<p>Over 300 residents of Dharavi have gained access to vital government welfare schemes through the Lok Vikas initiative, spearheaded by the Dharavi Social Mission (DSM). The initiative, held on October 19 and November 16, 2024, facilitated the enrollment of 197 individuals, many of whom benefited from multiple schemes. The efforts have already delivered medical insurance benefits worth approximately Rs 10 crore to over 300 families in the locality.</p>



<p>Dharavi, a densely populated area where a significant portion of the workforce is employed in the unorganised sector, faces unique challenges in accessing government welfare schemes. Initiatives like Ayushman Bharat, the E-Shram Card, and the Pradhan Mantri Jeevan Jyoti Bima Yojana offer crucial financial and health security. However, lack of awareness and concerns over cybercrime have often kept residents from availing these benefits.</p>



<p>Umesh Sonar, a participant in the programme, shared how the Lok Vikas initiative helped him and his wife, Pushpa, safely enroll in Ayushman Bharat. “We were initially hesitant to register because of concerns about Aadhaar misuse and cybercrime. But with DSM’s assistance, we felt safe and confident,” Sonar said.</p>



<p>For many, the initiative has proven to be a lifeline to essential social protections. “I enrolled in the E-Shram Card scheme and found the process smooth. Many people don’t know about these benefits, but Lok Vikas ensures we don’t miss out,” said Silarbee Shaikh, a 48-year-old cook from the area.</p>



<p>The Lok Vikas programme goes beyond simple enrollment; it serves as a critical bridge for residents to gain access to social security schemes that are often out of reach due to misinformation and technical barriers. Bhagyalakshmi, a social worker with DSM, emphasized the importance of the initiative: “For many, these schemes are a safety net. DSM is making sure no one is left behind.”</p>



<p>With more events planned in the coming months, Lok Vikas aims to extend its reach, ensuring that more people in Dharavi are connected to government welfare schemes. By raising awareness and offering secure enrollment assistance, DSM is strengthening the community and laying the foundation for a more secure and prosperous future for Dharavi’s residents.</p>

<p>Dharavi Redevelopment Project Pvt Ltd (DRPPL), a joint venture between the Government of Maharashtra and the Adani Group, today announced that it will begin the survey to collect data from lakhs of informal tenement residents of Dharavi on 18th March, 2024. The data will be used by the state government to determine their rehabilitation eligibility criteria under the proposed redevelopment project. </p>



<p>The survey will also create, for first time ever, a ‘Digital Dharavi,’ an advanced library of one of the world’s largest informal settlements.</p>



<p><br>“The survey for Dharavi Redevelopment Project (DRP) and Government of Maharashtra<br>kickstarts one of the largest urban rejuvenation projects in the world and is the first step<br>to make Mumbai slum free. It is the beginning of transforming Dharavi into a worldclass<br>township, a state-of-the-art city within Mumbai. We urge all Dharavikars to support this<br>exercise, which will enable us to execute the rehabilitation process and ultimately provide<br>them with their dream home,” said a DRPPL spokesperson.</p>



<p>The survey will begin from Kamla Raman Nagar, with a unique number being given to each<br>informal tenement. This will be followed by laser mapping of the respective lane, known<br>as ‘Lidar Survey.’ A trained team will visit every tenement with an indigenously developed<br>application to scan documents. A toll-free number- 1800-268-8888 has been activated to respond to the queries and concerns of Dharavikars.</p>



<p>For decades, Dharavikars have been waiting for redevelopment to move into their dream<br>homes and commercial establishments. Now, the process to transform Dharavi into a<br>world-class township is going to begin and reshape the destiny of lakhs of residents.<br>The unique feature of the DRP scheme of the Government of Maharashtra is that each<br>and every informal tenement holder will get a home. For the very first time in such a<br>project, homes will be provided to qualified ineligible tenement holders too. Recently,<br>DRPPL announced that as per the DRP tender, all eligible and ineligible resident tenement<br>holders will get a flat with an independent kitchen and toilet.</p>



