In a significant move to speed up one of India’s largest urban renewal projects, the Maharashtra government has constituted a Special Cell comprising senior bureaucrats from multiple departments to fast-track approvals required for the Dharavi Redevelopment Project (DRP).

The decision was announced through a Government Resolution (GR) issued by the Housing Department on July 1, 2026 (Government Resolution No. धापुप्र-2026/प्र.क्र.71/झोपसु). The Special Cell has been created following directions issued by Chief Minister Devendra Fadnavis during a review meeting held on June 8, 2026, where he instructed officials to establish a dedicated mechanism for expediting pending permissions related to the project.

The latest move is expected to remove administrative bottlenecks and ensure that the ambitious redevelopment is completed within the stipulated timeline.

Why has the Special Cell been created?

The Dharavi Redevelopment Project requires approvals from multiple government departments and agencies, including land administration, urban planning, finance, environment, infrastructure and local civic authorities.

Obtaining these clearances through conventional processes often leads to delays. To address this, the Maharashtra government has now established a dedicated inter-departmental committee that will coordinate and expedite all pending approvals.

According to the Government Resolution, the objective is to:

Ensure faster processing of statutory approvals.

Resolve inter-departmental issues through coordinated decision-making.

Monitor pending permissions across government departments.

Enable timely implementation of the redevelopment project.

Help complete the project within the prescribed timeline.

High-Level Committee to Oversee Approvals

The newly formed Special Cell will be chaired by the Additional Chief Secretary, Housing Department and will include senior officials from key government departments and agencies.

The members include:

Additional Chief Secretary, Revenue Department

Additional Chief Secretary, Urban Development Department

Additional Chief Secretary/Principal Secretary, Finance Department

Additional Chief Secretary/Principal Secretary, Industries Department

Additional Chief Secretary/Principal Secretary, Environment Department

Vice Chairman & CEO, MHADA

Divisional Commissioner, Konkan Division

Metropolitan Commissioner, MMRDA

Municipal Commissioner, Brihanmumbai Municipal Corporation (BMC)

Managing Director, Mumbai Metro Rail Corporation Ltd. (MMRCL)

Collector, Mumbai City

Collector, Mumbai Suburban

CEO and Special Officer, Dharavi Redevelopment Project (Member Secretary)

Whenever project-specific approvals are pending, the concerned department will participate in Special Cell meetings to take immediate decisions. Officials from other departments may also be invited whenever required.

What is the Dharavi Redevelopment Project?

The Dharavi Redevelopment Project is one of the world’s largest and most complex urban renewal programmes.

Spread over approximately 620 acres (around 251 hectares) in the heart of Mumbai, Dharavi has evolved over decades into a densely populated settlement comprising residential clusters, commercial establishments and thousands of small-scale manufacturing units.

The area is strategically located between Mumbai’s major business districts and transport corridors, making it one of the city’s most valuable land parcels.

The project aims to transform Dharavi into a modern mixed-use township while rehabilitating eligible residents and formalising infrastructure.

Who won the bid to redevelop Dharavi?

The redevelopment project is being implemented by Navbharat Mega Developers Pvt. Ltd. (NMDPL), a special purpose vehicle formed after the successful bid by the Adani Group in November 2022.

The Government of Maharashtra selected the Adani Group as the successful bidder after a competitive bidding process. The Special Purpose Vehicle is jointly owned by the Government of Maharashtra and the Adani Group, with the private developer holding the majority stake while the state retains equity participation.

The project is being executed under the supervision of the Dharavi Redevelopment Project/Slum Rehabilitation Authority (DRP/SRA).

How many people will be affected?

The redevelopment is expected to directly impact around 1 million (10 lakh) residents, making it one of the largest rehabilitation exercises undertaken anywhere in the world.

Apart from residents, the project also affects:

More than 100,000 commercial establishments and small businesses, according to official project estimates and surveys.

Thousands of micro, small and home-based manufacturing units.

