<p>In a significant move to speed up one of India’s largest urban renewal projects, the Maharashtra government has constituted a <strong>Special Cell</strong> comprising senior bureaucrats from multiple departments to fast-track approvals required for the <strong>Dharavi Redevelopment Project (DRP)</strong>.</p>



<p>The decision was announced through a Government Resolution (GR) issued by the Housing Department on <strong>July 1, 2026</strong> (Government Resolution No. धापुप्र-2026/प्र.क्र.71/झोपसु). The Special Cell has been created following directions issued by Chief Minister <strong>Devendra Fadnavis</strong> during a review meeting held on <strong>June 8, 2026</strong>, where he instructed officials to establish a dedicated mechanism for expediting pending permissions related to the project.</p>



<p>The latest move is expected to remove administrative bottlenecks and ensure that the ambitious redevelopment is completed within the stipulated timeline.</p>

<h2 class="wp-block-heading">Why has the Special Cell been created?</h2>



<p>The Dharavi Redevelopment Project requires approvals from multiple government departments and agencies, including land administration, urban planning, finance, environment, infrastructure and local civic authorities.</p>



<p>Obtaining these clearances through conventional processes often leads to delays. To address this, the Maharashtra government has now established a dedicated inter-departmental committee that will coordinate and expedite all pending approvals.</p>



<p>According to the Government Resolution, the objective is to:</p>



<ul class="wp-block-list">
<li>Ensure faster processing of statutory approvals.</li>



<li>Resolve inter-departmental issues through coordinated decision-making.</li>



<li>Monitor pending permissions across government departments.</li>



<li>Enable timely implementation of the redevelopment project.</li>

<p>Whenever project-specific approvals are pending, the concerned department will participate in Special Cell meetings to take immediate decisions. Officials from other departments may also be invited whenever required.</p>

<h1 class="wp-block-heading">What is the Dharavi Redevelopment Project?</h1>



<p>The Dharavi Redevelopment Project is one of the world’s largest and most complex urban renewal programmes.</p>



<p>Spread over approximately <strong>620 acres (around 251 hectares)</strong> in the heart of Mumbai, Dharavi has evolved over decades into a densely populated settlement comprising residential clusters, commercial establishments and thousands of small-scale manufacturing units.</p>



<p>The area is strategically located between Mumbai’s major business districts and transport corridors, making it one of the city’s most valuable land parcels.</p>



<p>The project aims to transform Dharavi into a modern mixed-use township while rehabilitating eligible residents and formalising infrastructure.</p>

<h2 class="wp-block-heading">Who won the bid to redevelop Dharavi?</h2>



<p>The redevelopment project is being implemented by <strong>Navbharat Mega Developers Pvt. Ltd. (NMDPL)</strong>, a special purpose vehicle formed after the successful bid by the <strong>Adani Group</strong> in <strong>November 2022</strong>.</p>



<p>The Government of Maharashtra selected the Adani Group as the successful bidder after a competitive bidding process. The Special Purpose Vehicle is jointly owned by the Government of Maharashtra and the Adani Group, with the private developer holding the majority stake while the state retains equity participation.</p>



<p>The project is being executed under the supervision of the <strong>Dharavi Redevelopment Project/Slum Rehabilitation Authority (DRP/SRA)</strong>.</p>

<h2 class="wp-block-heading">How many people will be affected?</h2>



<p>The redevelopment is expected to directly impact <strong>around 1 million (10 lakh) residents</strong>, making it one of the largest rehabilitation exercises undertaken anywhere in the world.</p>



<p>Apart from residents, the project also affects:</p>



<ul class="wp-block-list">
<li>More than <strong>100,000 commercial establishments and small businesses</strong>, according to official project estimates and surveys.</li>



<li>Thousands of micro, small and home-based manufacturing units.</li>



<li>Informal industries involved in leather goods, garments, pottery, recycling, food processing and engineering.</li>
</ul>



<p>The rehabilitation exercise includes residential units, commercial rehabilitation, rental housing, infrastructure upgrades and integrated urban planning.</p>

<li>Dharavi has been notified as a <strong>Special Planning Area</strong>, with the Slum Rehabilitation Authority designated as the Special Planning Authority.</li>



