The decision was issued by the Maharashtra government’s Planning Department through Government Resolution No. NIA-2023/PR.26/Ka.1412, dated August 14, 2026.

The move comes against the backdrop of rapid industrial and commercial expansion in and around Chakan, increasing population, heavy vehicle movement and growing pressure on the area’s road and transport infrastructure. The government has acknowledged that deteriorating roads, inadequate traffic capacity, congestion at several locations and a lack of coordination between multiple government departments and authorities are affecting the region’s transportation network.

Multiple agencies control Chakan’s road network

One of the key challenges identified by the government is that roads in the Chakan region fall under the jurisdiction of several agencies.

These include the Public Works Department, Maharashtra Industrial Development Corporation (MIDC), local self-government bodies, Maharashtra State Road Development Corporation (MSRDC), National Highways Authority of India (NHAI), Pune Metropolitan Region Development Authority (PMRDA) and other concerned departments and authorities.

The government has noted that despite different administrative jurisdictions, the roads and transportation network across the Chakan region are interconnected.

Therefore, the government has decided that road and transport planning should be undertaken through an integrated approach rather than through separate, department-wise planning.

Pune Collector to head high-level committee

The new high-level committee will be headed by the District Collector, Pune, while the Police Commissioner, Pimpri-Chinchwad, will serve as co-chairperson.

The committee will include senior officials from Pune Zilla Parishad, MIDC, the Public Works Department, MSRDC and PMRDA, along with representatives of the Pune Municipal Corporation and industry bodies.

Representatives of the Maharashtra Chamber of Commerce, Industry and Agriculture, Chakan Industrial Association and other relevant industrial associations will also be part of the committee.

The Resident Deputy Collector, Pune, will serve as the Member Secretary.

The committee will also be able to invite officials from relevant departments and authorities, technical experts and representatives of industry associations as special invitees, with the permission of the chairperson.

Integrated road and traffic plan for Chakan

The committee’s mandate goes beyond repairing existing roads.

It has been asked to consider the entire Chakan region as a single integrated planning unit while maintaining the existing administrative ownership and jurisdiction of individual roads.

The proposed integrated plan will cover:

• Major roads and industrial access routes
• Internal and connecting roads
• Service roads
• Major junctions
• Drainage infrastructure
• Street lighting
• Traffic signals
• Parking
• Road safety
• Heavy vehicle movement
• Other supporting infrastructure

The plan is expected to identify works under immediate, short-term, medium-term and long-term categories, with the concerned departments required to coordinate their implementation.

Immediate focus on potholes and damaged roads

The committee has specifically been directed to inspect major roads, industrial access routes, internal roads, connecting roads and service roads in the Chakan region.

Based on these inspections, necessary repair works are to be undertaken to address potholes and poor road conditions.

The government has also asked the committee to identify major congestion points and examine heavy vehicle traffic, industrial traffic, parking, junction management, service roads, traffic signals and alternative routes together.

This is intended to result in both immediate measures and longer-term solutions for congestion.

Heavy vehicle movement and road safety under review

The committee will also coordinate with concerned departments on traffic regulation, management of heavy vehicle movement, parking arrangements, junction improvements, road safety and other necessary traffic-control measures.

Importantly, the government has asked the committee to factor in future industrial expansion and expected growth in traffic.

The longer-term integrated plan is therefore expected to consider road improvements and widening, service roads, drainage, public transport, road safety and traffic management.

Fast-track implementation ordered

The government has directed concerned departments and authorities to give priority to road and traffic-related works identified by the committee as urgent or high priority.

Such works are to be processed on a “Fast-Track Basis”, with administrative, technical and other necessary approvals being provided on priority.

The government has specifically called for unnecessary administrative delays to be avoided and for concerned departments to act within prescribed timelines.

Ten-month deadline for implementation

One of the significant provisions of the Government Resolution is the 10-month deadline.

Planning, approvals, coordination and actual implementation relating to the measures covered by the decision are to be completed within 10 months from the date of the Government Resolution.

Each concerned department is also required to prepare a separate time-bound action plan for works falling under its jurisdiction.

Progress on these action plans will have to be periodically presented before the committee.

Industry Grievance Redressal Cell created

Alongside the road and traffic committee, the Maharashtra government has created an “Industry Grievance Redressal Cell” at the Pune Collector’s office.

The cell has been established in view of the increasing number of industries and Global Capability Centres (GCCs) coming up in Pune district, including the Chakan region.

The government has noted that industries sometimes face delays in obtaining necessary approvals, permissions and services from different government departments.

The new cell is intended to facilitate time-bound resolution of such pending matters.

Who will be part of the grievance cell?

The Industry Grievance Redressal Cell will also be headed by the Pune District Collector, with the Pimpri-Chinchwad Police Commissioner as co-chairperson.

Its members will include representatives from:

• Pune Zilla Parishad
• MIDC
• Maharashtra Pollution Control Board
• District Industries Centre
• MSEDCL/MahaTransco
• Regional Transport Office
• Town Planning Department
• Industrial Safety and Health Department
• Labour Department
• Industry associations

Not a first-stop mechanism for industries

The GR makes an important clarification about the grievance mechanism.

The Industry Grievance Redressal Cell will consider only those complaints that have already been formally submitted to the relevant government department or authority but have either not been resolved within the prescribed period or have remained unnecessarily pending.

Industries cannot directly approach the cell with a new complaint that has never first been submitted to the concerned department or authority.

In other words, the cell is intended as an escalation and coordination mechanism for pending grievances, rather than a replacement for the existing departmental complaint process.

Once a complaint is received, the cell will maintain department-wise records and issue necessary directions to the concerned department for resolution. Progress will then be monitored in a time-bound manner.

Why the decision matters for Chakan

Chakan has emerged as a major industrial and employment hub, but its rapid growth has also placed substantial pressure on its existing infrastructure.

The government’s latest decision recognises that improving individual roads in isolation may not be sufficient. Industrial traffic, heavy vehicles, junctions, parking, drainage, public transport and road safety all interact with one another.

By bringing the district administration, police, infrastructure agencies, urban planning authorities and industry representatives under a single high-level committee, the government is attempting to create a coordinated framework for addressing these problems.

The 10-month implementation deadline and the requirement for department-wise action plans are particularly important because they introduce a defined timeline for moving from planning to execution.

At the same time, the effectiveness of the initiative will ultimately depend on coordination between the multiple agencies that control different parts of Chakan’s infrastructure and on how quickly identified works receive the necessary administrative and technical approvals.