Informal industries involved in leather goods, garments, pottery, recycling, food processing and engineering.

The rehabilitation exercise includes residential units, commercial rehabilitation, rental housing, infrastructure upgrades and integrated urban planning.

What will the redevelopment include?

The redevelopment aims to create a modern urban ecosystem by providing:

Free rehabilitation housing for eligible residents.

Modern road network.

Water supply and sewerage systems.

Stormwater drainage.

Open spaces.

Schools and healthcare facilities.

Commercial rehabilitation for eligible businesses.

Public transport integration.

Sustainable urban infrastructure.

The project also seeks to preserve Dharavi’s unique economic ecosystem by creating dedicated spaces for small businesses and traditional industries.

Why is the Special Cell important?

Infrastructure projects of this scale require approvals from numerous authorities before construction can proceed.

These include:

Land-related permissions.

Environmental clearances.

Planning approvals.

Infrastructure utility permissions.

Financial approvals.

Coordination with transport agencies.

Municipal permissions.

The newly established Special Cell is intended to function as a single coordination platform where pending approvals can be reviewed and resolved collectively rather than department by department.

This is expected to significantly reduce administrative delays that often affect mega infrastructure and redevelopment projects.

Government’s Earlier Support

The Government Resolution also notes that:

Dharavi Redevelopment was declared a “Vital Public Project” in 2007.

Dharavi has been notified as a Special Planning Area, with the Slum Rehabilitation Authority designated as the Special Planning Authority.

The state has already granted several policy relaxations through Government Resolutions issued in 2018 and 2022 to facilitate implementation.

The latest decision builds on these earlier measures by introducing an institutional mechanism dedicated solely to expediting approvals.

What Happens Next?

The CEO and Special Officer of the Dharavi Redevelopment Project will prepare and submit a list of all pending permissions before the Special Cell.

Meetings will then be convened based on the departments involved, enabling senior officials to resolve issues quickly and issue necessary approvals.

The move signals the Maharashtra government’s intent to accelerate the execution of the long-awaited redevelopment, which has witnessed multiple delays over the past two decades.

If implemented effectively, the Special Cell could become one of the key administrative mechanisms driving the transformation of Dharavi into a modern, planned urban district while rehabilitating nearly one million residents and protecting its vibrant commercial ecosystem.

Government appoints SPA for major salt-pan parcel as redevelopment advances

The Maharashtra government, via a notification dated 27 October 2025, has appointed the Slum Rehabilitation Authority (SRA) under the umbrella of the Dharavi Redevelopment Project (DRP) as the Special Planning Authority (SPA) for a 42.51-acre parcel of Salt Pan Land in Mulund (E), Kurla Taluka, Mumbai. The parcel spans roughly 1,72,041.8 sq m.

Why this land matters for Dharavi’s redevelopment

The parcel is part of a larger land pool earmarked for rehabilitating residents of Asia’s largest informal settlement, Dharavi, under the DRP scheme.

Being designated under the SPA means the land will now be subject to coordinated planning, zoning and redevelopment by DRP/SRA — rather than by multiple local authorities.

For real-estate stakeholders, this often signals the unlocking of development rights, infrastructure investment, and potential for large-scale built-up projects in a growth corridor like Mulund-Kurla.

Local residents resist: protests and infrastructure concerns

Despite the official move, residents of Mulund have voiced strong opposition. Key concerns include:

Civic infrastructure load: Locals argue that Mulund (East) already struggles with traffic, water supply, sewage and civic amenities, and that relocating large numbers into this parcel will further strain the systems.

Demographic change and value apprehension: Some residents fear that inclusion of large-scale rehabilitation housing may alter the character of the suburb and affect property values.

Environmental & planning process issues: Activists have flagged that portions of the salt-pan land may lie in ecologically sensitive zones or coastal regulation areas. Though legal challenges have been dismissed, the protests remain active.

Execution challenges and what comes next

While the SPA notification marks a legal milestone, several hurdles remain:

Project rollout: Detailing of development plan, approval of built-up area, infrastructure design and developer tie-ups will determine pace.

