<p>In a proactive step towards public-focused governance, the Maharashtra Housing and Area Development Authority (MHADA) held its 11th <em>Lokshahi Din</em> at the MHADA headquarters in Bandra (East), addressing two key citizen grievances. The event was chaired by <strong>Sanjeev Jaiswal</strong>, Vice President and Chief Executive Officer of MHADA.</p>



<p>During the session, two applications—one each from MHADA’s Konkan Board and Mumbai Building Repairs Board—were heard and resolved with decisions favoring the applicants, reinforcing MHADA’s commitment to quick, transparent grievance redressal.</p>

<h3 class="wp-block-heading"><strong>Case 1: Interest Waiver for Balkum, Thane Lottery Allottee</strong></h3>



<p>One of the applications was submitted by&nbsp;<strong>Milind Kamble</strong>, who had been declared a successful allottee in the&nbsp;<strong>2005 Konkan Board lottery</strong>&nbsp;for a tenement under the&nbsp;<strong>Balkum, Thane housing scheme</strong>. Kamble received the official payment demand letter only in&nbsp;<strong>2022</strong>, much later than expected, due to personal reasons. He subsequently paid the full sale price but was later served a demand notice for&nbsp;<strong>interest</strong>&nbsp;on the delayed payment.</p>



<p>During&nbsp;<em>Lokshahi Din</em>, Kamble appealed for relief from the interest charges. After reviewing the case, Sanjeev Jaiswal directed the waiver of the interest, granting substantial relief to the applicant.</p>



<p>However, MHADA had previously passed a resolution offering a reduced sale price to eligible allottees under the same scheme. To avoid duplication of benefits, Kamble was required to sign a written&nbsp;<strong>undertaking confirming that he would not claim the reduced price</strong>&nbsp;along with the interest waiver.</p>

<h3 class="wp-block-heading"><strong>Case 2: Wrong Allotment in South Mumbai Cess Building</strong></h3>



<p>In another case,&nbsp;<strong>Omprakash Rathi</strong>&nbsp;filed a complaint about a&nbsp;<strong>tenement in Cess Building No. 52–54</strong>&nbsp;on&nbsp;<strong>V. V. Chandan Road</strong>, South Mumbai, which was originally in his name but had been&nbsp;<strong>erroneously allotted to another person</strong>.</p>



<p>After hearing the matter and reviewing the documents submitted, Jaiswal instructed the concerned officials to conduct a&nbsp;<strong>thorough hearing at the Deputy Chief Engineer’s level on May 16, 2025</strong>, to resolve the matter promptly.</p>

<p>The hearings highlighted MHADA’s hands-on approach in resolving long-pending citizen issues by offering direct access to senior administrative officials. Through the&nbsp;<em>Lokshahi Din</em>&nbsp;platform, MHADA continues to uphold its mission of&nbsp;<strong>citizen-first governance, accountability, and quick redressal of public grievances</strong>.</p>

<p>The Maharashtra government has announced an ambitious plan to construct <strong>eight lakh affordable homes by 2030</strong>, aligning with NITI Aayog’s recommendations. The initiative, led by the <strong>Maharashtra Housing and Area Development Authority (MHADA)</strong>, aims to address the growing demand for affordable housing in the state.</p>



<p>The announcement was made by <strong>Deputy Chief Minister and Housing Minister Eknath Shinde</strong> during the computerized lottery draw for <strong>2,147 homes and 117 plots</strong> under the <strong>MHADA Konkan Board</strong> at Kashinath Ghanekar Auditorium in Thane. The event was attended by <strong>Transport Minister Pratap Sarnaik</strong> and other senior officials.</p>



<h2 class="wp-block-heading"><strong>Lottery Sees Overwhelming Response</strong></h2>



<p>The housing lottery received <strong>24,711 applications</strong> for the available homes and plots, reflecting the strong demand for MHADA housing. Shinde emphasized the government&#8217;s commitment to <strong>transparent and efficient housing allocation</strong>, ensuring that quality homes remain affordable and accessible to citizens. He directed MHADA officials to expedite the possession process for successful applicants.</p>



