<p>City and Industrial Development Corporation (CIDCO) has unveiled an ambitious <strong>₹16,250 crore budget for FY 2026–27</strong>, with a strong emphasis on expanding <strong>affordable housing</strong> alongside large-scale infrastructure and connectivity projects across Navi Mumbai and its surrounding growth corridors.</p>



<p>A key highlight of the budget is CIDCO’s plan to launch a <strong>new housing scheme with approximately 19,300 tenements</strong> in FY 2026–27, building on the strong response received for its earlier scheme.</p>



<h2 class="wp-block-heading"><strong>Housing Push Gains Momentum</strong></h2>



<p>CIDCO’s housing initiatives continue to see robust demand. During FY 2025–26, the agency launched a housing scheme offering <strong>16,876 tenements</strong>, which witnessed significant buyer interest.</p>



<p>Encouraged by this response, CIDCO is scaling up its housing pipeline, reinforcing its role as a major provider of <strong>affordable and planned housing in the Mumbai Metropolitan Region (MMR)</strong>.</p>



<p>The upcoming housing supply is expected to cater to:</p>



<ul class="wp-block-list">
<li>Economically Weaker Sections (EWS)</li>



<li>Lower and Middle Income Groups (LIG & MIG)</li>



<li>End-users looking for planned urban housing</li>
</ul>



<h2 class="wp-block-heading"><strong>Budget Overview</strong></h2>



<p>For FY 2026–27:</p>

<li><strong>Total receipts:</strong> ₹16,250 crore</li>



<li><strong>Total expenditure:</strong> ₹16,150 crore</li>



<li><strong>Expected surplus:</strong> ₹100 crore</li>
</ul>



<p>In comparison, FY 2025–26 recorded:</p>

<li><strong>Receipts:</strong> ₹9,774.23 crore</li>



<li><strong>Expenditure:</strong> ₹9,770.26 crore</li>



<li><strong>Surplus:</strong> ₹3.97 crore</li>

<p>The higher outlay reflects CIDCO’s aggressive push toward <strong>urban expansion and infrastructure-led growth</strong>.</p>



<h2 class="wp-block-heading"><strong>Airport-Led Housing Growth</strong></h2>



<p>CIDCO’s housing strategy is closely aligned with the development of the <strong>Navi Mumbai International Airport (NMIA)</strong>, which became operational in 2025.</p>



<p>Currently:</p>



<ul class="wp-block-list">
<li>Handling <strong>~150 flights daily</strong></li>



<li>Serving <strong>76 cities</strong></li>



<li>Managing <strong>~19,000 passengers per day</strong></li>
</ul>



<p>With international operations set to begin by <strong>April 2026</strong>, the airport is expected to significantly boost housing demand in surrounding areas, especially:</p>

<li>NAINA region</li>

<h2 class="wp-block-heading"><strong>NAINA: The Next Housing Frontier</strong></h2>



<p>CIDCO is accelerating development in the <strong>Navi Mumbai Airport Influence Notified Area (NAINA)</strong>, spanning around <strong>225 sq. km</strong>, which is emerging as a major residential growth corridor.</p>



<p>The region is being developed with:</p>

<li>Planned road networks</li>



<li>Urban infrastructure</li>



<li>Affordable housing clusters</li>
</ul>



<p>This is expected to unlock large-scale housing supply in the coming years.</p>

<p>CIDCO’s housing expansion is backed by major connectivity projects aimed at reducing travel time and improving accessibility:</p>

<p>Such connectivity is expected to make Navi Mumbai more attractive for homebuyers and investors.</p>



<h2 class="wp-block-heading"><strong>Integrated Urban Development</strong></h2>



<p>CIDCO is also developing large-scale economic and social infrastructure to support residential growth:</p>

<li><strong>Aerocity (270 hectares):</strong> Mixed-use business and hospitality hub</li>



<li><strong>EduCity (100 hectares):</strong> Global universities and education hub</li>

<p>These projects are designed to create <strong>self-sustained urban ecosystems</strong>, increasing the livability and value of nearby residential areas.</p>



<h2 class="wp-block-heading"><strong>Water Security for Future Housing</strong></h2>



<p>To support long-term urban expansion, CIDCO is investing in water infrastructure:</p>

<p>CIDCO has launched Mass Housing Scheme in Taloja and Dronagiri areas of Navi Mumbai.</p>



<p>CIDCO has launched a Mass Housing Scheme, this scheme was launched on January 26, 2024 on the auspicious occasion of the 75th Republic Day. Under the scheme 3,322 tenements have been made available on a large scale in well-connected Taloja and Dronagiri nodes of Navi Mumbai through means of Navi Mumbai Metro & India’s longest sea link MTHL respectively. The online registration for the Mass Housing Scheme began on January 26.</p>



