<h2 class="wp-block-heading"><strong>Project Gets Final State Approval With Key Change in Liability Clause</strong></h2>



<p>The Maharashtra Government has officially approved the <strong>Mumbai Metro Line-11</strong> project—running from <strong>Wadala to Gateway of India</strong>, including its depot—at a total estimated cost of <strong>₹23,487.51 crore</strong>. This approval came through an Urban Development Department press note issued on <strong>18 November 2025</strong>.</p>



<p>Metro Line-11, planned as an extension of Metro Line-4/4A, will span <strong>17.51 km</strong>, including <strong>13 underground stations</strong> and <strong>1 at-grade station</strong>, and will be executed by the <strong>Mumbai Metro Rail Corporation Limited (MMRCL)</strong>.</p>

<h2 class="wp-block-heading"><strong>State to Accept Contingent Liability for External Loans</strong></h2>



<p>The government confirmed that it will accept the <strong>contingent liability</strong> related to external financing for the project. This includes the <strong>principal amount, interest, and any additional charges</strong> associated with the loan to be raised for project implementation.</p>



<p>Crucially, the State Government has approved the signing of the <strong>Project Agreement, Loan Agreement</strong>, and the <strong>Subsidiary Loan Agreement</strong> to facilitate this external financial assistance.</p>

<h2 class="wp-block-heading"><strong>Important Correction in Earlier Government Resolution</strong></h2>



<p>The new press note also corrects a key clause in a previous Government Resolution dated <strong>11 September 2025</strong>.</p>



<p>In Clause No. 12 of that resolution, the phrase <strong>“responsibility of repayment”</strong> has now been officially <strong>removed</strong>.</p>



<p>The corrected clause now states that the State Government will take on <strong>only the contingent liability</strong>, not direct repayment responsibility, for the loan being raised for Metro Line-11. The State may also provide a <strong>government guarantee</strong> for the loan if required.</p>

<h2 class="wp-block-heading"><strong>Metro Line-11: A Critical Link to South Mumbai</strong></h2>



<p>Metro Line-11 is one of the most anticipated metro corridors in Mumbai as it will connect <strong>Wadala, Sewri, Fort, and Colaba</strong> directly to the <strong>Gateway of India</strong>. The corridor is expected to drastically reduce travel time to South Mumbai and ease congestion on existing road and rail networks.</p>

<p>Piling activity at pier locations <strong>P61 and P61A</strong> on the Elphinstone Bridge redevelopment project faced resistance on November 13, 2025, when around <strong>50 local residents</strong> stopped the work. Residents expressed concern that vibrations from the rig could endanger surrounding <strong>100-year-old buildings</strong>, raising fears of structural instability.</p>



<p>As of November 13, a total of <strong>seven piles have been completed</strong> at the site.</p>



<h2 class="wp-block-heading"><strong>VJTI Experts Monitoring Structural Safety</strong></h2>



<p>To address these concerns, the contractor appointed <strong>experts from VJTI</strong> to conduct continuous structural health monitoring of the surrounding buildings during the piling process.</p>



<p>The VJTI team has installed specialized instruments, including:</p>



<ul class="wp-block-list">
<li><strong>Accelerometers</strong> to track vibration levels</li>



<li><strong>Crack-width gauges</strong> to measure any changes in existing cracks</li>



<li><strong>Tilt sensors</strong> to capture structural movement</li>

<p>Residents were briefed on how the monitoring equipment works and how the data will help ensure the buildings remain safe.</p>



<h2 class="wp-block-heading"><strong>Joint Visit with Residents to Reassure Community</strong></h2>



<p>On November 14, officials from <strong>MMRDA</strong>, VJTI’s expert professors, and project advisors held a <strong>joint site visit</strong> with the concerned residents. During the visit, experts explained the safety tests, vibration analysis, and the monitoring process in detail.</p>



<h2 class="wp-block-heading"><strong>Preventive Measures Recommended by VJTI</strong></h2>



<p>To minimize vibration impact during pile boring, VJTI experts recommended specific precautionary steps, including:</p>



<ul class="wp-block-list">
<li>Reducing <strong>RPM of the piling rig</strong> during socketing in hard rock</li>



<li>Keeping <strong>noise levels low</strong> while removing mud from the auger</li>



<li><strong>Continuous vibration monitoring</strong> throughout the pile boring process</li>
</ul>



<p>These measures aim to reduce the stress on nearby heritage-age buildings while allowing work on the key infrastructure project to continue safely.</p>

<p>Capacit’e Infraprojects Limited, in a joint venture with SSC Infrastructure Private Limited, has secured a contract worth ₹384.72 crore from the National High Speed Rail Corporation Limited (NHSRCL) for the Mumbai-Ahmedabad High-Speed Rail project. The contract, awarded to the SCC-Capacit’e JV, covers the design and construction of Maintenance cum Technology Centres at six locations across Gujarat. The awarded amount is exclusive of GST.</p>



<p>As per the joint venture structure, SSC Infrastructure holds a 60% share as the lead partner, while Capacit’e Infraprojects holds the remaining 40%.</p>

<p>In a major boost to Mumbai’s financial infrastructure, the Mumbai Metropolitan Region Development Authority (MMRDA) has allotted a prime plot in Bandra-Kurla Complex (BKC) to the National Stock Exchange of India (NSE) for the development of its new administrative headquarters. Valued at ₹757.90 crore, the plot allocation reinforces BKC’s stature as India’s top-tier financial and commercial hub.</p>



<p>The decision to allot Plot No. C-82 in BKC’s G-Block was granted post facto approval during the 159th meeting of the MMRDA Authority. The move came in response to NSE’s request dated October 11, 2024, seeking additional land to expand its operations and accommodate a built-up area of approximately 4 to 5 lakh square feet.</p>



<h3 class="wp-block-heading">Plot Details:</h3>



<ul class="wp-block-list">
<li><strong>Plot Number:</strong> C-82</li>



<li><strong>Plot Area:</strong> 5,500 sq. meters</li>



<li><strong>Permissible FSI:</strong> 4.00</li>



<li><strong>Permissible Height:</strong> 69.52 meters (as per CAA NOC dated 18/09/2018)</li>



<li><strong>Built-Up Area:</strong> 22,000 sq. meters</li>



<li><strong>Lease Period:</strong> 80 years</li>



<li><strong>Usage:</strong> Commercial (New Administrative Building for NSE)</li>



<li><strong>Lease Premium:</strong> ₹757.90 crore</li>
</ul>



<p>This is NSE’s second land allotment in BKC, following the 1993 allocation of Plot C-1 (16,038.3 sq. mt.) where its current headquarters, Exchange Plaza, is located. At the time, MMRDA had relaxed certain provisions of its Land Disposal Regulations to facilitate NSE’s presence in the newly developing commercial zone.</p>



<p>As per a government notification issued on July 19, 2024, NSE will also have the option to acquire additional built-up area beyond the prescribed FSI limit by paying the requisite premium to MMRDA.</p>



<p>Following the Commissioner’s recommendation, the allotment was formally approved by the Hon’ble Deputy Chief Minister and Urban Development Minister, Shri Eknath Shinde, who also serves as Chairman of MMRDA. The offer letter was issued to NSE on March 7, 2025.</p>
