The administrative approval was issued through a government order dated March 4, 2026, allowing the department to continue operating from the rented premises near Mantralaya due to a shortage of available office space within the state secretariat.

Why the Office Is Being Rented

The Divyang Welfare Department was created in December 2022 after the state cabinet approved the formation of a dedicated department to focus exclusively on policies and welfare schemes for persons with disabilities.

The department was carved out from the Department of Social Justice and Special Assistance to strengthen implementation of programmes aimed at the economic, social, educational, and cultural empowerment of persons with disabilities across Maharashtra.

Following its formation, the state government sanctioned 56 regular posts and 11 contractual positions for the department. However, due to limited space within Mantralaya, the government decided to operate the department from rented premises at Nariman Point.

Details of the Office Space

The department currently occupies a total carpet area of 2,842 sq. ft. on the third floor of Mittal Tower, located in Mumbai’s prime business district of Nariman Point.

The office space is spread across three units owned by two private companies:

• Cyber Windows Pvt Ltd – Units 31A and 32A measuring 1,704 sq. ft.
• Superb Systems Company Pvt Ltd – Unit 35A measuring 1,138 sq. ft.

The original lease agreement for the premises was signed for the period March 6, 2023 to March 5, 2026.

Revised Rent After 5% Increase

With the existing lease nearing expiry, the property owners proposed renewing the agreement with a 5% annual rent escalation. After reviewing the proposal, the Maharashtra government approved a one-year extension with the revised rent structure.

Under the new arrangement:

• Cyber Windows Pvt Ltd will receive ₹4,21,803 per month for the 1,704 sq. ft. space.
• Superb Systems Company Pvt Ltd will receive ₹2,81,697 per month for the 1,138 sq. ft. unit.

This takes the total monthly rent to ₹7,03,500, excluding applicable GST.

Previously, the department had been paying around ₹6.70 lakh per month for the same premises.

Security Deposits Already Paid

The government order also notes that security deposits were paid at the time of signing the original agreement in 2023.

These include:

• ₹8,04,849 paid to Cyber Windows Pvt Ltd
• ₹12,05,151 paid to Superb Systems Company Pvt Ltd

These deposits will remain valid under the renewed lease agreement.

Budget Head for the Expenditure

The rent for the office premises will be paid from the state government’s budget under the following administrative head:

• Demand No. ZI-2
• Major Head: 2251 – Secretariat Social Services
• Sub-Head: Divyang Welfare Department

This allocation covers rent and related taxes for the department’s office operations.

Legal Provision Used for Approval

The administrative approval has been granted under provisions of the Financial Powers Rules, 1978, which allow government departments to lease office space when suitable accommodation is not available within government buildings.

The order also refers to prior approvals issued by the General Administration Department for renting office space.

Authorized Signatory for the Lease

The government has authorized Deputy Secretary Sunanda Ghadyaale to sign the renewed lease agreement on behalf of the Divyang Welfare Department.

The order has been digitally signed and uploaded on the official website of the Government of Maharashtra, ensuring formal administrative approval for the continuation of the office lease.

Financial Terms

The financial terms of the agreement include:

• Security Deposit: ₹6,48,313/-
• Advance Monthly Rent: ₹77,79,750/-
• Annual Rent Escalation: The rent for the subsequent years will increase as follows:
  • Year 1: ₹6,48,313/-
  • Year 2: ₹6,64,520/-
  • Year 3: ₹6,81,133/-

The deal was finalized on February 29, 2024, a date that occurs once every four years, adding a unique touch to the agreement.

On Tuesday the government of Maharashtra’s Public Works Department’s Presidency division came out with a E-Tender notice.

This notice pertain to the reconstruction of the Manora MLA hostel for Maharashtra legislature at Nariman Point, Mumbai.

Manora MLA hostel is located at Nariman Point and has housed the Members of Maharashtra legislature for quite some time.

The MLA hostel was declared dilapidated a few years ago and since then the reconstruction work has been in pipeline.

The work of the reconstruction of the MLA hostels was earlier given to NBCC India Ltd. However, in December 2020 citing slow progress the work was given to PWD.

The NBCC had planned of building swanky apartments measuring 1000 square feet to accommodate the MLAs and MLCs. NBCC had planned to construct two towers – 50 floors and 32 floors respectively consisting of 373 flats.

Now PWD has floated a E-Tender Notice calling request for qualification for the work “Reconstruction of Manor MLA Hostel for Maharashtra Registration at Nariman Point, Mumbai.

The estimated cost of the project as per the tender is Rs 900 crore.

The E-tender shall be available from 10.30 am of May 6, 2021 to 5.30 pm on June 8, 2021.

The pre-bid date for the E-tender is May 20 at 3 pm via video conferencing.

The E-Tender opening date is June 12, at 3 pm at the office of the Superintending Engineer, Mumbai, Bandhkam Bhavan, Fort, Mumbai.