Rehabilitation versus sale balance: Ensuring fair housing for eligible Dharavi residents while making commercial development viable remains politically sensitive.

Market implications: For developers, the land unlock may represent new opportunity, but for buyers and local area residents, concern over traffic, amenity load and project delivery timelines persist.

Real-estate implications for Mulund corridor

With large land parcels like this one becoming part of redevelopment schemes, the Mulund-Kurla corridor may see renewed interest from developers seeking suburban growth plays.

For home-buyers, this could mean more new launches, but also caution: price appreciation may be tempered if infrastructure stress grows.

Investors should monitor approval timelines, infrastructure plans, and rehabilitation quantum, as these will affect value realisation and livability.

The Maharashtra government has constituted a high-powered committee to address pending legal disputes related to salt pan lands at Kanjurmarg (Survey No. 657A) and Bhandup (Survey No. 730), which are crucial to the progress of the Dharavi Redevelopment Project (DRP).

The decision was formalized through a Government Resolution (GR) issued by the Housing Department on September 3, 2025. The move follows approvals from the central government to transfer 255.9 acres of salt pan land in Mumbai and its suburbs for construction of rental and affordable housing for ineligible residents displaced under the Dharavi Redevelopment scheme.

Committee Composition

The committee will be chaired by the Additional Chief Secretary, Revenue & Forest Department, with the following members:

Additional Chief Secretary, Housing Department

Additional Chief Secretary, Urban Development Department (UD-1)

Metropolitan Commissioner, MMRDA

Collector, Mumbai Suburban District

Chief Executive Officer & Special Officer, Dharavi Redevelopment Project (Member Secretary)

The panel’s mandate is to pursue and resolve the ongoing and pending court cases connected to the central government-owned salt pan lands.

Background

The Dharavi Redevelopment Project, one of the world’s largest slum redevelopment initiatives, requires additional land to rehouse ineligible residents outside Dharavi’s notified boundaries. While the central government had approved the transfer of 255.9 acres of salt pan land for this purpose, progress was hampered due to ongoing litigation around the Kanjurmarg and Bhandup plots.

By setting up this empowered committee, the state government aims to expedite legal clearances and ensure smoother execution of the project.

What’s Next

The GR notes that the committee will provide guidance and take necessary legal steps to resolve disputes, enabling the construction of rental and affordable housing for thousands of families. This marks another significant step in pushing forward the ambitious Dharavi project, which has faced multiple delays over land and legal issues.

Dharavi Redevelopment Project is set to revolutionize urban living in Mumbai, offering free maintenance for 10 years and free housing for eligible residents.

The Dharavi Redevelopment Project (DRP) is set to transform one of Asia’s largest slums into a modern, inclusive, and sustainable urban community. The project goes beyond providing housing, offering a financially sustainable model that benefits residents and uplifts entire neighborhoods in the Mumbai Metropolitan Region (MMR).

One of the standout features of the DRP is its promise of no maintenance charges for residents for the first 10 years. During this period, the project developer will handle all electromechanical upkeep, ensuring a worry-free lifestyle for residents. This approach is complemented by a plan to allocate 10% of the built-up rehabilitation area for commercial spaces, creating a long-term revenue stream to sustain maintenance costs even after the initial decade.

Free Housing and Affordable Options

Eligible residents of Dharavi will receive free housing under the DRP. For ineligible residents, the state government has introduced affordable housing options under the Pradhan Mantri Awas Yojana or through hire-purchase schemes. The project ensures that no one is left behind, with maximum benefits offered at the most affordable rates.

Each home will be equipped with 24/7 water and electricity, private toilets, and kitchens — a significant improvement over current living conditions. Eligible residents who settled before 2000 will be allocated homes measuring 350 sq ft, which are 17% larger than standard units in other slum rehabilitation projects.

