<p>In a major relief for lakhs of housing society residents across Maharashtra, the newly announced <strong>State Housing Policy 2025</strong> has rolled out a host of incentives to promote <strong>self-redevelopment</strong> — most notably, a <strong>flat ₹1,000 stamp duty</strong> on Permanent Alternate Accommodation Agreements (PAAA).</p>



<p>This bold reform is part of the government’s broader push to empower housing societies to take control of the redevelopment process without relying on private developers, which often leads to delays, disputes, and financial mismanagement.</p>

<p>Unlike traditional redevelopment, where a private developer handles the project and reaps most of the profits, self-redevelopment enables housing society members to directly manage the reconstruction of their buildings. This approach ensures that <strong>residents retain control</strong>, transparency improves, and the <strong>financial benefits stay within the society</strong>.</p>

<p>As per the <strong>GR dated September 13, 2019</strong>, now integrated into the 2025 policy, the state government is offering a wide range of benefits:</p>

<li><img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2705.png" alt="✅" class="wp-smiley" style="height: 1em; max-height: 1em;" /> <strong>0.4 FSI free of cost</strong> for plots adjacent to roads less than 9 meters wide.</li>

<p>To institutionalize support, the government plans to establish a dedicated <strong>State Self-Redevelopment Cell</strong> under the Housing Department. The Cell will act as a one-stop agency providing:</p>



<ul class="wp-block-list">
<li>Technical support (DPRs, permissions, approvals).</li>



<li>Empanelment of reliable developers and consultants.</li>



<li>Dispute mediation between societies and third parties.</li>



<li>Marketing and sale assistance for free-sale components.</li>



<li>Access to loans and initial funding.</li>
</ul>



<p>Notably, the government proposes a <strong>₹2,000 crore share capital</strong> to this Cell, which will be used to <strong>kickstart projects and help societies secure loans</strong>.</p>

<p>To tackle the long-standing issue of approval delays, the policy introduces:</p>

<li>A <strong>Single Window Clearance</strong> system.</li>



<li>Mandated plan approval within <strong>6 months</strong>.</li>



<li>Project completion within <strong>3 years</strong> from the date of approval.</li>
</ul>



<p>Additionally, a <strong>vigilance committee</strong> will monitor construction quality, and a <strong>grievance redressal mechanism</strong> will ensure that residents’ issues are addressed promptly.</p>