<p>“Under the scheme 3,322 tenements have been made available for EWS and General Category citizens in well-connected Taloja and Dronagiri nodes. I appeal that more and more citizens should take benefit of the scheme to fulfil their dream of home.” said, Anil Diggikar, Vice Chairman & Managing Director, CIDCO.</p>



<p>Out of the 3,322 tenements, 312 tenements i.e. 61 in Dronagiri and 251 in Taloja are available for EWS under the PMAY while 3,010 tenements i.e. 374 in Dronagiri and 2,636 in Taloja are available for the General Category. Citizens may also contact on 7065454454 for booking assistance.</p>



<p>All the processes, related to Mass Housing Scheme – 2024 from registration and application to lottery will be conducted in an easy and transparent online manner and the online registration has begun from 26 January, 2024. The computerized lottery for the scheme will be conducted on 19 April, 2024.</p>

<p>CIDCO has again granted an extension for the online registration of applications for Mass Housing Scheme Diwali – 2022 till 21 January, 2023, due to the overwhelming response of and demand by the citizens. The last date for the online application of the scheme was 06 January, 2023. Under the scheme 7,849 apartments have been made available at Ulwe node of Navi Mumbai for the EWS category under PMAY. </p>



<p>According to the revised schedule, online registration of applications for Mass Housing Scheme Diwali-2022 can be completed by 21 January, 2023. The online applications can be submitted till 22 January, 2023. The online payment process has to be completed by 24 January, 2023. The draft list of accepted applicants will be published on 31 January, 2023 and the final list of accepted applicants will be published on 03 February, 2023 on CIDCO’s website <a href="https://lottery.cidcoindia.com/" target="_blank" rel="noreferrer noopener">https://lottery.cidcoindia.com/</a>. The computerized lottery draw for the scheme will be conducted on 08 February, 2023.</p>

<p>CIDCO has granted an extension for the online registration for Mass Housing Scheme Diwali – 2022 till January 6, 2023. The extension they have attributed to the overwhelming response of and demand by the citizens. </p>



<p>The last date for the online application of the scheme was December 22, 2022. However, CIDCO has granted an extension to the scheme in order to facilitate more and more citizens to apply for the scheme and fulfill their dream of home. The deadline for the payment of fees and EMD amount and the computerized lottery draw has been extended accordingly.  </p>



<p>CIDCO launched the Mass Housing Scheme Diwali – 2022 on October 24, 2022 on the auspicious occasion of Diwali and made available 7,849 apartments at Bambandongri railway station, Kharkopar East 2A, Kharkopar East 2B and Kharkopar East 2P in Ulwe node of Navi Mumbai for the EWS category under PMAY. The housing scheme has offered an opportunity to the citizens to buy home at affordable rate in rapidly developing and well-connected Ulwe node. </p>



<p>The housing complexes under the scheme have got an excellent connectivity through Bamandongri and Kharkopar railway stations on Nerul-Uran railway corridor, highway and the proposed MTHL. Also, the housing complexes are in the proximity of Navi Mumbai International Airport being developed by CIDCO and hence, the Ulwe node has gained an importance on an international level. </p>



<p>According to the revised schedule, online registration for Mass Housing Scheme Diwali-2022 can be completed by January 6, 2023. The online application can be submitted till January 7, 2023. The online payment process has to be completed by January 7, 2023. The draft list of accepted applicants will be published on January 14, 2023 and the final list of accepted applicants will be published on January 18, 2023 on CIDCO’s website <a href="https://lottery.cidcoindia.com/" target="_blank" rel="noreferrer noopener">https://lottery.cidcoindia.com/</a>. The computerized draw for the scheme will be held on February 3, 2023.</p>

<p>Computerized Lottery Draw of CIDCO’s Mass Housing Scheme August – 2022 was conducted successfully on November 23</p>



<p>A computerized lottery draw of CIDCO’s Mass Housing Scheme August – 2022 was conducted on November 23, 2022 at CIDCO Auditorium, CIDCO Bhavan. CIDCO had launched this housing scheme on August 31, 2022 and made available 4,158 apartments located in various nodes of Navi Mumbai.</p>



<p>CIDCO appointed a committee under the supervision of Suresh Kumar, Ex-Lokayukta to monitor the process of computerized lottery draw which also consisted of Moiz Hussain Ex-SIOMH.</p>



<p>CIDCO made available 4,158 apartments at CIDCO’s housing Schemes located in Dronagiri, Kalamboli, Taloja and Kharghar nodes of Navi Mumbai. Out of these 4,158 affordable apartments, 404 apartments were made available for EWS under PMAY housing scheme (Income limit- 0 to 3 lakhs) and the remaining 3,754 apartments were made available for general category ( Income limit- 3 lakhs and above).</p>



