In a first-of-its-kind initiative in the Indian real estate sector, Rustomjee Group has unveiled a 35,000 sq. ft. on-site labour housing facility at its flagship project, Rustomjee Urbania in Thane. The facility, inaugurated on April 13, is designed to accommodate 500 construction workers and represents a significant investment in worker welfare and sustainable infrastructure.

The housing unit comprises 84 rooms, each measuring 10 feet by 10 feet, with the capacity to house up to six workers per room. The accommodation is constructed using PUF panels to provide thermal insulation and ensure comfortable indoor temperatures.

Key infrastructure includes a 40 KLD sewage treatment plant for water recycling, a 200 kg organic waste composter for managing kitchen waste, and a full fire safety network with yard hydrants, fire pumps, and sprinklers installed in high-risk zones such as the kitchen and gas bank.

Speaking on the launch, Mr. Boman Rustom Irani, Chairman and Managing Director of Rustomjee Group, said, “Our newly developed labour accommodation at Urbania is a reflection of our belief that the people who build our cities deserve to be at the heart of them. This initiative is part of our long-term vision to improve standards of worker welfare in the industry.”

The facility includes 29 toilets, 9 urinals, 15 bathing points, and a UV-based water purification system for clean drinking water. A canteen with 42 double-burner gas stoves has been built to serve up to 280 workers simultaneously.

Additional amenities aimed at improving the quality of life for the workers include an open gym, sports areas, an entertainment room, a projector hall, a full-time doctor’s clinic, a maternity room, a crèche, barber shop, and retail outlets.

Mr. Anupam Verma, CEO of Kapstone Constructions, a Rustomjee Group company, stated, “Labour housing is often treated as a compliance requirement. We’ve taken a different approach by designing this with the same precision and care as our premium residential offerings.”

Rustomjee has confirmed that similar labour welfare models are being planned for other upcoming projects, aligning with its broader strategy of inclusive and sustainable development.

DEVELOPERS FRATERNITY WELCOMES SC DECISION TO UPHOLD BOMBAY HC VERDICT AGAINST MCGM RULES TAXING LAND UNDER CONSTRUCTION

The real estate industry has united in applauding the Supreme Court’s decision to uphold a Bombay High Court ruling from April 2019 that had invalidated three standards for determining the “capital value” of land where construction is yet to start under a new property tax regime. Both developer’s community and property owners see the SC ruling by the bench of Chief Justice U U Lalit and Justice Bela Trivedi as a considerable relief. Developers body like CREDAI-MCHI, which contested the constitutionality of the new system for calculating property taxes, experienced significantly higher property taxes due to the BMC’s new regulations.

The controversial Rule 20-22, taken down by the honorable Bombay High Court and Upheld by the Honorable Supreme Court of India, took into consideration the potential of construction on the vacant land for a valuation. And it took almost a decade, and a lengthy legal battle for many federations like the Central Mumbai Developers Welfare Association (CMDWA) to convince that under construction will have to be treated as vacant land in the new property tax regime. Property tax is among the biggest and “crucial” revenue sources for the BMC, especially since the abolition of the octroi. “The supreme court upheld no provision under the BMC Act to consider the development potential of vacant land for determining its capital value,” the supreme court upheld.

While congratulating CMDWA, Boman Irani, President, CREDAI-MCHI expressed, “We appreciate the tremendous efforts made by team CMDWA under the leadership of Shri Dharmesh Chheda for initiating the battle, which was very well supported by CREDAI-MCHI & NARDECO Maharashtra. “We are happy that the honourable supreme court upheld the decision of the Honourable Bombay High Court against a tax regime where under-construction property tax was higher than a constructed building. He further added that this would help rationalise the MMR property market price.

The SC reaffirmed that “only the existing physical qualities and state of the land and building can be considered for determining “capital value” and not the prospects of the land.” The BMC modified the property tax system in 2009 and switched the calculation method from “rateable value” to “capital value” of the land, a complicated formula utilising pre-1940 level-low standard rent. In 2019, the HC held that the amendment was valid but quashed three of its rules-20-22- as invalid. Rule 20 said ‘capital value’ would rely on the buildable potential of the land.

Speaking on the Supreme Court’s ruling, Dharmesh Chheda, President of the CMDWA, states that the MCGM had appealed the Bombay High Court’s decision, arguing that because the rules provided for a cap on property taxes, they wouldn’t rise as builders had anticipated. But on Monday, the Hon. Supreme Court dismissed the appeal, putting an end to the case.

Sandeep Runwal, President NAREDCO, expressed optimism about the development. “Any reduction in the tax amount will ultimately lead to a future property rate reduction. We are happy that the Hon. Supreme court has upheld the decision of Hon. Bombay High Court to stuck down the rule that taxed on the structure that has not been constructed yet and is only on paper,” he said.

Attorney General K. K. Venugopal and V. Sreedharan appeared as senior counsel for the BMC. At the same time, Shekhar Naphade, Milind Sathe, Darius Khambata, Chirag M. Shroff, and H. Devarajan testified before the SC on behalf of the respondents. They argued that land, where old buildings were dilapidated could only be taxed as “vacant land” and not based on a proposed mall or hotel.

By Nidhi Aggarwal

Construction is an ever-growing industry. Every construction company wants its business to soar high. In a market as competitive as the construction business, you have to always be on the lookout for “the next best thing,” which will give your company the edge over others in the market. But when it comes to growth, there isn’t a simple one-size-fits-all formula you can use to increase your construction revenue.

However, there are many effective strategies ranging from careful planning and network building to social media influence that you can use to grow your business that can help you reach new heights, make more money and increase your market share. Here are some ideas to get you started.