<p>The computerized draw was conducted using <strong>IHLMS 2.0</strong>, a fully digital and interference-free system, ensuring fairness. The list of successful applicants will be published at <strong>6:00 PM on housing.mhada.gov.in</strong>, with winners also receiving notifications via <strong>SMS and email</strong>.</p>



<h2 class="wp-block-heading"><strong>New Housing Policy and Redevelopment Projects</strong></h2>



<p>Shinde announced that the government is working on a <strong>new state housing policy</strong>, which will focus on <strong>affordable housing, rental housing, and hostels</strong> for <strong>senior citizens, working women, and students</strong>. Special provisions will also be made for <strong>mill workers and police personnel</strong>.</p>



<p>Additionally, the state is pushing forward with <strong>cluster redevelopment and slum rehabilitation projects</strong>, including <strong>Asia’s largest cluster redevelopment project in Thane</strong>. The <strong>Ramabai Ambedkar Nagar Project in Ghatkopar</strong> was highlighted as a key example of these efforts. Shinde assured that <strong>stalled MHADA redevelopment schemes</strong> will be revived to increase housing availability.</p>



<h2 class="wp-block-heading"><strong>Regular Housing Lotteries and Policy Amendments</strong></h2>



<p>MHADA <strong>Vice President and Chief Executive Officer Sanjeev Jaiswal</strong> stated that the agency plans to <strong>release approximately 30,000 homes annually</strong> through lotteries every <strong>three to six months</strong>. This marks the third <strong>Konkan Board lottery in 18 months</strong>, following the <strong>Pune Board’s draw for 3,662 homes last week</strong>.</p>



<p>Jaiswal also revealed that amendments to <strong>Development Control Rules (DCR) under sections 33(5), 33(7), 33(9), and 33(24)</strong> are being proposed to <strong>accelerate affordable housing construction</strong>. The <strong>upcoming housing policy will introduce rental housing provisions</strong>, expanding housing options for different income groups.</p>



<h2 class="wp-block-heading"><strong>Strong Public Participation and Digital Access</strong></h2>



<p>The lottery event witnessed an enthusiastic response from home seekers. To ensure accessibility, the event was <strong>broadcast live on MHADA’s official YouTube and Facebook channels</strong>, attracting over <strong>11,000 live viewers</strong>.</p>



<p>Senior officials from <strong>MHADA, Thane Municipal Corporation, and the Mumbai Repair and Reconstruction Board</strong> were present at the event. The program was anchored by <strong>MHADA Deputy Engineer Abhaykumar Kulkarni</strong>.</p>

<p>The Maharashtra Housing and Area Development Authority (MHADA) has extended the deadline for submitting online applications for the lottery of 2,264 residential units under the Konkan Housing and Area Development Board. Applicants can now submit their applications until 11:59 PM on January 6, 2025. This announcement was made by Revati Gaikar, the Chief Officer of the Konkan Division of MHADA.</p>



<p>The application process for the Konkan Board lottery began on October 11, 2024. Applicants can participate in the lottery by submitting their forms before the extended deadline of January 6, 2025, at 11:59 PM. After this time, the link for participation will be deactivated. Applicants will be able to make an online payment for the earnest money until 11:59 PM on January 7, 2025. They can also pay the earnest amount through RTGS/NEFT at the bank during office hours on January 7, 2025.</p>



<p>The provisional list of eligible applicants will be published on MHADA&#8217;s official website (<a href="https://housing.mhada.gov.in/">https://housing.mhada.gov.in</a>) on January 20, 2025, at 6:00 PM. Applicants can raise objections and claims regarding the list until 5:00 PM on January 22, 2025. The final list of applicants eligible for the lottery will be made available on the MHADA website on January 24, 2025, at 6:00 PM.</p>



<p>The computerized lottery for eligible applicants will be conducted on January 31, 2025, at 10:00 AM. The results will be sent to the applicants immediately via SMS, email, and the MHADA app.</p>



<p>The lottery includes 594 flats under the 20% Inclusive Housing Scheme, 825 flats under the 15% Integrated Housing Scheme, 728 scattered flats under the Konkan Board’s Housing Scheme, and 117 plots for sale in Roha-Raigad and Oras-Sindhudurg areas.</p>