<p>The Mass Housing Scheme received a good response from the citizens and approximately 16,000 applications were received. The last date for the online application was October 3, 2022. However, CIDCO extended the date for online application till November 3, 2022 so that more number of citizens could avail the benefit of the scheme.</p>



<p>The software used by CIDCO for the computerized draw is free from the human intervention. Also, the software was examined by the computer department of IIT, Mumbai. A list of successful applicants from the draw of Mass Housing Scheme – 2022 has been published on the website <a href="http://lottery.cidcoindia.com." target="_blank" rel="noreferrer noopener">lottery.cidcoindia.com.</a> EMD of unsuccessful applicants will be refunded in 15 days.</p>



<p>Dr Sanjay Mukherjee, VC & MD, CIDCO made an appeal to the unsuccessful applicants to not to get disappointed and that they should apply for CIDCO’s Mass Housing Scheme Diwali – 2022.</p>



<p>Under the new Mass Housing Scheme Diwali – 2022 CIDCO has made available 7,849 apartments at Bamandongri Railway Station, Kharkopar East2A, Kharkopar East 2B and Kharkopar East P3 in rapidly developing Ulwe node for the EWS under PMAY. The scheme has given an opportunity to the citizens to own a house at Ulwe node which has got an excellent connectivity through railway, highway and MTHL and also in close proximity of Navi Mumbai International Airport.</p>

<p>CIDCO had announced a lottery for 4,158 homes in August for which last date for online registration was October 3.</p>



<p>The last date is gone and many are wondering how can they not worry about it. So here’s the answer for it.</p>



<p>CIDCO has granted an extension for the online registration of Mass Housing Scheme August- 2022 till November 3, 2022, due to the overwhelming response of and demand by the citizens.</p>



<p>The deadline for the payment of fees and EMD amount and the computerized draw has been extended accordingly.</p>



<p>The last date for the online registration of applicants was October 3, 2022. However, in order to facilitate more and more citizens to avail the benefit of the scheme CIDCO has granted the extension till November 3, 2022 for the online registration for the applicants.</p>



<p>Also, the extension has been granted for the online registration of the scheme of sale of 245 commercial shops from CIDCO’s various housing complexes and commercial premises in at Navi Mumbai railway stations.</p>



<p>CIDCO launched the mass housing scheme on August 31, 2022 and made available 4,158 apartments available in CIDCO’s housing complexes located in various nodes of Navi Mumbai for sale.</p>



<p>Out of the 4,158 affordable apartments 404 apartments are available for the EWS category under PMAY and 3,754 apartments are available for the general category. Also, 245 commercial shops from CIDCO’s various housing complexes and six commercial premises at Navi Mumbai railway stations were made available under another scheme.</p>



<p>According to the revised schedule, online registration for Mass Housing Scheme August-2022 can be completed by November 3, 2022. The online application can be submitted till November 4, 2022. The online payment process has to be completed by November 7, 2022. The draft list of accepted applicants will be published on November 14, 2022 and the final list of accepted applicants will be published on November 18, 2022 on CIDCO’s website <a href="https://lottery.cidcoindia.com/">https://lottery.cidcoindia.com/</a>. The computerized draw for the scheme will be held on November 22, 2022.</p>



<p>As per the revised schedule for the scheme of sale of commercial shops in various CIDCO housing complexes and commercial premises in Navi Mumbai railway stations, the online registration of application, payment of EMD and processing fee can be completed till November 9, 2022. The closed bids can be submitted till November 8, 2022. The e-auction will be conducted on November 9, 2022 and the result will be declared on November 11, 2022.</p>

<p>CIDCO has come up with a scheme of sale of 4,158 available apartments in CIDCO’s housing complexes. Along with this CIDCO has launched schemes of 245 shops & 6 commercial premises at railway station complexes. This scheme has enabled common citizens along with small traders and businessmen to grab a golden opportunity through these schemes.</p>



<p>Under the Mass Housing Scheme the available 4,158 apartments located in Dronagiri, Kalamboli, Taloja and Kharghar nodes of Navi Mumbai have made available for sale. These 4,158 apartments are available at affordable rates and out of the total apartments 404 are available for EWS under Pradhan Mantri Awas Yojana while the remaining 3,754 are available for the general category. For PMAY new income slab is upto Rs. 6,00,000 & subsidy is Rs. 2,50,000. The housing complexes are at prime locations and located in well-developed nodes of Navi Mumbai which are well-connected through roads, railways and CIDCO’s metro. Also they are well-equipped with modern amenities & top class quality and the social facilities like school, colleges, hospitals etc. are available in the nearby vicinity.</p>



