<p>The Maharashtra government has introduced stricter guidelines for granting administrative approvals to infrastructure and construction projects, aiming to curb cost overruns and ensure better financial discipline.</p>



<p>The Planning Department, through a Government Resolution dated June 5, 2026, has mandated that all new and revised project proposals must be evaluated against the department’s actual expenditure over the past three financial years. The move comes amid concerns that several departments have been undertaking projects far exceeding their budgetary capacity, leading to delays and rising costs.</p>



<p>Under the new norms, departments must assess the total financial liability of ongoing projects along with proposed new ones. If the combined cost remains within twice the average annual expenditure of the past three years, approvals can proceed through the existing process.</p>



<p>However, if the total liability exceeds this threshold, the proposal must be cleared by a High-Powered Committee on construction headed by the Chief Secretary before being sent for final approval. This additional layer of scrutiny is expected to limit indiscriminate project approvals and improve prioritization.</p>



<p>The guidelines apply to a wide range of public works including roads, highways, bridges, railways, airports, irrigation projects, water supply schemes, drainage systems, and government buildings.</p>



<p>The government has also directed departments to ensure that all proposals align with the long-term vision outlined in the “Developed Maharashtra 2047” document.</p>



<p><strong>Impact on the Common Man</strong></p>



<p>For citizens, the decision could bring mixed but largely positive outcomes. On one hand, stricter financial checks may slow down the announcement of new projects, especially in sectors like housing, roads, and urban infrastructure. This could delay some local development works.</p>



<p>On the other hand, the policy is expected to improve execution quality. By preventing over-commitment of funds, the government aims to complete ongoing projects faster and avoid cost escalations that ultimately burden taxpayers.</p>



<p>In practical terms, this could mean fewer stalled infrastructure projects, better road quality, more timely completion of government housing schemes, and improved delivery of basic services like water supply and drainage.</p>



<p>Experts say the move signals a shift from “announcement-driven governance” to “execution-focused governance,” which could enhance long-term infrastructure reliability across the state.</p>



<p>The resolution has been issued with concurrence from the Finance Department and is now in effect across all administrative departments.</p>

<p>In a major pro-consumer move, the Maharashtra Real Estate Regulatory Authority (MahaRERA) has revamped its project registration certificate to provide detailed and easy-to-understand information about housing projects. This change is aimed at empowering homebuyers with essential facts upfront, improving transparency in real estate transactions.</p>



<p>Earlier, the MahaRERA registration certificate only mentioned the project and promoter’s name and address in a single line. Now, the certificate has been redesigned to list important details in bullet points for better readability. It will also include a detailed annexure with comprehensive project information — a first for the regulator.</p>



<p>From now on, new project certificates will feature:</p>



<ul class="wp-block-list">
<li>The total built-up area of the project</li>



<li>Names and number of buildings and wings</li>



<li>Total number of approved habitable floors</li>



<li>Number of residential and non-residential units</li>



<li>Commencement Certificate details showing construction approval up to a specific floor</li>



<li>Total number of parking spaces for four-wheelers, two-wheelers, and visitors</li>
</ul>



<p>Moreover, if there are any changes during the life of the project — such as extensions, corrections, or transfer of ownership to another developer — the revised certificate will reflect those updates. This ensures that buyers always have access to the most current project information.</p>



<p>Promoters are required to prominently display the certificate at the project site and upload it to the project’s website. When searching for a project on the MahaRERA portal using the registration number, the certificate is available right on the first page.</p>



<p>Additionally, MahaRERA has already made it mandatory to publish a QR code with all project advertisements. This QR code gives instant access to basic project information when scanned.</p>



<p>This latest reform builds on previous initiatives taken by MahaRERA to protect homebuyers. These include the introduction of standardised sale agreements, allotment letters, clear disclosure of parking slot dimensions and locations, and timelines for delivery of amenities. Several of these reforms have now been adopted by real estate regulators across other Indian states.</p>



<h3 class="wp-block-heading"><strong>Chairman’s Statement</strong></h3>



<p><em>“To buy a home, people often invest their life savings. MahaRERA is committed to making sure that investment is safe,”</em> said<strong> Manoj Saunik</strong>, Chairman of MahaRERA. <em>“That’s why we’ve introduced legally binding provisions and now added crucial project details directly to the registration certificate. <p>Maharashtra has officially become the first and only Indian state to register over <strong>50,000 housing projects</strong> under the Real Estate Regulatory Authority (RERA). As MahaRERA completes 8 years and enters its 9th, it stands as the country’s most active and expansive RERA authority, accounting for more than <strong>one-third (35%)</strong> of all housing projects registered in India.</p>

