<p>The Maharashtra Housing and Area Development Authority will begin handing over 537 rehabilitation tenements to eligible residents of the Naigaon BDD Chawl redevelopment project starting June 5, 2026, marking another phase of progress in one of Mumbai’s largest urban renewal programmes.</p>



<p>The tenements are located in Towers 1, 2 and 3 of Rehabilitation Building No. 1, which have recently received the Occupancy Certificate. The allotment process will take place at the MHADA project office located on the ground floor of Tower No. 5 at Naigaon-Dadar.</p>



<p>The distribution of allotment letters will be carried out on working days between 11:00 a.m. and 6:00 p.m., excluding public holidays. Beneficiaries have been asked to remain present with required documents, including rehabilitation agreements, Aadhaar and PAN card copies, photographs and necessary undertakings.</p>



<p>According to the schedule, allotments will be distributed in the order of Tower Nos. 2, 1 and 3. The detailed timetable will be displayed at the distribution centre, following which beneficiaries will be able to take possession of their flats.</p>



<h2 class="wp-block-heading">Project Details and Earlier Phase</h2>



<p>The Naigaon redevelopment is part of the larger BDD Chawl redevelopment programme, now known as the Dr. Babasaheb Ambedkar BDD Complex. Earlier this year, on March 16, 2026, 864 tenements across five completed towers were handed over in the presence of Maharashtra Chief Minister Devendra Fadnavis and Deputy Chief Ministers Eknath Shinde and Sunetra Pawar.</p>



<p>Spread over 6.45 hectares, the Naigaon project includes 42 existing chawls housing 3,344 residential and non-residential tenants. The redevelopment is being implemented in two phases and will deliver 20 rehabilitation towers of 23 storeys each.</p>



<h2 class="wp-block-heading">Rehabilitation Benefits</h2>



<p>Eligible residents are being provided free-of-cost ownership homes of 500 sq. ft. carpet area in a 2-BHK configuration. These replace earlier chawl units measuring approximately 160 sq. ft.</p>



<p>Each apartment includes vitrified flooring, aluminium windows, granite kitchen platforms, branded plumbing fixtures and fire-safety systems. The buildings are constructed using earthquake-resistant technology and are equipped with passenger and fire lifts, CCTV surveillance, stilt parking and multi-level basement parking.</p>



<p>Residents have been given the option of transit accommodation or rental assistance. Under the scheme, both residential and non-residential occupants receive advance rent of ₹25,000 per month for 11 months during the construction phase.</p>



<h2 class="wp-block-heading">Township and Infrastructure</h2>



<p>The redevelopment is planned as an integrated township with supporting infrastructure, including a school building, welfare centre, sewage treatment plant, solar energy systems and rainwater harvesting.</p>



<p>MHADA has also stated that it will maintain common amenities and infrastructure of the rehabilitated buildings for a period of 12 years after possession.</p>



<h2 class="wp-block-heading">Larger BDD Redevelopment Programme</h2>



<p>The broader BDD Chawl redevelopment programme spans approximately 86 acres across Worli, N. M. Joshi Marg–Parel and Naigaon.</p>

<p>In total, the programme covers 207 chawls and benefits around 15,593 residents.</p>



<p>The project is being implemented by MHADA through its Mumbai Housing and Area Development Board, under the leadership of Vice President and CEO Sanjeev Jaiswal and Mumbai Board Chief Officer Milind Borikar.</p>

<p>In a major milestone for one of India’s largest urban renewal initiatives, the first batch of <strong>864 eligible residents</strong> from the <strong>Naigaon BDD Chawl Redevelopment Project</strong> will receive the keys to their new homes on <strong>March 16, 2026</strong>.</p>



<p>The distribution ceremony will take place at the <strong>Yashwantrao Chavan Centre</strong>, where <strong>Devendra Fadnavis</strong> will hand over the apartments to selected beneficiaries.</p>



<p>Among the recipients, <strong>423 homes have been allocated to retired police personnel, their heirs, and serving police staff</strong>, recognising their service and ensuring housing security for the community.</p>



<h2 class="wp-block-heading">Part of India’s Largest Urban Renewal Programme</h2>



<p>The redevelopment is being implemented by <strong>Maharashtra Housing and Area Development Authority</strong> through its <strong>Mumbai Building Repairs and Reconstruction Board</strong> as part of the ambitious <strong>BDD Chawl redevelopment programme</strong>.</p>



<p>The Naigaon project has been renamed <strong>“Dr. Babasaheb Ambedkar BDD Complex.”</strong></p>



<p>Spread across <strong>6.45 hectares</strong>, the redevelopment replaces <strong>42 old chawls (G+3 structures)</strong> that currently house <strong>3,344 tenants</strong>.</p>



<p>The new plan involves <strong>20 rehabilitation towers of 23 floors each</strong>, being developed in <strong>two phases</strong>.</p>



<h2 class="wp-block-heading">First Phase Near Completion</h2>



<p>Under the <strong>first phase</strong>, redevelopment is underway on <strong>Plot B</strong>, where <strong>1,401 residents</strong> will be rehabilitated.</p>



<p>Out of the <strong>8 planned rehabilitation towers</strong>, <strong>5 towers are ready</strong>, enabling the distribution of <strong>864 flats</strong> in the initial stage.</p>



<p>The remaining <strong>537 flats are in the final construction phase and are expected to be completed by April 2026</strong>.</p>



