<p>In a significant clarification with major implications for Mumbai’s old chawl residents, the Slum Rehabilitation Authority (SRA), Mumbai, has informed the Maharashtra Government that <strong>no policy currently exists</strong> for rehabilitating <strong>first-floor residents of authorized chawls</strong> under the Slum Rehabilitation Scheme. As a result, <strong>not a single such chawl has been redeveloped or surveyed to date</strong>. The letter is dated Nov 27, 2025.</p>



<p>The update comes in response to a query raised by government, who had written to the government seeking clarity on rehabilitation rights for first-floor occupants of pre-1976 chawls.</p>



<p>The SRA’s detailed response was addressed to <strong>Rajendra R. Desai</strong>, Under Secretary, Government of Maharashtra, and provides a rare official admission of a long-standing policy void that affects thousands of families living in old Mumbai chawls.</p>

<p>Mumbai has hundreds of pre-1976 chawls, many with first-floor residents who have lived there for generations. While ground-floor tenements are recognized as eligible for SRA rehabilitation based on the 1976 cutoff, <strong>first-floor occupants remain policy orphans</strong>.</p>



<p>This clarification confirms:</p>



<ul class="wp-block-list">
<li>These families receive <strong>no automatic protection or right to free rehabilitation units</strong></li>



<li>Developers cannot officially include them in rehab calculations</li>



<li>Redevelopment proposals remain stalled or legally vulnerable</li>

<p>To make it easier for tenants in old BDD chawls to vacate their premises and to encourage more tenants to cooperate, MHADA has decided to provide eligible tenants with 11 months’ rent in one installment. This decision follows an initial payment of 11 months’ rent, which was given to tenants at the beginning of the project.</p>



<p>In the BDD Chawl Redevelopment Project, eligible tenants, who have not opted for transit camp accommodations provided by MHADA, will receive this rent. Initially, tenants were given 11 months’ rent in advance and it was decided that after this instalment they will be given rent on monthly basis. However, tenants requested that the rent be given in a lump sum for the next 11 months as well. Responding positively to this demand, MHADA’s Vice President and Chief Executive Officer, Mr. Sanjeev Jaiswal, approved this proposal.</p>



<p>According to this decision, this policy will continue until tenants are relocated to the new rehabilitation units. Eligible tenants, verified by the concerned Executive Engineer, will receive 11 months’ rent in one installment. If the stay extends beyond 11 months, tenants will receive the corresponding rent for the duration of their stay. Rent will be provided based on the actual duration of stay, not just a blanket 11 months.</p>



<p>The BDD Chawl Redevelopment Project spread over 92 acres of land is the biggest ever project of urban renewal and is the most ambitious project of urban of the Maharashtra Government, with redevelopment work progressing rapidly at Worli, Naigaon, and N.M. Joshi Marg-Lower Parel. Under this project, eligible residential tenants are provided accommodations in transit camps by MHADA. However, due to a shortage of available units, tenants are given the option to receive rent instead. Eligible residential tenants, who do not prefer transit accommodations are given ₹25,000 per month as rent by MHADA. Similarly, non-residential tenants also receive ₹25,000 per month as compensation.</p>



<p>Lottery for Allocation of Rehabilitation Units for Worli Project Tenants Next Week</p>



<p>The computerised lottery for allocation of rehabilitation units to eligible tenants in the Worli BDD Chawl Redevelopment Project will be held next week.</p>

<p>The Mumbai Board of Maharashtra Housing and Area Development Authority (MHADA) today decided through the computerized system of 1133 rehabilitation flats to be distributed to the eligible police personnel living in Chawl in the proposed rehabilitation buildings under the first phase of Worli BDD Chawl Redevelopment Project.</p>



<p>The rehabilitation flat number, building number, wing of the building, floor of the flat in the building to be given on ownership basis in the buildings to be constructed to Police Personnel under the redevelopment project.</p>



<p>The list of tenants/occupants including serving, retired and legal heirs of deceased police personnel among 1133 eligible police personnel residing in BDD Chawl No. 22 to 28, 64 to 74 and 77 in Worli has been sent to the Mumbai Housing and Area Development Board by the Office of the Commissioner of Police, Mumbai.</p>



<p>Accordingly, the number of flats to be provided to the eligible tenants/residents in the rehabilitation buildings constructed under redevelopment on ownership basis was determined through a computerized system in a randomized manner. RAT (Random Allocation of Tenement) system was used for that.</p>



<p>In BDD Chawls the government has decided to distribute redeveloped flats of 500 square feet area under redevelopment of BDD chawls to the police personnel who are residing (serving, retired and legal heirs of deceased police personnel) till January 01, 2011.</p>



<p>It was also decided to levy a construction cost of Rs.15 lakh for the permanent redeveloped flats to be given to the police personnel / their heirs. After this decision, the flats in the redeveloped buildings were fixed today.</p>