Prioritize customer service.

A happy, satisfied customer is significant for your business. Small construction businesses succeed best when they seek and find clients who fit seamlessly within their mission and who they can easily satisfy. Construction companies also expand swiftly when they have established strong customer service teams to help them build long lists of happy clients who can refer new clients and make repeat purchases. Indeed, if you want your small business to grow, you should focus on exceeding the expectations of your current customers to reduce customer turnover. Retaining clients who can make repeat purchases will help you spend less on marketing.

Get Online

The best way to promote your company is via the web. The website and social media can grow the construction business in an accelerated manner. In order to reach as many people as possible, you should create a website with all the essential information, such as contact details, expertise, and pricing.

Quality is king.

Cutting corners to reduce costs to speed up the completion of a project or closing a deal can be detrimental. Especially in an industry like construction, it is possible to overlook the quality and fall for the promises of the large quantities. But in the long run, the quality of your product makes a big difference. And the profitability of your services will ultimately depend upon the quality of your work!

Expand your services

A great way to grow your business is to expand into other areas of service. Adding streams of revenue to your business will not only increase your revenue, but will also add prestige to your company’s profile.

Be Up to Date with Industry Trends

The next hack to grow your construction business is to stay updated with the latest construction industry trends. In a rapidly progressing world, any company that isn’t innovating constantly can be categorized as a losing business. So, changes in the positive direction are vital for the business to flourish. Construction companies should be aware of the latest trends in the industry. They must strive to accommodate them as soon as possible. Starting early in an emerging market can skyrocket your business.

The Maharashtra Governmnet guidelines have stated that construction activity to be allowed only for sites where labourers are living on site.

By Varun Singh

From Monday serious restrictions have been imposed by the Maharashtra governmennt to tackle the growing COVID 19 positive numbers.

With Weekend Lockdown in place and even during day not more than 5 people together being allowed. There are some do’s and don’t’s for the construction industry too.

Construction activity to be allowed only for sites where labourers are living on site.

Movement to and for from outside must be avoided except for the puprose of material movements.

Everyone engaged in the activity to get vaccinated at the earliest as per criteria of Government of India.

Till they get vaccinated, must carry a negative RTPCR test result certificate which will bbe valid for 15 days, (This rule will come into effect from April 10, 2021).

Defaults will lead to a fine of Rs 10,000 for the developer of the construction site and rpeated defaults may lead to closure of the site till existence of notificationn of COVID 19 epidemic.

If a construction worker is found psotiive he or she would be allowed medical leave and cannot be discontinued during this absence for this reason.

The construction worker shall be entitled for full wages that he or she might have earned had he or she not contacted Corona.

This means at sites where the developer has made arranngement for the construction workers only those project shall be functional.

According to many developer most construction workers are still in Mumbai.

Ashok Mohanani, President, NAREDCO Maharashtra when asked, whether workers are movinng out? He said, “No migrant workers are very much at work.”

His feelings were echoed by Rajesh Prajapati of CREDAI MCHI. Prajapati when asked whether migrant workers are again going back, he said, “No, not yet, some workers had gone for Holi, this an annual phenomenon and nothing to do with Corona. We expect few to fo in April and May for season of marriages.”

However, Anand Gupta, Spokesperson for Builder Association of India had a bit different view to the question of whether construction workers were returning back.

Gupta said, “Partially yes, actually they are under fear, that again there can be lockdown and they will be without work and pay. They can again get trapped. They are also under their family pressure.”

August is what the developers community, and the contractors have predicted by when most labourers will be back in the city.

By Varun Singh

When lockdown was announced in the country one sight that people cannot get out of their heads is, migrant labourers walking back to their homes.

People walked in hoards, some used two wheelers, tempos, trucks to reach their native place.

However, with phase wise relaxations in the lockdown things are changing. The developers and even contractors say that by August most labourers will be back in the city.

They also say that every year during March to June they do face labour shortage, though this year the intensity was higher.

Also Read: Reverse migration a challenge in post COVID India

During the festival of holi, most migrant labourers leave for their homes. says Anand Gupta, Spokesperson, Builders Association of India.

According to Gupta during this period they face a shortage of close to 20-25 per cent of labourers and hence focus is shifted on important work.

This year thought the situation is a bit different, many labourers have gone away. But Gupta is hopeful and sure that by August, most of them will return and the real estate industry in Mumbai Metropolitan Region (MMR) shall be back on tracks.

“Migrant labourers will come back, yes they are gone, like earlier years, though this time they went back in large numbers. But they will soon find their way back to the workplaces in the cities. By August we are hopeful that many will be back at work,” said Gupta.

According to Syed Shakir, a South Mumbai based contractor, many labourers have already started their return journey to cities like Mumbai.

“All my sites are operational, for a reason, that I took care of my labourers. Labourers left from sites where they were left without any help,” said Shakir.

Meanwhile, Shakir says that most labourers have already started their return journey for cities like Mumbai.

“If there is a working force of 500 people in a village then there’s work only for 100 people. The remaining labourers are returning and mostly by August, everyone will be back,” said Shakir.

According to Shakir, earlier during the period between March to June work would get impacted by 30 per cent as labourers would go back to their native place. This year it was impacted up to 50 per cent.

Surprisingly, Shakir also says that the labourers who have started their return journey are mostly from Bengal region and some parts of Bihar, while labourers from UP are a bit tad slow in their return this time.

Meanwhile, the Supreme Court on Tuesday asked centre and states to facilitate return of migrant workers to their native place within 15 days.