<p><strong>Mumbai, March 21, 2025:</strong> If you’re planning to buy a home, take note—several real estate projects across Maharashtra are now facing de-registration. The Maharashtra Real Estate Regulatory Authority (MahaRERA) has issued a critical notice calling for objections regarding the de-registration of five real estate projects, a move that could impact homebuyers and investors. If you have any concerns about these projects, you have <strong>30 days</strong> to raise objections.</p>

<p>Supreme Universal has announced the completion of all phases of its residential project, Supreme Estia, located in Baner, Pune. The project, spanning over five acres, comprises more than 600 residential units and has achieved a total revenue milestone of ₹ 750 crore.</p>



<p>Supreme Estia was launched in March 2020 and has been completed as per schedule. The project includes 2, 3, and 4 BHK residences within a gated community featuring 45,000 square feet of amenity space.</p>



<p>According to Vishal Jumani, Joint Managing Director of Supreme Universal, the completion of Supreme Estia reflects customer trust and confidence in the company. He noted that the project has received interest from homebuyers in Pune, Mumbai, and other regions, adding that the development has seen property value appreciation between 40% and 50% since its launch. Investor buyers have also experienced rental returns from the property.</p>



<p>The development consists of five towers. The first two towers were handed over in August 2023, while the remaining three towers and the clubhouse have now been completed and delivered. The clubhouse provides various facilities for residents.</p>



<p>Supreme Universal stated that the completion of Supreme Estia aligns with its focus on delivering urban housing projects. The company plans to continue developing similar projects in the future.</p>

<p>There has been a significant rise in developers updating details of their housing projects by regularly filing the Quarterly Progress Report (QPR) with the Maharashtra Real Estate Regulatory Authority (MahaRERA). Currently, 62% of housing projects have updated their information compared to just 0.02% in January 2023, when MahaRERA began reviewing these projects.</p>



<p>The availability of updated information on MahaRERA’s website has greatly contributed to reducing and controlling complaints from homebuyers. This improvement is attributed to MahaRERA’s consistent efforts, including strict enforcement actions against non-compliant developers.</p>



<h3 class="wp-block-heading"><strong>Strict Measures Drive Compliance</strong></h3>



<p>MahaRERA has taken decisive actions such as freezing bank accounts linked to projects and suspending MahaRERA registration numbers of developers who failed to respond to communication. These measures have ensured greater compliance with MahaRERA regulations, compelling builders to update project details regularly.</p>



<p>Currently, Maharashtra has 18,012 active housing projects. Out of these, 11,080 projects are now updating their QPR, reflecting a 62% compliance rate. This marks a significant shift from January 2023, when the Compliance Cell was established, and only 2 of 748 projects (0.02%) were adhering to the QPR update requirement.</p>



<h3 class="wp-block-heading"><strong>Regulatory Framework and Compliance</strong></h3>



<p>The responsibilities of developers are outlined under Sections 3, 4, and 11 of the Real Estate (Regulation and Development) Act, 2016. Additionally, Order 33/2022, dated July 5, 2022, defines the roles and obligations of builders. As per these regulations, developers must update the QPR on MahaRERA’s portal every quarter—January 20, April 20, July 20, and October 20.</p>



<p>The QPR must include:</p>



<ul class="wp-block-list">
<li><strong>Forms 1 and 2:</strong> Details on construction progress</li>



<li><strong>Form 3:</strong> Financial breakdown, including the number of flats and parking slots booked, payment received, expenditure incurred, and any amendments to the project plan</li>
</ul>



<p>To enhance transparency, these updates must be consistently maintained.</p>



<h3 class="wp-block-heading"><strong>Financial Quarter-Based Reporting System</strong></h3>



<p>To ensure strict compliance, MahaRERA introduced the <em>Financial Quarter-Based Project Progress Reporting System</em> in January 2023. A dedicated Compliance Cell was established to oversee the process, implementing various measures such as:</p>



<ul class="wp-block-list">
<li>Conducting seminars and discussions</li>



<li>Imposing penalties on non-compliant projects</li>



<li>Suspending MahaRERA registration numbers</li>



<li>Halting the sale of flats in non-compliant projects</li>



<li>Freezing bank accounts linked to defaulting developers</li>
</ul>



<p>These measures have collectively resulted in a substantial increase in compliance, with 62% of projects now updating their details on a quarterly basis.</p>

<p>MahaRERA has consistently maintained that delays and negligence in updating QPRs will not be tolerated. The increase in updated project information has led to a more transparent real estate market, empowering homebuyers to make informed decisions. With a stricter regulatory approach yielding positive results, MahaRERA continues to reinforce its commitment to accountability and transparency in the housing sector.</p>

<p>This change comes as part of MahaRERA’s ongoing efforts to streamline the registration process and assist developers across Maharashtra, especially as the housing sector outside MMR continues to grow and evolve. By lowering the threshold for SRO formation, MahaRERA aims to ensure that developers in these regions can avail themselves of better resources to meet compliance standards.</p>