<p>Also, eligible industrial and commercial units in redeveloped Dharavi will enjoy a five-year<br>holiday in State Goods and Services Tax (SGST) payment to boost and help formalise their<br>businesses; this is also as per the tender conditions.</p>



<p>Dharavi encompasses several thousand industrial and commercial units manufacturing<br>garments and leather items. Many are vendors for large national and international<br>brands sold across the world, with turnover estimated to be in millions of dollars. They are<br>keen to formalise their businesses to expand and get a fillip, both locally and globally.<br>DRPPL has engaged world-renowned city and infrastructure planning experts – U.S.-<br>based design firm Sasaki and U.K.-based town planners Buro Happold – to design a world class city.</p>

<p>Dharavi Redevelopment Project Pvt Ltd (DRPPL), a joint venture between the Government of Maharashtra and the Adani Group, today said that eligible industrial and commercial units in redeveloped Dharavi will enjoy benefits, such as a refund of State Goods and Services Tax (SGST), to boost and help formalise local businesses. This is as per the tender conditions.</p>



<p>“Redevelopment will transform the informal nature of businesses in Dharavi and enable them to be a part of the India growth story. To support this transition, the state government has offered tax benefits, like the reimbursement of SGST. This will provide existing and new businesses in Dharavi a robust footing and boost their profitability. It will make the businesses more competitive and give them manifold growth opportunities,” said a DRPPL spokesperson.</p>



<p>The tax rebate will come into effect after the newly constructed buildings receive the occupation certificate (OC).</p>



<p>As per the tender conditions, SGST for industrial and commercial units will be reimbursed by the state government’s Finance Department through the DRP/SRA for five years from the date of issuance of the OC. Eligible industrial and commercial units will have to provide SGST payment details as proof while claiming the refund.</p>

<p>Eligible residential tenements to get 350 sq ft, which<br>amounts to 17% extra space</p>



<p>Dharavi Redevelopment Project Pvt Ltd (DRPPL), a joint venture between the Adani Group and the Government of Maharashtra, today announced that<br>eligible residential tenements in Dharavi will get flats with independent kitchens and toilets measuring a minimum 350 square feet (sq ft), which is a whopping 17% more and the highest among slum redevelopment projects in Mumbai.</p>



<p>Earlier, dwellers of informal settlements in Maharashtra were given houses measuring 269 sq ft. Since 2018, the state government started giving them homes measuring between 315 sq ft and 322 sq ft, in line with the minimum area mandated under the Pradhan Mantri Awas Yojana for houses for the urban poor.</p>



<p>“The new flats will be dream homes for all Dharavikars and will upgrade their living conditions. Every home will reflect the spirit of a Dharavikar, whose aspirations have always mirrored those of a common Mumbaikar. We, at DRPPL, are committed to fulfilling these dreams and aspirations while keeping the very soul of Dharavi intact,” said a DRPPL spokesperson.</p>



<p>Eligible residential tenements are those that were in existence before 1 January, 2000.</p>



<p>Each flat will have a separate kitchen and an in-built independent toilet, and will be well-lit, ventilated, and hygienic, besides being secure.</p>



<p>It is DRPPL’s endeavour to transform Dharavi into a globally connected city with commercial and industrial premises, keeping its vibrant and unique entrepreneurial culture intact.</p>



<p>Upgrading the lives of Dharavikars, economic opportunities, futuristic education and vocational training, advanced healthcare facilities and a quality lifestyle: all this will be enabled at Dharavi and Navi Dharavi. They will also have community halls,<br>recreational areas, public gardens, dispensaries and daycare centres for children.</p>



<p>Ineligible residential tenements in Dharavi would be given accommodation under the proposed affordable rental housing policy, as per the Government of Maharashtra’s defined norms. For this, development similar to Dharavi would be undertaken in the several Navi Dharavis being planned, considering the large requirement of dwelling units.</p>



<p>DRPPL has taken up the challenge of transforming Dharavi and values support from all stakeholders for the much-awaited transformational project, which will set new benchmarks in slum rehabilitation and urban rejuvenation for the rest of the world to follow.</p>



<p>All the above will be benchmarked with best practices being followed in Singapore and other advanced nations for similar habitats.</p>

