filing. </p>



<p>The six companies that submitted  Expression of Interest for Resolution plan of HDIL includes. Adani Properties Private Limited, Suraksha Asset Reconstruction Limited, Sunteck Realty Limited, International Asset Reconstruction Company Private Limited, N S Software, Harsha Vardhan Reddy.</p>



<p>Expression of Interest (EOI) inviting Resolution Applicants was published on February 16, 2020 and subsequently revised on March 9, 2020, March 24, 2020, April 24 2020, May 16 2020 and&nbsp;July 22, 2020. Submission of EOI was closed on July 31 2020.&nbsp;</p>



<p>The Resolution Professional received six EOI from interested parties. Of which, Adani, Suraksha and Sunteck were found eligible.</p>



<p>While, N S Software and Reddy were found ineligible. International Asset Reconstruction Company Private Limited has not submitted the undertaking under section 29A of IBC in the required format on Stamp paper duly signed, stamped and notarized. They will become eligible once the required undertaking is submitted on or before August 8, 2020.</p>



<p>The Eligibility Criteria included Minimum Net worth (Rs 500 Crores) /Assets Under Management&nbsp; (Rs  2,000 Crores)/ Committed Fun (Rs 250 Crores) as on March 31, 2019.</p>



<p>Any objection to inclusion or exclusion of a prospective resolution applicant in the provisional list may be made with supporting documents within five days from the date of issue of the provisional list i.e. by August 8, 2020 by sending an e‐mail on eoi.hdil@gmail.com. </p>



<p>After considering the objections, if any, received by the Resolution Professional, final list of Prospective Resolution Applicants (PRAs) will be published. The final list will also be uploaded on the <a href="http://www.hdil.in/investor-relations/cirp-announcement/">website</a> of the HDIL.</p>



<p>HDIL&nbsp;is under Corporate Insolvency Resolution Process pursuant to&nbsp;the provisions of the&nbsp;Insolvency and Bankruptcy Code,&nbsp;2016.&nbsp;Its affairs,business&nbsp;and assets&nbsp;are&nbsp;being managed by the Resolution Professional, Abhay N Manudhane appointed by&nbsp;National&nbsp;Company Law Tribunal, Mumbai Bench,&nbsp;Mumbai.</p>



<p>Several home buyers are stuck after they invested in the properties being built by HDIL. They had become further wary after HDIL&#8217;s name cropped up in the PMC Bank Scam. </p>



<p>Many home buyers are hopeful that the stuck projects might move and things would work in their favour if big companies with sufficient fund come in. </p>

<h2 class="wp-block-heading">Muslims are allowed in Adani&#8217;s Mumbai project, reveals documents. A tweet by a Congress leader had accused Adani Realty that they were not selling flats to Muslims.</h2>

<p>Muslims are allowed to buy flats in Adani&#8217;s real estate project located in Mumbai&#8217;s Andheri area. </p>



<p>A tweet by a Congress leader Mathew Antony had alleged that Adani Realty was not selling flats to Muslims in its project Western Heights. The tweet garnered a lot of response. </p>

<p>This tweet was even noticed by Oscar Winner Resul Pookutty who had asked the CM of Maharashtra for an urgent intervention. </p>

<p>There is no denial that in Mumbai many developers discriminate. Some do not sell flats to a specific religion. There are few who do not sell flats to people with specific eating preferences.</p>



<p>However, an investigation by Square Feat India found that the allegations made by the Congress leader Mathew Antony that Muslims aren&#8217;t allowed to buy a house in the project are not true.</p>



<p>Documents available with this reporter shows that Adani Realty has sold flats to Muslims in the particular project.</p>



<p>For example take note of the deal that took place in the building western heights in April 2019. </p>



<p>Adani Realty sold a flat measuring 123.71 sq mts to Mohammad Yusuf Farooqui and Dil Afroz Farooqui. </p>



<p>The Farooqui&#8217;s paid Rs 5.10 crore for the flat to Adani Realty and Rs 30.60 lakh as stamp duty for registering the deal.</p>



<p>Only in December did another Muslim woman gifted the flat in the building Western Heights to her husband. The flat was gifted by Mallika to Amir Arsiwala. </p>



<p>Another Muslim owners of a flat on the 19th floor of the building mortgaged their flats to a private bank. </p>



<p>Not only this, there are people from other religions too who have been sold flat in the building. </p>



<p>For example in October 2019, a flat measuring 117 sq mts was sold by Adani Realty to Doris D&#8217;souza and Cajetan D&#8217;souza. The D&#8217;souza paid Rs 4.23 crore for the flat and Rs 25.40 lakh as stamp duty.</p>



<p>Not the first time, that an allegation like this has cropped up. In the year 2015, Misbah Qadri had alleged that she was evicted from a building in Wadala because of her religion. </p>



<p>However, an investigation by this reporter then for <a href="https://www.mid-day.com/articles/mumbai-was-tenant-evicted-over-her-religion-or-due-to-issues-with-broker/16247186">mid-day</a> had shown that the building had multiple Muslim residents. </p>



<p>While discrimination does exist when it comes to real estate, there are multiple examples of developers not allowing people from different religions. There are many who sell flats based on eating preferences of the home buyers. Many do not allow single woman, bachelors and even divorced women even on rent. Such practices needed to be abolished and acted upon too. </p>



<p>However, this allegation by Mathew Antony, who on his twitter bio says that he is National Executive Committee Member, Social Media &amp; Digital Communications <a href="https://twitter.com/INCindia">@INCindia</a>, State Secretary MH, <a href="https://twitter.com/profcong">@profcong</a>, isn&#8217;t true. </p>



<p>When contacted Mathew and informed that Muslims do own flats in this project he said, &#8220;I have been approached by 3 muslim families on their lack of response and indirect rejection from the Adani Manish Nagar project, on which I have tweeted. There is a response from Adani Reality not with reference to this project but in general that they don&#8217;t discriminate their customers by cast and creed. Basis this I have replied and requested the parties to approach Adani Project in Manish Nagar and revert with the response. If they are able to close it, it has a logical conclusion. On your reported fact of sales to Muslim  customers, if it is there it resolves the issue. However the issues with respect to community restrictions is very real and existing in the city as elsewhere and we need to be responsible to build equality and inclusiveness to avoid feeding fodder to radical thinking and propagating hate by those elements in the society.&#8221;</p>