“This innovative model ensures that Dharavikars enjoy not just better homes but a financially sustainable and worry-free lifestyle in a planned community,” said a DRP-Slum Rehabilitation Authority (SRA) official.

Uplifting Entire Neighborhoods

The benefits of the DRP extend beyond Dharavi. Residents who don’t qualify for homes within Dharavi will be resettled in new townships across the MMR. These townships will feature essential amenities such as schools, hospitals, and shopping centers, improving the quality of life in surrounding areas.

The 2022 tender for the DRP has addressed previous challenges by emphasizing financial and infrastructure sustainability. Provisions have also been made for upper-floor residents, who are often excluded from slum rehabilitation schemes.

“This redevelopment isn’t just about housing; it’s about creating inclusive, modern communities that benefit both Dharavikars and neighboring regions,” said the DRP-SRA official.

A Benchmark for Urban Transformation

The DRP marks a new chapter in urban renewal by addressing both social and economic challenges. Its innovative approach, combining free maintenance, commercial revenue models, and inclusive housing, sets a benchmark for human-centric urban transformation.

By prioritizing the well-being of residents and fostering sustainable growth, the Dharavi Redevelopment Project aims to create a blueprint for modern urban living while preserving the essence of community life.

The Union Cabinet has approved the transfer of 256 acres of salt pan land to the Maharashtra government, marking a significant advancement in Mumbai’s urban development efforts. This land, located in Mulund, Bhandup, and Kanjurmarg, is crucial for the Dharavi Redevelopment Project (DRP), which aims to address the city’s housing shortages and promote balanced urban growth.

The newly allocated salt pan lands will serve a dual purpose: accommodating non-eligible residents from Dharavi and supporting the construction of new residential units. The Special Purpose Vehicle (SPV) responsible for the DRP will oversee the development, which includes building 350 square feet tenements for eligible Dharavi residents and 300 square feet units for those who are ineligible under the current scheme.

Construction on these lands will commence in tandem with the development of rehabilitation units for eligible Dharavi residents. However, progress has faced setbacks, including delays caused by the Customs Department’s use of a portion of the land at Wadala. As a result, only 256 acres are currently available for transfer, while a broader analysis by the Mumbai Metropolitan Region Development Authority (MMRDA) identifies 40 salt pan lands totaling 5,221 acres across the city and suburbs.

The Maharashtra government will now be responsible for transferring the lands to the DRP and facilitating the construction of housing units. The state’s housing department estimates that between 300,000 to 400,000 residents will need to be relocated to rental housing as part of the redevelopment process. An ongoing survey aims to identify eligible residents, with preliminary results indicating that around 11,000 households have been assessed so far. The survey is expected to be completed by March next year, potentially accelerating the construction timeline.

Despite the progress, the relocation strategy has faced resistance, particularly from local communities in Mulund and Kurla. This opposition has been exacerbated by recent political shifts in Mumbai’s North East parliamentary constituency. Balancing development goals with resident concerns will be crucial for the successful implementation of the Dharavi Redevelopment Project.

Overall, while the Dharavi Redevelopment Project is set to play a key role in addressing Mumbai’s housing needs, overcoming logistical challenges and community opposition will be essential to achieving its objectives.

Eligible residential tenements to get 350 sq ft, which
amounts to 17% extra space

Dharavi Redevelopment Project Pvt Ltd (DRPPL), a joint venture between the Adani Group and the Government of Maharashtra, today announced that
eligible residential tenements in Dharavi will get flats with independent kitchens and toilets measuring a minimum 350 square feet (sq ft), which is a whopping 17% more and the highest among slum redevelopment projects in Mumbai.

Earlier, dwellers of informal settlements in Maharashtra were given houses measuring 269 sq ft. Since 2018, the state government started giving them homes measuring between 315 sq ft and 322 sq ft, in line with the minimum area mandated under the Pradhan Mantri Awas Yojana for houses for the urban poor.