<li>The state has already granted several policy relaxations through Government Resolutions issued in <strong>2018</strong> and <strong>2022</strong> to facilitate implementation.</li>
</ul>



<p>The latest decision builds on these earlier measures by introducing an institutional mechanism dedicated solely to expediting approvals.</p>

<p>The CEO and Special Officer of the Dharavi Redevelopment Project will prepare and submit a list of all pending permissions before the Special Cell.</p>

<p>The move signals the Maharashtra government’s intent to accelerate the execution of the long-awaited redevelopment, which has witnessed multiple delays over the past two decades.</p>



<p>If implemented effectively, the Special Cell could become one of the key administrative mechanisms driving the transformation of Dharavi into a modern, planned urban district while rehabilitating nearly one million residents and protecting its vibrant commercial ecosystem.</p>

<p>In a major push towards a slum-free Mumbai, the Slum Rehabilitation Authority has initiated a large-scale cluster redevelopment project in Andheri (West), with plans to construct 28,061 rehabilitation tenements.</p>



<p>The project is part of the Maharashtra government’s broader vision under the State Housing Policy 2025, aimed at providing safe, affordable and inclusive housing for all citizens. The initiative has been conceptualised under the leadership of Chief Minister Devendra Fadnavis and Deputy Chief Minister Eknath Shinde.</p>



<h2 class="wp-block-heading">Pilot Project in Andheri</h2>



<p>The selected cluster is located along C.D. Barfiwala Road in Andheri (West), covering a total area of 101.36 acres. Out of this, 61.40 acres are currently occupied by slums.</p>



<p>The site has been identified as a <strong>pilot cluster redevelopment project</strong>, marking a key step in implementing the government resolution dated November 13, 2025, which approved cluster redevelopment across Mumbai.</p>



<h2 class="wp-block-heading">Scale of Rehabilitation</h2>



<p>Under the project:</p>



<ul class="wp-block-list">
<li><strong>28,061 rehabilitation units</strong> will be constructed</li>



<li>Around <strong>14,000 existing slum dwellers</strong> will be rehabilitated</li>



<li>An additional <strong>14,061 housing units</strong> will be created</li>

<p>The project area, located near the airport, has faced long-standing delays due to:</p>

<p>These factors had stalled rehabilitation for thousands of families, with some residents also facing delays in receiving transit rent.</p>



<h2 class="wp-block-heading">Bidding Process and Developer Interest</h2>



<p>The Slum Rehabilitation Authority invited bids on April 8, 2026, to appoint a Construction and Development Agency (C&DA) for the project.</p>



<p>Technical bids were opened on June 4, 2026. The project has attracted participation from major private developers, including:</p>



<ul class="wp-block-list">
<li>Shapoorji Pallonji Real Estate</li>



<li>Reliance 4IR Realty Development Limited</li>



<li>JSW Realty and Infrastructure Pvt. Ltd.</li>
</ul>



<p>The proposals are currently under technical evaluation, following which financial bids will be opened after approval from a high-level committee.</p>



<h2 class="wp-block-heading">Transparent Tendering Process</h2>



<p>According to SRA CEO Dr. Mahendra Kalyankar, the authority has, for the first time, implemented a fully transparent and competitive bidding system, moving away from earlier practices such as Letter of Intent (LOI) trading.</p>



<p>The new process aims to ensure fair competition and improved project execution.</p>



<h2 class="wp-block-heading">Larger Slum Redevelopment Push</h2>



<p>Beyond this pilot, SRA has identified <strong>18 additional cluster areas</strong> across Mumbai for similar redevelopment.</p>



<p>These initiatives are expected to:</p>

<p>The Maharashtra Housing and Area Development Authority will begin handing over 537 rehabilitation tenements to eligible residents of the Naigaon BDD Chawl redevelopment project starting June 5, 2026, marking another phase of progress in one of Mumbai’s largest urban renewal programmes.</p>



<p>The tenements are located in Towers 1, 2 and 3 of Rehabilitation Building No. 1, which have recently received the Occupancy Certificate. The allotment process will take place at the MHADA project office located on the ground floor of Tower No. 5 at Naigaon-Dadar.</p>