<p>CIDCO’s “Select My CIDCO Home” Mass Housing Scheme has attracted an impressive 92,000 applications for 26,000 available homes within just one month of its launch. To accommodate the high demand, the deadline for online registrations has been extended until December 11, 2024.</p>



<p>Launched on October 11, 2024, the scheme offers 26,000 affordable housing units under the Pradhan Mantri Awas Yojana (PMAY) for Economically Weaker Section (EWS) and Lower Income Group (LIG) categories. These units are located at various nodes in Navi Mumbai, including Vashi, Bamandongri, Kharkopar, Kharghar, Taloja Mansarovar, Khandeshwar, Panvel, and Kalamboli. Applicants have the unique opportunity to select the tenement of their choice.</p>



<p>The scheme offers affordable prices along with the chance to live in Navi Mumbai, known for its excellent infrastructure, connectivity, and quality construction.</p>



<p>To assist applicants, the online registration deadline has been extended, giving them more time to collect necessary documents such as Income and Domicile Certificates. Additionally, the requirement for a barcoded Domicile Certificate has been relaxed, allowing applicants to submit a non-barcoded certificate during registration. However, a barcoded certificate will be required before the allotment letter is issued. The need for an affidavit on Rs.100 or Rs.500 stamp paper has also been relaxed, with applicants now allowed to submit a self-attested affidavit on plain paper.</p>



<p>CIDCO urges eligible applicants to apply for the scheme before the extended deadline to secure their chance of owning a home in Navi Mumbai.</p>

<p>The Maharashtra Housing and Area Development Authority (MHADA) has directed a Thane-based developer to stop charging additional development fees from 132 flat winners under the Economically Weaker Section (EWS) category of the Konkan Board’s Dhokali housing lottery. The developer is instructed to charge only the advertised flat prices, along with permissible government fees, providing relief to beneficiaries of the 2023 lottery.</p>



<p>In a joint meeting with eligible flat winners, MHADA officials, and the developer&#8217;s representatives, MHADA Vice President and CEO Sanjeev Jaiswal emphasized adherence to the guidelines of the 20% All-Inclusive Scheme of the Unified Development Control and Promotion Regulations (UDCPR-2020). This scheme aims to provide affordable housing to citizens in the EWS and Low Income Group (LIG) categories. Under this scheme, MHADA advertises flats priced with an additional 25% construction cost included. The remaining amount, excluding administrative fees, is to be paid by beneficiaries directly to the developer, making the developer&#8217;s demand for extra charges unacceptable.</p>



<p>The developer had requested ₹3,58,635 as development charges from each beneficiary, which violated the agreed terms. The directive instructs the developer to only levy applicable government fees and provide beneficiaries with a detailed breakdown of the charges. The developer is also required to complete flat agreements with all beneficiaries and submit a report on corrective actions taken.</p>



<p>This issue arose after MHADA’s lottery held in February 2024, offering 132 flats to EWS beneficiaries at Plot No. 380, Highland Springs, Dhokali. Successful applicants were to pay 1% of the total flat cost to MHADA as an administrative fee, with the remaining amount and government-mandated fees payable directly to the developer. Despite the advertised flat price of ₹18 lakh, the developer issued demand letters for an additional ₹9 lakh, raising serious concerns among beneficiaries.</p>



<p>Following these excessive demands, MHADA had previously instructed the developer not to charge beyond government-sanctioned fees and to issue revised demand letters in compliance with RERA regulations. Due to the developer&#8217;s lack of response, several beneficiaries filed complaints during the Lokshahi Din grievance redressal meeting.</p>



<p>MHADA&#8217;s swift action provides clarity and relief to affected beneficiaries, confirming that no additional charges beyond those sanctioned by the government are to be collected under this scheme. Beneficiaries are now assured of purchasing flats at the originally advertised rates, without unforeseen expenses.</p>

<p>The Konkan Housing and Area Development Board, part of MHADA, has announced a lottery for the sale of 12,626 housing units across various schemes in the Thane district, Kalyan, Titwala, Palghar, Raigad, Ratnagiri, and the coastal regions of Sindhudurg, including Oras, Vengurla, and Malvan.</p>