<p>Adani by bidding Rs 5,069 crore for the redevelopment of Dharavi has won the bid, defeating DLF and Naman Group the other two contenders.</p>



<p>The Global tender for the fourth time for the redevelopment of Dharavi was floated by Eknath Shinde-Devendra Fadnavis Government on October 1, 2022. This after Uddhav Thackeray led MVA government’s cabinet in 2020 decided to cancel the tender for Dharavi Redevelopment that was floated by Devendra Fadnavis led government in 2018. Post which the MVA had even claimed that it shall float fresh tenders, but nothing much moved in that direction.</p>



<p>The tender floated by Devendra Fadnavis government in 2018 was the third time the tender was floated for Dharavi Redevelopment. The first two times the tender was floated when Congress-NCP were in power.</p>



<p>On November 16, 2022 when the first envelope was opened, there were three contenders and they were Adani, DLF and Naman. SVR Srinivas, the head of Dharavi Redevelopment Project, confirmed to SquareFeatIndia that Adani has bid the highest which is Rs 5.069 crore, whereas DLF was second with a bid of Rs 2,025 crore, the third bidder Naman group didn’t qualify on certain parameters.</p>



<p>Now the results will be sent to the government for a final call on it, said Srinivas.</p>



<p>What Led to Fresh Tenders?<br>In August 2020, during the MVA rule, the Committee of Secretaries (CoS) met to take a call on the Dharavi Redevelopment tender. The committee suggested cancelling the tender, and they proposed the same to the state government which finally took a call on it.</p>



<p>The CoS had relied its suggestion on the advice by the Advocate General (AG), who advised for fresh tenders. After floating the tender and receiving bids, the state government acquired 46 acres of land for Rs 800 crore from the Railway. Post acquiring this land and making it a part of the Redevelopment Project, the advice from the AG was sought, who advised for fresh tenders.</p>



<p>Dharavi is spread over 240 hectare of land and is centrally located. It is close to Bandra Kurla Complex, the financial hub of Mumbai.</p>



<p>In January 2019, Dharavi Redevelopment Project (DRP) had received two tenders of which Seclink group was the frontrunner for the redevelopment of Dharavi which, according to reports, had quoted Rs 7,200 crore. The total project cost was estimated to be above Rs 27,000 crore.</p>

<p>Dharavi Redevelopment is back on track three developers have bid for the redevelopment of Asia’s biggest slum</p>

<p>Asia’s biggest slum Dharavi is all set for redevelopment, three developers have shown their interest in redeveloping this slum. Which has been waiting for a redevelopment for close to two decades.</p>



<p>The Global tender for redevelopment of Dharavi was floated by Eknath Shinde-Devendra Fadnavis Government on October 1, 2022. This after Uddhav Thackeray led MVA government’s cabinet in 2020 decided to cancel the tender for Dharavi Redevelopment that was floated by Devendra Fadnavis led government in 2018. Post which the MVA had even claimed that it shall float fresh tenders, but nothing much moved in that direction.</p>



<p>The tender floated by Devendra Fadnavis government in 2019 was the third time the tenders were floated for Dharavi Redevelopment. The first two times the tender was floated when Congress-NCP were in power.</p>



<p>In August 2020, the Committee of Secretaries (CoS) met to take a call on the Dharavi Redevelopment tender. The committee suggested cancelling the tender, and they proposed the same to the state government which finally took a call on it.</p>



<p>The CoS had relied its suggestion on the advice by the Advocate General (AG), who advised for fresh tenders. After floating the tender and receiving bids, the state government acquired 46 acres of land for Rs 800 crore from the Railway. Post acquiring this land and making it a part of the Redevelopment Project, the advice from the AG was sought, who advised for fresh tenders.<br>Global tenders were floated in November 2018, for the Dharavi Redeveloper Project.</p>



<p>Now coming to the three bidders, the three bidder for redevelopment of Dharavi are Adani, DLF and Naman. SVR Srinivas, the head of Dharavi Redevelopment Project, confirmed the same to SquareFeatIndia.</p>



