<p>The <strong>Government of Maharashtra</strong> has approved the renewal of a leased office space for the <strong>Divyang Welfare Department</strong> at <strong>Mittal Tower</strong>, extending the arrangement for another year with a 5% rent increase.</p>



<p>The administrative approval was issued through a government order dated <strong>March 4, 2026</strong>, allowing the department to continue operating from the rented premises near <strong>Mantralaya</strong> due to a shortage of available office space within the state secretariat.</p>

<h2 class="wp-block-heading">Why the Office Is Being Rented</h2>



<p>The Divyang Welfare Department was created in <strong>December 2022</strong> after the state cabinet approved the formation of a dedicated department to focus exclusively on policies and welfare schemes for persons with disabilities.</p>



<p>The department was carved out from the <strong>Department of Social Justice and Special Assistance</strong> to strengthen implementation of programmes aimed at the <strong>economic, social, educational, and cultural empowerment</strong> of persons with disabilities across Maharashtra.</p>



<p>Following its formation, the state government sanctioned <strong>56 regular posts and 11 contractual positions</strong> for the department. However, due to limited space within Mantralaya, the government decided to operate the department from rented premises at Nariman Point.</p>

<h2 class="wp-block-heading">Details of the Office Space</h2>



<p>The department currently occupies a <strong>total carpet area of 2,842 sq. ft.</strong> on the third floor of Mittal Tower, located in Mumbai’s prime business district of Nariman Point.</p>



<p>The office space is spread across three units owned by two private companies:</p>



<ul class="wp-block-list">
<li><strong>Cyber Windows Pvt Ltd</strong> – Units <strong>31A and 32A</strong> measuring <strong>1,704 sq. ft.</strong></li>



<li><strong>Superb Systems Company Pvt Ltd</strong> – Unit <strong>35A</strong> measuring <strong>1,138 sq. ft.</strong></li>
</ul>



<p>The original lease agreement for the premises was signed for the period <strong>March 6, 2023 to March 5, 2026</strong>.</p>

<h2 class="wp-block-heading">Revised Rent After 5% Increase</h2>



<p>With the existing lease nearing expiry, the property owners proposed renewing the agreement with a <strong>5% annual rent escalation</strong>. After reviewing the proposal, the Maharashtra government approved a <strong>one-year extension with the revised rent structure</strong>.</p>



<p>Under the new arrangement:</p>



<ul class="wp-block-list">
<li><strong>Cyber Windows Pvt Ltd</strong> will receive <strong>₹4,21,803 per month</strong> for the 1,704 sq. ft. space.</li>



<li><strong>Superb Systems Company Pvt Ltd</strong> will receive <strong>₹2,81,697 per month</strong> for the 1,138 sq. ft. unit.</li>
</ul>



<p>This takes the <strong>total monthly rent to ₹7,03,500</strong>, excluding applicable GST.</p>



<p>Previously, the department had been paying around <strong>₹6.70 lakh per month</strong> for the same premises.</p>

<h2 class="wp-block-heading">Security Deposits Already Paid</h2>



<p>The government order also notes that security deposits were paid at the time of signing the original agreement in 2023.</p>



<p>These include:</p>



<ul class="wp-block-list">
<li><strong>₹8,04,849</strong> paid to Cyber Windows Pvt Ltd</li>



<li><strong>₹12,05,151</strong> paid to Superb Systems Company Pvt Ltd</li>
</ul>



<p>These deposits will remain valid under the renewed lease agreement.</p>

<h2 class="wp-block-heading">Budget Head for the Expenditure</h2>



<p>The rent for the office premises will be paid from the state government’s budget under the following administrative head:</p>



<ul class="wp-block-list">
<li><strong>Demand No. ZI-2</strong></li>



<li><strong>Major Head: 2251 – Secretariat Social Services</strong></li>



<li><strong>Sub-Head: Divyang Welfare Department</strong></li>
</ul>



<p>This allocation covers rent and related taxes for the department’s office operations.</p>

<h2 class="wp-block-heading">Legal Provision Used for Approval</h2>



<p>The administrative approval has been granted under provisions of the <strong>Financial Powers Rules, 1978</strong>, which allow government departments to lease office space when suitable accommodation is not available within government buildings.</p>



<p>The order also refers to prior approvals issued by the <strong>General Administration Department</strong> for renting office space.</p>

<h2 class="wp-block-heading">Authorized Signatory for the Lease</h2>



<p>The government has authorized <strong>Deputy Secretary Sunanda Ghadyaale</strong> to sign the renewed lease agreement on behalf of the Divyang Welfare Department.</p>



<p>The order has been digitally signed and uploaded on the official website of the <strong>Government of Maharashtra</strong>, ensuring formal administrative approval for the continuation of the office lease.</p>