<p>The decision is expected to have a transformative impact on developers in the rest of Maharashtra by facilitating quicker and more efficient registration of new housing projects, renewals, corrections, quarterly progress reports, and project completion reports. These processes have often been delayed due to developers’ lack of access to necessary guidance, which the SROs are now poised to address.</p>



<p>MahaRERA had pioneered the initiative of officially recognizing SROs in October 2019. The recognition of SROs is subject to certain conditions and ensures that these organizations act in line with MahaRERA’s regulatory framework. In the past, developers faced challenges in complying with regulatory requirements, often failing to provide necessary documents, leading to delays in project registration and other critical processes. By collaborating with SROs, developers can now ensure better compliance with the regulatory guidelines.</p>



<p>Currently, there are seven SROs recognized by MahaRERA. These include:</p>

<p>With the new criteria set for areas outside the MMR, more organizations will now be eligible for recognition as SROs, expanding the pool of resources available to developers. This move is expected to increase industry compliance across the state, ensuring that more developers align with MahaRERA’s standards and regulatory expectations.</p>



<p>By facilitating better access to SROs, MahaRERA is fostering a more compliant and streamlined real estate sector that can continue to grow in line with the demands of a rapidly changing housing market.</p>

<p>The Board of Directors and the Ministry of Corporate Affairs have approved the name change. The new name, Navbharat Mega Developers, reflects the scale of the redevelopment and the company’s aim to create a modern community.</p>



<p>NMDPL is a special purpose vehicle formed between the Government of Maharashtra — through the Dharavi Redevelopment Project (DRP)/Slum Rehabilitation Authority (SRA) — and the Adani Group. The government’s role as the supervising authority for the project remains unchanged.</p>



<p>The name change also addresses potential confusion with the Dharavi Redevelopment Project (DRP), which is the government’s planning authority for the redevelopment. NMDPL clarified that the rebranding does not affect the project’s purpose or the government’s oversight.</p>

<p>The Dharavi Redevelopment Project (DRP) is set to transform one of Asia’s largest slums into a modern, inclusive, and sustainable urban community. The project goes beyond providing housing, offering a financially sustainable model that benefits residents and uplifts entire neighborhoods in the Mumbai Metropolitan Region (MMR).</p>



<p>One of the standout features of the DRP is its promise of no maintenance charges for residents for the first 10 years. During this period, the project developer will handle all electromechanical upkeep, ensuring a worry-free lifestyle for residents. This approach is complemented by a plan to allocate 10% of the built-up rehabilitation area for commercial spaces, creating a long-term revenue stream to sustain maintenance costs even after the initial decade.</p>



<p><strong>Free Housing and Affordable Options</strong></p>



<p>Eligible residents of Dharavi will receive free housing under the DRP. For ineligible residents, the state government has introduced affordable housing options under the Pradhan Mantri Awas Yojana or through hire-purchase schemes. The project ensures that no one is left behind, with maximum benefits offered at the most affordable rates.</p>



<p>Each home will be equipped with 24/7 water and electricity, private toilets, and kitchens — a significant improvement over current living conditions. Eligible residents who settled before 2000 will be allocated homes measuring 350 sq ft, which are 17% larger than standard units in other slum rehabilitation projects.</p>



<p>“This innovative model ensures that Dharavikars enjoy not just better homes but a financially sustainable and worry-free lifestyle in a planned community,” said a DRP-Slum Rehabilitation Authority (SRA) official.</p>



<p><strong>Uplifting Entire Neighborhoods</strong></p>



<p>The benefits of the DRP extend beyond Dharavi. Residents who don’t qualify for homes within Dharavi will be resettled in new townships across the MMR. These townships will feature essential amenities such as schools, hospitals, and shopping centers, improving the quality of life in surrounding areas.</p>



<p>The 2022 tender for the DRP has addressed previous challenges by emphasizing financial and infrastructure sustainability. Provisions have also been made for upper-floor residents, who are often excluded from slum rehabilitation schemes.</p>



<p>“This redevelopment isn’t just about housing; it’s about creating inclusive, modern communities that benefit both Dharavikars and neighboring regions,” said the DRP-SRA official.</p>



<p><strong>A Benchmark for Urban Transformation</strong></p>



<p>The DRP marks a new chapter in urban renewal by addressing both social and economic challenges. Its innovative approach, combining free maintenance, commercial revenue models, and inclusive housing, sets a benchmark for human-centric urban transformation.</p>



<p>By prioritizing the well-being of residents and fostering sustainable growth, the Dharavi Redevelopment Project aims to create a blueprint for modern urban living while preserving the essence of community life.</p>