<p>Envelope A has been opened, this envelope contains the names of the bidders, the technical bid, in envelope B will be open and those who pass this scrutiny, then envelope C which is the financial bid will be opened and the successful bidder fulfilling all the criteria will be declared as the winner.</p>



<p>Dharavi is spread over 240 hectare of land and is centrally located. It is close to Bandra Kurla Complex, the financial hub of Mumbai.</p>



<p>In January 2019, Dharavi Redevelopment Project (DRP) had received two tenders of which Seclink group was the frontrunner for the redevelopment of Dharavi which, according to reports, had quoted Rs 7,200 crore. The total project cost was estimated to be above Rs 27,000 crore.</p>

<p>In three months of coming to power the Eknath Shinde-Devendra Fadnavis government has floated the tender for redevelopment of Dharavi.</p>



<p>In the year 2020 the MVA government had cancelled the tender that was floated by Devendra Fadnavis when he was the chief minister.</p>



<p>However after assuming the seat of power, Fadnavis started holding meetings removing hurdles and within a week after the announcement the tenders for Dharavi’s redevelopment has been floated.</p>



<p>Only on Friday had Fadnavis at an event said the tenders for Dharavi Redevelopment shall be floated soon and on Saturday the tenders are already out. This is the fourth global tender floated for the redevelopment of Dharavi.</p>



<p>The tender copy stated that, “The State Government of Maharashtra has decided to redevelop DHARAVI as a Special Project, the largest slum in Mumbai, as an integrated planned township. Government has notified the lands admeasuring about 240 Ha as the Dharavi Notified Area and appointed Slum Rehabilitation Authority, as a Special Planning<br>Authority.”</p>



<p>Dharavi is situated close to Bandra-Kurla Complex, the financial hub of Mumbai. It is the centre point of Mumbai and well connected with all kinds of public transport modes.</p>



<p>Railway stations at Sion, Mahim, Chunabhatti,<br>GTB Nagar and King’s Circle are adjacent to Dharavi. Further, MMRCL is developing Dharavi Metro station (Mumbai Metro Line – 3) which has connectivity to South Mumbai, BKC and International Airport.</p>



<p>Additionally, connectivity of the area will get further strengthened by plans of MMRDA to develop one more road linkage to Banda Worli Sea Link near Dharavi, Further Mumbai Trans-Harbour link under construction connecting<br>central Mumbai with international Airport is very close to Dharavi.</p>



<p>As a Special Project and vital Public Purpose Project, Government of Maharashtra has endeavored to provide various concessions for the speedy completion of this Project and integrated development of the area as a<br>growth centre.</p>



<p>Selected Lead Partner has to form Special Purpose Vehicle with 80% equity (Rs. 400 crore) and Government of Maharashtra will hold 20% equity (Rs. 100 crore). SPV will have to construct free housing for the eligible slum dwellers and occupants, including amenities and infrastructure as per the terms and<br>conditions mentioned in the Bid document.<br>In-lieu of it, the SPV Company will be entitled to construct free sale area to sell in the market.</p>



<p>The proposed completion period of the construction of rehab, renewal, amenities and infrastructure is 7 years from the date of<br>Commencement Certificate for the first phase of the Project.</p>



<p>The bidders have to submit their Bids in a single-stage, two e-envelopes -tendering process.</p>



<p>The Project will be awarded to the qualified Bidder, quoting the highest amount, over and above the minimum stipulated ₹1,600 crore investment, that the Lead Partner of the SPV Company is ready to bring in the SPV<br>Company as per the terms and conditions of the tender documents.</p>



<p>Apart from equity of Rs 400 crore, any<br>investment required for the project shall be brought by the Lead Partner in the form of Compulsorily Convertible Securities such as Compulsorily Convertible Debentures and/or Compulsorily Convertible Preference Shares.</p>



<p>The tender copy reads, “The Authority invites offers from experienced and qualified bidders from India and abroad for integrated redevelopment of Dharavi through International Competitive Bidding.”</p>

<p>Devendra Fadnavis when came back to power with Eknath Shinde he started work on Dharavi Redevelopment. Finally on Wednesday the government led by Eknath Shinde and Fadnavis, on Wednesday decided that fresh global tenders will be floated for Dharavi’s redevelopment.</p>