<p>During the redevelopment process, residents were shifted to <strong>transit camps</strong>, with the option to either stay in temporary accommodation or receive rent compensation. Tenants and commercial occupants were provided <strong>₹25,000 per month as advance rent for 11 months</strong>.</p>



<h2 class="wp-block-heading">From 160 sq ft Rooms to Modern 2BHK Apartments</h2>



<p>For many families that have lived in <strong>160 sq ft chawl rooms for two to three generations</strong>, the redevelopment marks a transformative upgrade.</p>



<p>Eligible residents are being allotted <strong>500 sq ft carpet area 2BHK apartments free of cost under ownership rights</strong>.</p>



<p>The new apartments come with modern features such as:</p>



<ul class="wp-block-list">
<li>Vitrified flooring tiles</li>



<li>Aluminium-framed windows</li>



<li>Granite kitchen platforms</li>



<li>Branded plumbing fittings</li>



<li>Fire safety systems</li>



<li>Earthquake-resistant construction</li>
</ul>



<p>Each building includes <strong>two passenger lifts and one fire lift</strong>, while <strong>CCTV cameras are installed on every floor</strong> for security.</p>



<p>The complex also includes <strong>three-level basement parking, stilt areas, and wider staircases</strong>.</p>



<h2 class="wp-block-heading">Integrated Community Infrastructure</h2>



<p>The redevelopment is designed as a <strong>self-sustained residential ecosystem</strong>.</p>



<p>Planned amenities include:</p>

<li>A dedicated <strong>school building</strong></li>



<li><strong>Welfare centre</strong></li>



<li><strong>Sewage treatment facilities</strong></li>



<li><strong>Solar energy systems</strong></li>

<p>MHADA will also <strong>maintain common amenities in the rehabilitation buildings for 12 years</strong>, ensuring long-term upkeep of the facilities.</p>



<h2 class="wp-block-heading">Live Telecast for Residents</h2>



<p>To ensure transparency and accessibility, MHADA will <strong>live stream the housing distribution ceremony</strong> on its official YouTube and Facebook channels.</p>



<p>For elderly beneficiaries and residents who cannot attend the event in Mumbai, a <strong>special viewing pavilion for around 500 people</strong> will be set up at the Naigaon project site, where the ceremony will be broadcast live on large LED screens.</p>



<h2 class="wp-block-heading">Massive BDD Chawl Redevelopment Across Mumbai</h2>



<p>The <strong>BDD Chawl redevelopment project</strong>, covering <strong>Worli, NM Joshi Marg (Parel), and Naigaon</strong>, is among the <strong>largest urban renewal projects in India</strong>.</p>



<p>Overall, the initiative spans <strong>about 86 acres</strong> and aims to rehabilitate <strong>15,593 residents</strong> living in <strong>195 old chawls</strong>.</p>



<p>Project components include:</p>

<p>With the Naigaon allotments, the state government continues to advance one of Mumbai’s most ambitious efforts to transform historic chawl clusters into modern residential communities.</p>

<p>The ambitious redevelopment project of Motilal Nagar 1, 2, and 3 MHADA colonies in Goregaon (West) received fresh momentum today. Maharashtra Housing and Area Development Authority (MHADA) and the Adani Group, appointed as the Construction and Development (C&D) agency, formally signed the implementation agreement for the project.</p>



<p>The signing ceremony was held at MHADA headquarters in the presence of Sanjeev Jaiswal, Vice President and CEO of MHADA, and Pranav Adani, Director of Adani Properties Private Limited.</p>



<p>During the event, a detailed presentation of the project plan was shared. Sanjeev Jaiswal stated that under the vision of Chief Minister Devendra Fadnavis and Deputy Chief Minister and Housing Minister Eknath Shinde, this project has gained new hope and direction. He assured that MHADA will ensure transparency, quality, and social responsibility in delivering what will be among the country’s best redevelopment initiatives. He emphasized that residents’ long-cherished dream will finally take shape beyond paper.</p>



<p>Motilal Nagar, spread across 142 acres, will become India’s largest redevelopment project executed under the Construction and Development model. A key highlight is the <strong>free rehabilitation of eligible residents into spacious, modern 1,600 sq. ft. apartments</strong>.</p>



<p>The project will generate a built-up area of <strong>397,100 sq. m</strong> for MHADA, which will substantially augment MHADA’s future housing stock. The state government has granted special project status and directed implementation through MHADA’s Mumbai Housing and Area Development Board. The Bombay High Court also permitted redevelopment through a C&D agency.</p>



<p>After inviting bids, Adani Group was awarded the contract.</p>



<p>The redevelopment will cover 3,700 existing tenements over approx. <strong>584,100 sq. m</strong>, along with <strong>987 sq. ft. commercial premises</strong> to be provided to non-resident tenement holders.</p>



<p>Construction of the rehabilitation units is planned over <strong>seven years</strong>. The project is based on the concept of a “15-Minute City,” ensuring that offices, public transport, metro stations, parks, entertainment centers, schools, and hospitals are within a 15-minute radius. A <strong>5-acre central park</strong> will be a signature feature.</p>



<p>Priority will be given to existing residents, and advanced traffic planning is being incorporated.</p>



<p>For master planning, Adani Group engaged international consultants:</p>



<ul class="wp-block-list">
<li><strong>Mecanoo</strong> (Netherlands) prepared the comprehensive architectural master plan.</li>



<li><strong>Buro Happold</strong> (London) developed the infrastructure plan.<br>Additionally, all rehabilitation buildings will be equipped with solar panels.</li>