<p>The lottery will feature 11,187 units available under the First-Come, First-Served (FCFS) scheme. The registration process will begin on <strong>October 11, 2024</strong>, at 12:30 PM, with a Go-Live ceremony led by MHADA Vice President and CEO Sanjeev Jaiswal.</p>

<p>The lottery consists of two segments. The first segment includes 1,439 units, which can be registered via the IHLMS 2.0 system, available as an app for Android and iOS or through MHADA’s official website at <a href="https://housing.mhada.gov.in">mhada.gov.in</a>. Comprehensive resources, including information booklets and tutorial videos, will be provided on the site to assist applicants.</p>



<p>Revati Gaikar, Chief Officer of the Konkan Board, advised applicants to carefully review all materials before proceeding with registration. She highlighted the importance of transparency in the IHLMS 2.0 system, warning applicants against unauthorized agents, as MHADA does not endorse any intermediaries.</p>



<p>Under the FCFS scheme, 9,883 units will be available through the Pradhan Mantri Awas Yojana (PMAY) for economically weaker sections, along with 512 units under the 15% Integrated Urban Housing Scheme and 661 units under the 20% Comprehensive Housing Scheme. An additional 131 scattered dwelling units are also offered.</p>



<p>The second segment includes 1,439 units, with 594 units available under the 20% Comprehensive Housing Scheme, 607 scattered units, and 117 plots for sale.</p>

<p>Raju Shetti, a prominent farmer leader and former Member of Parliament, has been awarded a MHADA flat costing ₹1.20 crore in Powai, being the only applicant under the MP/MLA/MLC quota.</p>



<p>The MHADA Mumbai Board is set to hold a lottery for 2,030 homes, with results to be announced on Tuesday at 11 am at the Yashwantrao Chavan Centre in Nariman Point, where several top politicians will be present.</p>



<p>MHADA received a total of 1.34 lakh applications for the lottery, with around 1.13 lakh applicants completing the payment process. The lottery system includes various reservations, including those for current and former Members of Parliament, MLAs, and MLCs.</p>



<p>Shetti, who hails from Hatkanangle, applied for a flat in the MIG scheme located at Aadi Shankaracharya Marg, near Rambaug Police Station in Kopari, Powai. The flat has a built-up area of 116.54 square meters and a carpet area of 65.61 square meters. The total cost is ₹12,013,323, with an Earnest Money Deposit (EMD) of ₹100,000.</p>



<p>When contacted, Shetti confirmed his application and expressed excitement about the upcoming lottery results, noting that he is the sole applicant for this property.</p>

<p>The Maharashtra Housing and Area Development Authority (MHADA) has reported impressive earnings of ₹5.68 crore prior to its much-anticipated lottery for 2,030 homes in Mumbai. The lottery is scheduled to take place on October 8, 2024.</p>



<p>The application process for the lottery closed on September 19, with MHADA receiving a total of 134,000 applications. Out of these, 113,577 applicants successfully made their payments, leading to significant revenue generation for the authority.</p>



<p>MHADA charged an application fee of ₹590 for each submission, which includes ₹90 as Goods and Services Tax (GST). This means that the total collected from the applicants who completed their payments amounts to ₹5,68,88,500, as the ₹500 application fee is non-refundable.</p>

<p><strong>Price Reductions Announced</strong></p>



<p>Mumbai, September 2, 2024: The Mumbai Board of the Maharashtra Housing and Area Development Authority (MHADA) has announced a reduction in prices for several homes in its recent lottery. The board has adjusted the prices for 370 out of 2,030 homes, following the guidelines under DCPR 33 (5), (7), and 58.</p>



<p><strong>Details of the Price Reductions</strong></p>



<p>The price cuts are categorized by income group:</p>



<ul class="wp-block-list">
<li><strong>Economically Weaker Sections (EWS)</strong>: 25% reduction</li>



<li><strong>Lower Income Group (LIG)</strong>: 20% reduction</li>



<li><strong>Middle Income Group (MIG)</strong>: 15% reduction</li>



<li><strong>Higher Income Group (HIG)</strong>: 10% reduction</li>

<li>A Lower Parel property that was priced at ₹2.10 crore is now listed at ₹1.68 crore.</li>



<li>An Andheri home previously priced at ₹1.48 crore is now being sold for ₹1.18 crore.</li>
