Finding a buyer for a home that once was occupied by Haseena Parkar isn’t a very easy task. Haseena Parkar who died in 2014, is the sister of India’s most wanted terrorists Dawood Ibrahim.

In the year 2019, the office of the Competent Authority and Administrator, SAFEMA, an authority under the Ministry of Finance and Department of Revenue (Central Government) had auctioned the house belonging to Parkar, located in the building Gordon’s Hall’s first floor. Gordon Hall is 100 meters from South Mumbai’s Navapada junction.

However, the buyer whose credentials were kept secret by the authority has backed out from the deal and once again the 1BHK apartment is put on the block for auction.

The last auction was carried out on April Fool’s Day in the year 2019, the buyer had bid ₹1.8 crore.

The reason why the buyer backed out is explained by Hari Govind Singh, Competent Authority and Administrator, SAFEMA, Singh said, “The buyer when after all the procedure was carried out went to the building, he was informed by the Society that certain areas considered as part of the house was actually encroached by the previous occupant (Haseena Parkar). Hence, he approached the authority to cancel the deal.”

Normally, when a successful bidder backs out of an auction process his money is forfeited by the authority but in this case, the money was refunded as it wasn’t the bidder’s fault.

Hence, once again the Authority has put the apartment for auction. The reserve price fixed for the apartment is ₹1.1 crore, while the earnest money deposit that one has to pay to participate in the bidding process is ₹27.6 lakh.

There’s a difference in the reserve price from 2019, in the last auction the reserve price was ₹1.69 crore. According to sources there are two reasons for the lower reserve price this time, one of them is that the earlier auction included the encroachment and secondly this auction is post COVID times, when already real estate market isn’t doing great.

The property forfeited to the Central Government under the provision of Section 7 of Smugglers & Foreign Exchange Manipulators (Forfeiture of Property) Act, 1976 (SAFEMA) is for sale on “AS IS WHERE IS” and “AS IS WHAT IS” basis. The auction shall be carried out in three forms; through Sealed Tender, Public Auction and e-Auction simultaneously.

The property can be inspected on November, 22, (Tuesday) between 11.00 a.m. to 3.00 p.m. All the forms of auction shall be held on and tenders will be opened on December 9, at 1st Floor, Aayakar Bhawan, M.K. Road, Churchgate.

Apart from this the important thing is that the society of Gordon Hall has informed the authority that there are pending dues to the tune of ₹2.95 lakh. These are society dues including penalty/interest @21 per cent. All this money shall be paid by the successful bidder.

Dawood Ibrahim may be creating a lot of wealth and land in Pakistan, his land parcels in India are shrinking.

This would be one of the biggest sale of properties belonging to fugitive Dawood Ibrahim.

Seven properties belonging to Dawood at his ancestral village, in Khed, Maharashtra are up for sale.

Competent Authority and Administrator, SAFEMA (SMUGGLERS AND FOREIGN EXCHANGE MANIPULATORS ACT) will be holding the auction of these properties.

The properties will be sold through e-auction, tender and public auction on November 10, 2020.

The properties belonging to Dawood Ibrahim are as follows.

Six properties are located in Mumbake village, in Khed taluka of Ratnagiri district, Maharashtra.

1. 27 gunthas of land of which reserve price is Rs 2.05 lakh
2. 29.30 gunthas of land of which reserve price is Rs 2.23 lakh
3. 24.90 gunthas of land, of which reserve price is Rs 1.89 lakh
4. 20 gunthas of land of which reserve price is Rs 1.52 lakh
5. 18 gunthas of land of which reserve price is Rs 1.38 lakh
6. House No 172, and 27 gunthas of land, reserve price is Rs 5.35 lakh

Apart from this one more land parcel of 30 gunthas along with a structure in Lote village, Khed is up for sale. The reserve price for this parcel is Rs 61.48 lakh.

Two properties connected to gangster Iqbal Mirchi, who was also the right-hand man of Dawood Ibrahim located in Mumbai’s Santacruz west have been put on auction too.

The properties are flat number 501, and 502 both in the building named Milton Apartments CHS Ltd, which is located in Juhu Tara Road, Santacruz West. As per the society records the area both the flats is 1245 sq ft.

The reserve price for the two flats connected to Iqbal Mirchi is Rs 3.45 crore. (This property was on block even last year)

A senior official from SAFEMA confirmed the details and on condition of anonymity said, “We wanted to come up with the auction of these (Dawood) properties earlier this year but Pandemic pushed it ahead.”

The officer claimed there were many hurdles but almost all have been overcome by SAFEMA.

“The issue of public auction also has been resolved, we will hold it over video conferencing.”

All the properties can be inspected by prospective bidders on November 2, 2020.

The application for each properties along with Earnest Money Deposit should reach the office of SAFEMA in Mumbai before November 6, 2020 up to 4 pm.

All the three modes of sale will be held on same day (November 10, 2020).

Last year in April, SAFEMA auctioned a flat measuring 600 sq ft, located at Gordon Hall Apartments in Nagpada, that belonged to Dawood’s sister Haseen Parkar, for Rs 1.80 crore.

In November 2017, the Saifee Burhani Upliftment Trust had won three properties in an auction carried out by SAFEMA. The properties were Shabnam Guest House, six flats in Damarwala building and restaurant Raunaq Afroz — all located in Bhendi Bazaar and belonging to the don Dawood Ibrahim’s family.

In the year 2019, Dawood Ibrahim, Haseena Parker and Iqbal Mirchi the names connected to the Underworld were in news for different reasons. There properties either were auctioned, or process of auction were initiated.

For example in June 2019, The Smuggling and Foreign Exchange Manipulators (Forfeiture of Property Act) (SAFEMA), which comes under the Ministry of Finance has sent officers from Mumbai to Dawood’s ancestral village named Mumbke, located in Khed Taluka of Ratnagiri district.

The officials from Mumbai and Solapur went to evaluate the property belonging to Dawood and his ancestors. The total land covered by the bungalow and the compound was taken into consideration before deciding on the property’s current price. It is expected to be auctioned soon.

According to reports, the bungalow is not in a good shape now and was constructed by Dawood’s father Ibrahim Kaskar, who was then employed with the Mumbai Police. Some reports suggest that the bungalow was under the name of Dawood’s mother Amina. 
The SAFEMA officials hope to successfully auction the property after its due valuation.

While Dawood Properties were being evaluated for a future auction. In April 2019, a property belonging to Haseen Parker, the late sister of Dawood was auctioned by SAFEMA

Flat that once belonged to Dawood Ibrahim’s sister Haseena Parkar found a new buyer in April, who paid Rs 1.80 crore for the approximately 600 sq ft apartment located in Nagpada. The flat is located on the first floor of Gordon Hall Apartment, Nagpada.

A long time aide of Dawood, Iqbal Mirchi’s name also cropped up in the 2019, with connections to property. SAFEMA did even put his flats on auction. In October SAFEMA came out a with a notice to auction flats connected to Iqbal Mirchi.

Previous Auctions with Underworld Connections

In 2018, SAFEMA had put another property belonging to Dawood, named Amina Mansion located in Pakmodia street, on auction. The reserve price of the property was Rs 79.43 lakh, and it was won by the Saifee Burhani Upliftment Trust (SBUT) for Rs 3.51 crore.

In November 2017, the SBUT had won three properties in an auction carried out by SAFEMA. The properties were Shabnam Guest House, six flats in Damarwala building and restaurant Raunaq Afroz — all located in Bhendi Bazaar and belonging to the don’s family.