<p>The distribution of allotment letters will be carried out on working days between 11:00 a.m. and 6:00 p.m., excluding public holidays. Beneficiaries have been asked to remain present with required documents, including rehabilitation agreements, Aadhaar and PAN card copies, photographs and necessary undertakings.</p>



<p>According to the schedule, allotments will be distributed in the order of Tower Nos. 2, 1 and 3. The detailed timetable will be displayed at the distribution centre, following which beneficiaries will be able to take possession of their flats.</p>



<h2 class="wp-block-heading">Project Details and Earlier Phase</h2>



<p>The Naigaon redevelopment is part of the larger BDD Chawl redevelopment programme, now known as the Dr. Babasaheb Ambedkar BDD Complex. Earlier this year, on March 16, 2026, 864 tenements across five completed towers were handed over in the presence of Maharashtra Chief Minister Devendra Fadnavis and Deputy Chief Ministers Eknath Shinde and Sunetra Pawar.</p>



<p>Spread over 6.45 hectares, the Naigaon project includes 42 existing chawls housing 3,344 residential and non-residential tenants. The redevelopment is being implemented in two phases and will deliver 20 rehabilitation towers of 23 storeys each.</p>



<h2 class="wp-block-heading">Rehabilitation Benefits</h2>



<p>Eligible residents are being provided free-of-cost ownership homes of 500 sq. ft. carpet area in a 2-BHK configuration. These replace earlier chawl units measuring approximately 160 sq. ft.</p>



<p>Each apartment includes vitrified flooring, aluminium windows, granite kitchen platforms, branded plumbing fixtures and fire-safety systems. The buildings are constructed using earthquake-resistant technology and are equipped with passenger and fire lifts, CCTV surveillance, stilt parking and multi-level basement parking.</p>



<p>Residents have been given the option of transit accommodation or rental assistance. Under the scheme, both residential and non-residential occupants receive advance rent of ₹25,000 per month for 11 months during the construction phase.</p>



<h2 class="wp-block-heading">Township and Infrastructure</h2>



<p>The redevelopment is planned as an integrated township with supporting infrastructure, including a school building, welfare centre, sewage treatment plant, solar energy systems and rainwater harvesting.</p>



<p>MHADA has also stated that it will maintain common amenities and infrastructure of the rehabilitated buildings for a period of 12 years after possession.</p>



<h2 class="wp-block-heading">Larger BDD Redevelopment Programme</h2>



<p>The broader BDD Chawl redevelopment programme spans approximately 86 acres across Worli, N. M. Joshi Marg–Parel and Naigaon.</p>



<ul class="wp-block-list">
<li>Worli: 34 rehabilitation towers for 9,689 residents</li>



<li>N.M. Joshi Marg–Parel: 14 buildings for 2,560 occupants</li>



<li>Naigaon: 20 towers for 3,344 occupants</li>
</ul>



<p>In total, the programme covers 207 chawls and benefits around 15,593 residents.</p>

<p>In the dusty corridors of Mumbai’s Income Tax Appellate Tribunal, a grieving father stood alone before the bench on 10 March 2026. His voice cracked as he spoke not of balance sheets or capital gains, but of a nightmare no parent should ever endure. Shahaji Sopan Sonawane had already lost everything that mattered—his teenage son, his peace of mind, his sense of safety. Then the taxman came for what little remained: the modest proceeds from a flat he had sold to survive. What followed was a ₹88-lakh demand that dwarfed the actual ₹35 lakh he received from the sale. On 18 March 2026, the Tribunal finally listened—and gave him back his right to be heard.</p>



<p>It began on a quiet July evening in 2016 in Nerul, Navi Mumbai. Shahaji’s 16-year-old son, Swapnil Sonawane, a bright, gentle boy, was brutally murdered in what the police and media described as a cold-blooded honour killing. Swapnil had dared to fall in love with a girl from another community. Enraged girl’s relatives allegedly beat him to death in front of his helpless parents. Shahaji and his wife Gauri were also attacked when they tried to save their child. The boy died of severe head and chest injuries before he could reach the hospital.</p>