<p>The cabinet announced that tenders for the redevelopment of Asia’s biggest slum Dharavi will be floated. This will be the fourth time that Dharavi will see a Redevelopment tender being floated.</p>



<p>Deputy chief minister Devendra Fadnavis in August had held a meeting in this regard at the Mantralaya. He even met the Mumbai Metropolitan Commissioner SVR Srinivas who also is the chief officer of Dharavi Redevelopment Project.</p>



<p>So when is the tender being floated and who better than SVR Srinivas, CEO, Dharavi Redevelopment Project to answer this question. According to Srinivas, the global tender will be floated soon, a senior official said that within three week from now, the global tenders will be floated in most likelihood. The tenders can be floated by mid-October before Diwali.</p>



<p>According to Srinivas, the tender will have almost 95% same contents as the earlier one and it shall be a global tender.</p>



<p>The government had said that it will give a few concessions in the forthcoming tender.</p>

<p>Dharavi one of the biggest slum clusters in the World has been waiting redevelopment for years now. However, every attempts till date has failed. </p>



<p>But looks like something fresh is moving in the direction of Dharavi redevelopment. The reason being, that Deputy Chief Minister Devendra Fadanvis announced on Saturday that within three months time, all hurdles for the redevelopment shall be removed. </p>



<p>The deputy chief minister Devendra Fadnavis already held a meeting earlier this month in this regards at the Mantralaya. He met the Mumbai Metropolitan Commissioner SVR Srinivas who also is the chief officer of Dharavi Redevelopment. The Commissioner confirmed about the same meeting and said the meeting was in regards to the Dharavi Redevelopment Project (DRP).</p>



<p>According to sources the government especially Devendra Fadnavis is serious about putting Dharavi redevelopment on a fast track.</p>



<p>Fadnavis post the meeting, even <a href="https://twitter.com/Dev_Fadnavis/status/1554452946062295040" target="_blank" rel="noreferrer noopener">tweeted,</a> “Reviewed Dharavi Redevelopment project in Mantralaya, Mumbai this afternoon and will follow up with Government of India to get railway land required for this project.”</p>

He met the Mumbai Metropolitan Commissioner SVR Srinivas who also is the chief officer of Dharavi Redevelopment. The Commissioner confirmed about the same meeting and said the meeting was in regards to the Dharavi Redevelopment Project (DRP).</p>



<p>According to sources the government especially Devendra Fadnavis is serious about putting Dharavi redevelopment on a fast track.</p>

<p>Uddhav Thackeray led MVA government’s cabinet in 2020 decided to cancel the tender for Dharavi Redevelopment that was floated by Devendra Fadnavis led government in 2018. Post which the MVA had even claimed that it shall float fresh tenders, but nothing much moved in that direction.</p>



<p>The tender floated by Devendra Fadnavis government in 2019 was the third time, the tenders were floated for Dharavi Redevelopment. The first two times the tender was floated when Congress-NCP were in power.</p>



<p>In August 2020, the Committee of Secretaries (CoS) met to take a call on the Dharavi Redevelopment tender. The committee suggested to cancel the tender, and they proposed the same to the state government which finally took a call on it.</p>



<p>The CoS had relied its suggestion on the advice by the Advocate General (AG), who advised for fresh tenders. After floating the tender and receiving bids, the state government acquired 46 acres of land for Rs 800 crore from the Railway. Post acquiring this land and making it a part of the Redevelopment Project, the advice from the AG was sought, who advised for fresh tenders.<br>Global tenders were floated in November 2018, for Dharavi Redeveloper Project.</p>



<p>Dharavi is spread over 240 hectare of land and is centrally located. It is close to Bandra Kurla Complex, the financial hub of Mumbai.</p>



<p>In January 2019, Dharavi Redevelopment Project (DRP) had received two tenders of which Seclink group was the frontrunner for the redevelopment of Dharavi which, according to reports had quoted Rs 7,200 crore. The total project cost was estimated to be above Rs 27,000 crore.</p>
