<p>The Maharashtra Government has approved a rent payment of <strong>₹2,16,45,168</strong> for the <strong>State Cyber Office</strong> located at the <strong>World Trade Centre (WTC), Cuffe Parade, Mumbai</strong>, covering the period from <strong>April 2025 to October 2025</strong> (a total of seven months).</p>

<p>The <strong>Cyber and Women Atrocity Prevention Wing</strong> under the <strong>Maharashtra Police</strong> was established through a Government Resolution (GR) dated January 5, 2016.<br>Subsequent resolutions in March and April 2016 approved office space of <strong>10,469 sq. ft.</strong> at WTC — with <strong>8,469 sq. ft.</strong> allocated for the Cyber & Women Atrocity Prevention Wing and <strong>2,000 sq. ft.</strong> for the Economic Offences Wing (EOW).</p>



<p>In March 2025, the government extended the lease agreement between the <strong>Additional Director General of Police (Cyber), Maharashtra State Cyber, Mumbai</strong>, and <strong>M. Visvesvaraya Industrial Research and Development Centre (MVIRDC)</strong> — which manages the World Trade Centre — for the period <strong>March 14, 2025, to March 13, 2026</strong>.</p>

<p>As per the latest GR issued on <strong>November 11, 2025</strong>, the approved total rent for seven months amounts to <strong>₹2,16,45,168</strong> (Rupees Two Crore Sixteen Lakh Forty-Five Thousand One Hundred Sixty-Eight).</p>

<p>The payment will be made through the <strong>Account and Treasury Office, Mumbai</strong>, under the supervision of the <strong>Additional Director General of Police (Cyber), Maharashtra State Cyber, Mumbai</strong>.<br>The rent expenditure will be booked under the following budget head:<br><strong>“2055 – Police (00)(00)101 Crime Investigation & Vigilance (06) Cyber and Women Atrocity Prevention Cell – 14 Rent and Other Expenditure.”</strong></p>



<p>The <strong>Finance Department’s guidelines dated April 7, 2025</strong>, regarding expenditure control and certification procedures, must be strictly followed.</p>

<p>The Maharashtra government plans to redevelop 21 acres of prime land at Cuffe Parade in South Mumbai known as the fisherman’s colony or the Machchimar Nagar. It is the same area from where 10 Pakistani terrorists had landed in Mumbai on November 26, 2008.</p>



<p>Speaking at <strong>The Real Estate Forum 2022, the Minister for Housing, Government of Maharashtra </strong>stated that the colony is spread across 21 acres of land. “Out of these 15 acres are open spaces. The government intends to involve the slum rehabilitation authority (SRA) which will take care of the process and then hand it over to someone with a vision to develop it further,” he said.</p>



<p>Awhad stated that there has been a substantial growth in the amount of premiums collected last year as compared to the last 10 years.</p>



<p>“The amount of premium collected by MHADA in nearly ten years that is from the year 2011 to 2021 was around Rs. 1902 crore.  However, in the year 2021-2022, in the span of just one year we have collected around Rs 1873 crore in premium collection,” the Housing Minister said.</p>



<p>Speaking at the function, Awhad appreciated the efforts taken by the developers in beautifying the financial capital. “The state’s development is linked with its housing industry. The development of Mumbai with no open land available is possible only through redevelopment of the existing spaces. This is helping the society at large,” he said.</p>



<p>He added that the city of Mumbai with an increasing population can’t have a future if the developers don’t participate in its development.</p>



<p>The honourable Housing Minister also explained that the state government has taken the responsibility of introducing complete transparency in all the housing transactions.</p>



<p>The government is already developing BDD chawls in several parts of Mumbai via MHADA.</p>

<p>Rajyasabha MP,  Subhash Chandra has rented his bungalow located at Cuffe Parade to the Chinese Consulate in Mumbai. The agreement was signed on June 29, the rent period started on July 1, 2020. Per month rent stands at Rs 4.90 lakh.</p>

<p>Rajyasabha MP, Subhash Chandra, has let out his Cuffe Parade bungalow to the Chinese Consulate.</p>



<p>The agreement was signed on June 29 between Subhash Chandra by his constituted attorney Bhaupatil Arote and Huang Xiang, the Vice Consul, for the Consulate General of The People’s Republic of China.</p>



<p>The bungalow let out to the <a href="http://mumbai.china-consulate.org/eng/">Chinese Consulate</a> General in Mumbai is located in Jolly Maker 1, one of the most sort out addresses in the city of Mumbai.</p>



<p>The deal was registered with the registration office in Mumbai on July 1, 2020, while the paper work was carried out on June 29.</p>



<p>Subhash Chandra on June 15, constituted a specific power of attorney to Bhaupatil Arote to carry out the leave and license work.</p>

<p>Coming back to the rent agreement between Chandra and the Chinese Consulate in Mumbai. The per month rent for the bungalow is Rs 4.90 lakh. The carpet area of the bungalow is 2590 sq ft and the Chinese Consulate will also get to use two covered parkings.</p>



<p>The rent agreement is for two years starting from July 1, 2020 and ending on June 30, 2022. </p>



<p>The Lock-In period is for nine months and to terminate the agreement each party has to give three months notice period. </p>



<p>The Chinese Consulate even paid Subhash Chandra Rs 58.80 lakh via a cheque. This amount includes nine months advance rent and the refundable deposit of Rs 14.70 lakh deposit. </p>



<p>The ground floor of the bungalow has a living room, and a kitchen, the first floor has three bedrooms and one child bedroom. While the second floor has one bedroom.</p>



<p>The bungalow can be used by the Chinese Consulate for its officers, staff, employees, and guests along with families for residential purposes only.</p>



<p>The agreement also has a diplomatic clause, which states, “If any decision taken by the Government of the People’s Republic of China or the Government of the Republic of India results in the closure of the office of the Consulate General of the People’s Republic of China in Mumbai at any time during the term (including the Lock-In-Period), the agreement shall stand terminated.</p>



<p>Emails, messages sent and phone calls made to Subhash Chandra seeking a response regarding the leave and license got us no response. </p>



<p>A detailed email sent to Chinese Consulate in Mumbai also generated no response. </p>