<p>The tragedy did not end there. After filing a police complaint, the Sonawane family faced relentless threats and fresh attacks from the accused side. The fear was so overwhelming that the then Chief Minister of Maharashtra, Devendra Fadnavis, had to personally intervene. He ordered police protection for the shattered family. Shahaji, a simple SBI employee, met the CM and fought for higher compensation under the SC/ST Atrocities Act. But no amount of security or money could heal the wound. Mental trauma consumed Shahaji. Nights blurred into days. He changed residences for safety. Ordinary paperwork—filing taxes, answering notices—became impossible.</p>



<p>Years slipped by in this fog of grief. In the financial year 2017-18 (Assessment Year 2018-19), Shahaji sold a small flat. He received around ₹35 lakh. The money was meant to help rebuild a broken life. He never filed his income tax return. The trauma, the constant fear, the shifting addresses—everything conspired against him.</p>



<p>The Income Tax Department, acting on information about the property sale and some salary income, reopened the assessment in 2022. Notices flew to an address Shahaji no longer lived at. He could not respond. In March 2023, the Assessing Officer passed an ex-parte order under section 147/144. The entire ₹70 lakh (a figure the department recorded) was treated as taxable income. No cost of acquisition, no indexation benefit, no exemption under section 54—nothing was considered. Tax, interest, and later a penalty of ₹43.33 lakh under section 270A were slapped on. The final demand ballooned to nearly ₹88.75 lakh—more than double the actual money Shahaji had received from the flat sale.</p>



<p>A broken man tried to appeal the penalty order to the Commissioner of Income Tax (Appeals) in November 2023. The appeal was just 18 days late. In the haze of his ongoing trauma, Shahaji forgot to attach a formal condonation application. The CIT(A) dismissed the appeal in limine—purely on technical grounds—without even looking at the merits of the case or the extraordinary circumstances of a father still living in the shadow of his son’s murder.</p>



<p>That could have been the end. But Shahaji refused to give up. On 10 March 2026, he appeared in person before the ITAT “F” Bench in Mumbai. No lawyer, no legal jargon—just a father pouring out his heart. He told the Tribunal about Swapnil’s murder, the honour killing that tore his family apart, the attacks that followed, the Chief Minister’s intervention, the police protection, the mental trauma that made him miss every deadline. He explained how the ₹88-lakh demand was crushing a man who had already lost far more than money could ever buy.</p>



<p>The Tribunal listened. In a compassionate and detailed order pronounced on 18 March 2026 by Vice President Saktijit Dey and Accountant Member Makarand Vasant Mahadeokar, the ITAT set aside the CIT(A)’s order. Citing Supreme Court judgments that “substantial justice must prevail over technical considerations,” the bench condoned the 18-day delay and restored the appeal to the CIT(A) for a fresh hearing on merits. The judges acknowledged that the murder of a son, followed by threats and relocation, constituted “sufficient cause.” The stay application became infructuous, but Shahaji had won the bigger battle—the right to explain his case.</p>



<p>For Shahaji Sopan Sonawane, this is not just a tax victory. It is a flicker of hope after nearly a decade of darkness. The flat sale that was supposed to help him rebuild has instead become a symbol of how the system can sometimes pile fresh wounds on old ones. Yet the Tribunal’s order reminds us that even in the cold machinery of tax law, humanity still has a place. Substantial justice has spoken. Now, the real fight—on the actual tax computation, the correct sale value, and the exemptions he is entitled to—will begin again before the CIT(A).</p>



<p>In the end, Shahaji lost his beloved son to honour killers. The taxman nearly took more than the flat was worth. But one emotional hearing in the Tribunal proved that a father’s pain still matters.</p>

<p>Homebuyers and property registrants in Maharashtra are staring at a major financial hammer as Chief Minister Devendra Fadnavis proposed a sharp increase in penalties for insufficient stamp duty on agreements and registrations. The fine could surge up to <strong>₹1 lakh</strong> – a massive jump from the current ₹5,000 – potentially turning small valuation errors into costly nightmares for middle-class families buying homes or flats.</p>