<p>Under the other schemes total 245 shops from CIDCO’s housing complexes located in Kharghar, Taloja, Dronagiri, Kalamboli and Ghansoli are available for sale. Also, total 6 commercial premises each 3 from Nerul railway station complex and Juinagar railway station complex are available for sale. Along with that, 1 plot for star category hotel, 64 plots for residential use and 5 plots for residential cum commercial use are available for sale.</p>

<p>CIDCO has announced that norms like an eligibility certificate that Joutnalists had to produce from DGIPR for applying for a home in lottery has been relaxed.</p>

<p>The condition of eligibility certificate to be obtained from the Directorate General of Information and Public Relations – DGIPR for the apartments in journalist category in CIDCO’s housing scheme, has been relaxed and henceforth, CIDCO itself will decide the eligibility of journalists.</p>



<p>This decision will facilitate the journalists to get an apartment in CIDCO’s housing scheme more easily and will also help them fulfill their dream of a rightful house.</p>



<p>“Under the guidance of the Government, CIDCO has decided to relax the condition of eligibility, to make it easy for the journalists who play a valuable role as the fourth pillar of democracy to get an apartment in CIDCO’s housing scheme. The government has taken this decision as a gesture of gratitude to the journalists who work as an important link between the society and the government,” said Eknath Shinde, Chief Minister.</p>



<p>“CIDCO has always honored & supported activities related to journalism. This time also, under the guidance of the state government, CIDCO has relaxed the condition of eligibility, so that the journalists can get an apartment under the CIDCO housing scheme more easily,” said Dr. Sanjay Mukherjee, VC & MD, CIDCO.</p>



<p>CIDCO provides affordable housing to citizens of all economic strata through its housing schemes. Also, tenements in CIDCO’s housing schemes are reserved for journalists along with various other categories.</p>



<p>Previously, journalists, while applying for the apartments in the journalist category, were required to obtain an eligibility certificate from the DGIPR, stating that they belong to the journalist category. But as the process was time-consuming, the issuance of allotment letter for the apartments to journalists who were unable to submit the eligibility certificate was delayed.</p>



<p>To avoid this inconvenience to journalists and pave the way for them to get houses under CIDCO’s scheme, according to the instructions given to CIDCO by Mr. Eknath Shinde, Hon’ble Chief Minister, Maharashtra State, CIDCO has relaxed the condition of eligibility certificate to be obtained from the DGIPR. Henceforth, CIDCO itself will decide the eligibility of the journalist applicants who will be successful during the lottery draw.</p>



<p>This decision taken by CIDCO under the guidance of the Government of Maharashtra will benefit many journalists and their dream of owning a home in an international city like Navi Mumbai, well-equipped with infrastructure, will come true. They will also get an opportunity to experience a quality lifestyle in harmony with the environment and nature in Navi Mumbai.</p>

<p>CIDCO achieves another feat in real estate and sets a record, with the casting of 500 slabs in just 489 days</p>

<p>After the unprecedented success of ‘Mission 96’, CIDCO has achieved yet another feat and has set a record by completing the casting of 500 slabs in just 489 days under its Mass Housing Scheme under PMAY.</p>



<p>“CIDCO has set an objective of completing the construction of apartments under the housing scheme in less time, with the use of an advanced technology. This has ensured to fulfill the dream of home of common people by providing them the houses in less time, without comprising the quality. The casting of 500 slabs in 489 days is a next stage after ‘Mission 96’ under this objective.” said. Dr. Sanjay Mukherjee, VC & MD, CIDCO</p>



<p>The construction of buildings in various nodes of Navi Mumbai under CIDCO’s Mass Housing Scheme under PMAY is under progress. The apartments under this scheme will be made available to the people belonging to the EWS and LIG categories. CIDCO has emphasized on completing the construction of these apartments in less time, without compromising the quality, to fulfill the dream of a home of common people. Prior to this, CIDCO has completed the construction of 12 storey building comprising of 96 apartments in just 96 days.</p>

<p>Now, CIDCO has completed the casting of 500 slabs in just 489 days at sector-28,29,31 and 37 in Taloja node for the buildings being developed under its Mass Housing Scheme and has proved its extraordinary performance in the field of real estate. CIDCO, with the use of an advanced technology and without compromising the quality, has completed the casting work with a recorded speed of 1.02 slabs/day. Architects, planners, engineers in CIDCO and the project consultants AHC, TCE_HSA Associates have made a meticulous planning under the guidance of Dr. Sanjay Mukherjee and has achieved this extraordinary feat.</p>



<p>With this achievement, CIDCO has once again achieved the distinction of completing the construction of houses in the field of affordable housing in the country. CIDCO is on a fast track towards completing the construction of world-class buildings at a record speed.</p>