“The new flats will be dream homes for all Dharavikars and will upgrade their living conditions. Every home will reflect the spirit of a Dharavikar, whose aspirations have always mirrored those of a common Mumbaikar. We, at DRPPL, are committed to fulfilling these dreams and aspirations while keeping the very soul of Dharavi intact,” said a DRPPL spokesperson.

Eligible residential tenements are those that were in existence before 1 January, 2000.

Each flat will have a separate kitchen and an in-built independent toilet, and will be well-lit, ventilated, and hygienic, besides being secure.

It is DRPPL’s endeavour to transform Dharavi into a globally connected city with commercial and industrial premises, keeping its vibrant and unique entrepreneurial culture intact.

Upgrading the lives of Dharavikars, economic opportunities, futuristic education and vocational training, advanced healthcare facilities and a quality lifestyle: all this will be enabled at Dharavi and Navi Dharavi. They will also have community halls,
recreational areas, public gardens, dispensaries and daycare centres for children.

Ineligible residential tenements in Dharavi would be given accommodation under the proposed affordable rental housing policy, as per the Government of Maharashtra’s defined norms. For this, development similar to Dharavi would be undertaken in the several Navi Dharavis being planned, considering the large requirement of dwelling units.

DRPPL has taken up the challenge of transforming Dharavi and values support from all stakeholders for the much-awaited transformational project, which will set new benchmarks in slum rehabilitation and urban rejuvenation for the rest of the world to follow.

All the above will be benchmarked with best practices being followed in Singapore and other advanced nations for similar habitats.

Adani by bidding Rs 5,069 crore for the redevelopment of Dharavi has won the bid, defeating DLF and Naman Group the other two contenders.

The Global tender for the fourth time for the redevelopment of Dharavi was floated by Eknath Shinde-Devendra Fadnavis Government on October 1, 2022. This after Uddhav Thackeray led MVA government’s cabinet in 2020 decided to cancel the tender for Dharavi Redevelopment that was floated by Devendra Fadnavis led government in 2018. Post which the MVA had even claimed that it shall float fresh tenders, but nothing much moved in that direction.

The tender floated by Devendra Fadnavis government in 2018 was the third time the tender was floated for Dharavi Redevelopment. The first two times the tender was floated when Congress-NCP were in power.

On November 16, 2022 when the first envelope was opened, there were three contenders and they were Adani, DLF and Naman. SVR Srinivas, the head of Dharavi Redevelopment Project, confirmed to SquareFeatIndia that Adani has bid the highest which is Rs 5.069 crore, whereas DLF was second with a bid of Rs 2,025 crore, the third bidder Naman group didn’t qualify on certain parameters.

Now the results will be sent to the government for a final call on it, said Srinivas.

What Led to Fresh Tenders?
In August 2020, during the MVA rule, the Committee of Secretaries (CoS) met to take a call on the Dharavi Redevelopment tender. The committee suggested cancelling the tender, and they proposed the same to the state government which finally took a call on it.

The CoS had relied its suggestion on the advice by the Advocate General (AG), who advised for fresh tenders. After floating the tender and receiving bids, the state government acquired 46 acres of land for Rs 800 crore from the Railway. Post acquiring this land and making it a part of the Redevelopment Project, the advice from the AG was sought, who advised for fresh tenders.

Dharavi is spread over 240 hectare of land and is centrally located. It is close to Bandra Kurla Complex, the financial hub of Mumbai.

In January 2019, Dharavi Redevelopment Project (DRP) had received two tenders of which Seclink group was the frontrunner for the redevelopment of Dharavi which, according to reports, had quoted Rs 7,200 crore. The total project cost was estimated to be above Rs 27,000 crore.

The tender floated by Devendra Fadnavis government in 2019 was the third time the tenders were floated for Dharavi Redevelopment. The first two times the tender was floated when Congress-NCP were in power.

In August 2020, the Committee of Secretaries (CoS) met to take a call on the Dharavi Redevelopment tender.

Global tenders were floated in November 2018, for the Dharavi Redeveloper Project.