<p>The proposal appears in Part II of the 2026-27 Budget speech delivered in the Legislative Assembly on March 6, 2026. It seeks to restructure penal provisions under <strong>Sections 59, 60, 63A, and 68A</strong> of the Maharashtra Stamp Act, 1958, which criminalize various forms of stamp duty non-compliance, especially in property transactions like sale deeds, agreements for sale, or conveyances.</p>



<p><strong>Key sections explained and their impact on homebuyers:</strong></p>



<ul class="wp-block-list">
<li><strong>Section 59</strong> — The main provision punishing any person who, with intent to evade duty, executes or signs an instrument not duly stamped. This directly hits under-stamped property documents. Conviction can lead to rigorous imprisonment (typically not less than 1 month and up to 6 months) and a fine.</li>



<li><strong>Section 60</strong> — Penalizes making false declarations on clearance lists or related statements, which could apply if misleading info is used to reduce stamp duty in certain commercial or financial-linked property deals.</li>



<li><strong>Section 63A</strong> — Makes non-remittance of stamp duty within the prescribed time a criminal offence, affecting delays in paying due duty during registrations or transfers.</li>



<li><strong>Section 68A</strong> — Criminalizes obstructing or preventing stamp/revenue officers from performing duties like inspection or enforcement, potentially ensnaring parties resisting scrutiny over suspected under-stamping.</li>
</ul>



<p>Under the current law, these sections provide for rigorous imprisonment and a penalty (fine) upon conviction, with the fine component often starting from <strong>₹5,000</strong>.</p>



<p>The CM’s exact verbatim words from the speech: <em>“The penal provisions under Sections 59, 60, 63A and 68A of the Maharashtra Stamp Act, provide for rigorous imprisonment and penalty upon conviction if an instrument is executed with insufficient stamp duty. It is proposed to revise the amount of penalty from rupees five thousand up to rupees one lakh. With this revision the incidence of execution of instruments with insufficient stamp duty can be brought under control.”</em></p>



<p>This proposed revision boosts the penalty range dramatically to a maximum of <strong>₹1 lakh</strong>, while the speech retains reference to rigorous imprisonment for such offences. For homebuyers registering properties in high-value areas like Mumbai, Pune, or Thane, even unintentional under-valuation (common to cut costs) could trigger prosecution, court proceedings, potential jail time, and hefty fines – on top of paying the deficit duty plus interest/penalties under other sections (e.g., 2% per month on deficits).</p>



<p>Real estate experts fear this could discourage timely registrations, push more deals into informal channels, or burden genuine buyers with legal hassles over minor discrepancies. The government positions it as a tool to curb widespread evasion in property transactions and boost revenue compliance.</p>



<p>If enacted (likely through a finance bill or Stamp Act amendment), the change could soon make every property agreement a high-risk affair. Homebuyers are urged to use certified valuers, verify circle rates carefully, and ensure full stamp duty payment to steer clear of severe financial and legal consequences.</p>

<p>A major milestone has been achieved in the redevelopment of the historic <strong>Guru Tegh Bahadur Nagar (GTB Nagar)</strong> colony in <strong>Mumbai</strong>, as the <strong>Tripartite Development Agreement</strong> for the project has been executed between <strong>Maharashtra Housing and Area Development Authority (MHADA)</strong>, all cooperative housing societies in the colony, and the appointed Construction & Development Agency (C&DA).</p>



<p>The signing of the agreements formally pushes the long-awaited <strong>GTB Nagar Group Redevelopment Project</strong> into its implementation phase, marking an important step in the redevelopment of the Sindhi refugee housing colony at <strong>Sion Koliwada</strong>.</p>

<p>After receiving approval from the <strong>Government of Maharashtra</strong> and completing the agreement process, the project will now move into the execution phase.</p>

<h2 class="wp-block-heading">3 High-Rise Towers for 1,200 Beneficiaries</h2>



<p>Under the redevelopment plan:</p>

<p>The redevelopment will be carried out under <strong>Development Control Regulation 33(9)</strong>, with a <strong>minimum FSI of 4.5 (including fungible FSI)</strong> permitted for the project.</p>



<p>The buildings will be developed as a <strong>gated residential community</strong> featuring multi-level basement and podium parking.</p>

<h2 class="wp-block-heading">Rent Compensation and Post-Completion Maintenance</h2>

<p>After completion of the project, <strong>MHADA will maintain and manage the buildings for five years</strong>, ensuring smooth operations for residents during the initial phase.</p>

<p>In <strong>2020</strong>, the buildings were declared <strong>dangerous by the Municipal Corporation of Greater Mumbai (MCGM)</strong> and were subsequently demolished, forcing residents to relocate.</p>



<p>Following demands from residents, the state government decided to implement the redevelopment through MHADA, even though the land is privately owned.</p>

<p>The <strong>Mumbai Metropolitan Region Development Authority (MMRDA)</strong> has initiated the preparation of the <strong>Detailed Project Report (DPR)</strong> for the proposed <strong>Integrated Tunnel Road Network</strong>, a pioneering project that will introduce a <em>third mode of urban travel</em> beneath Mumbai — complementing the city’s expanding road and metro networks.</p>



<p>This ambitious initiative aims to create a high-capacity underground mobility corridor that connects the <strong>Mumbai Coastal Road</strong>, <strong>Bandra-Kurla Complex (BKC)</strong>, the <strong>Mumbai–Ahmedabad High-Speed Rail Station</strong>, and the <strong>Chhatrapati Shivaji Maharaj International Airport (CSMIA)</strong>, while helping <strong>decongest the Western Express Highway and SV Road</strong>.<br>Once operational, the tunnel system will not only reduce congestion but also reclaim valuable urban space for citizens and improve overall travel efficiency across the city. </p>

<p>Spanning <strong>over 70 km across three phases</strong>, the Integrated Tunnel Network will complement surface and metro systems to form a <em>multi-layered transport grid</em>. The project will be implemented in a phased manner, based on traffic requirements and future mobility demand.</p>



<p>Given Mumbai’s high density and limited land availability, underground mobility offers a sustainable way to expand capacity without disturbing existing surface infrastructure.</p>

<p><strong>Phase II:</strong> <em>East–West Connectivity</em> (Approx. 10 km)</p>

<li>Links Eastern Express Highway (EEH) and Western Express Highway (WEH)</li>



<li>Designed to reduce cross-city congestion</li>

<p><strong>Phase III:</strong> <em>North–South Corridor</em> (Approx. 44 km)</p>

<li>Supports both passenger and freight movement</li>

<p>The <strong>Techno-Economic Feasibility Study and DPR for Phase I</strong> were approved by the <strong>Hon’ble Deputy Chief Minister and MMRDA Chairman</strong> on <strong>September 30, 2025</strong>. The <strong>tender process</strong> was initiated on <strong>October 10</strong>, with <strong>bids scheduled for opening on November 17, 2025</strong>.</p>

<p><strong>Chief Minister, Devendra Fadnavis</strong>, said:</p>

The tunnel network represents a major leap in that direction — integrating roads, metro, coastal, and underground systems. It will decongest key routes and make commuting across the city faster, safer, and smoother.”</p>

<p><strong>Deputy Chief Minister & MMRDA Chairman, Eknath Shinde</strong>, added:</p>

<p><strong>Dr. Sanjay Mukherjee, IAS, Metropolitan Commissioner, MMRDA</strong>, said:</p>

<p>“The tunnel network will redefine how Mumbai moves. It will ease surface congestion, improve east–west and north–south connectivity, and unlock space for citizens. The DPR will assess technical feasibility, environmental impact, and economic viability before phased execution begins.”</p>

<p>Once implemented, the Integrated Tunnel Road Network will function as <strong>Mumbai’s subterranean expressway</strong>, easing surface-level pressure, cutting emissions, and reducing travel time between major business and residential hubs — from <strong>South Mumbai to BKC to the Airport</strong>.</p>



<p>Together with the <strong>Coastal Road</strong>, <strong>Metro Network</strong>, and <strong>surface expressways</strong>, this project completes MMRDA’s <strong>tri-layered mobility vision</strong> — building a <em>smarter, sustainable, and seamlessly connected Mumbai</em> where every destination is just minutes away.</p>
