<p>The Inspector General of Registration and Controller of Stamps, Maharashtra State, Pune, has announced a significant change that will directly impact citizens, especially those who rent homes. The state has decided to immediately cancel the appointment of all Authorized Service Providers (ASPs) for the online registration of Leave and License agreements. This move is expected to simplify the process and eliminate the need for third-party intermediaries, but it could also create new challenges for tenants and landlords.</p>



<p>The ASP scheme was first launched in 2015 to help citizens who lacked the technical knowledge to navigate the online registration process for Leave and License documents. However, over time, the department received numerous complaints about the ASPs, with some even being found to have engaged in irregularities during the document registration process.</p>



<p>According to a report from various regional offices, the ASP scheme is no longer necessary due to increased technical literacy among citizens and wider access to online services. The decision to cancel the ASP appointments was made with the public interest in mind.</p>



<p>The official announcement, made by Ravindra Binwade, I.A.S., the Inspector General of Registration and Controller of Stamps, Maharashtra State, Pune, was issued on August 28, 2025. The circular, states that the decision is effective immediately. Following the new mandate, the department has instructed the relevant Deputy Inspector General of Registration and the Accounts Department to reconcile the security deposits submitted by the ASPs and make appropriate decisions regarding the remaining amount. The circular also directs the removal of all previous circulars and lists related to ASPs from the department’s website.</p>

<p>This decision is a step towards a more transparent and direct process for property transactions, but it also shifts the responsibility of online registration to the tenants and landlords themselves.</p>

<p>Mumbai’s rental agreement landscape is rapidly digitizing, with a significant shift towards electronic registration. In the first three months of 2025, a total of 96,322 rental agreements were registered in the city.</p>



<p>Of these, a substantial 88,267 agreements were completed through e-registration, highlighting the growing preference for online methods<sup></sup>. The remaining 8,055 agreements were processed through traditional physical registration<sup></sup>.  </p>



<p>A month-by-month breakdown reveals the following:</p>

<p>CIDCO’s “Select My CIDCO Home” Mass Housing Scheme has attracted an impressive 92,000 applications for 26,000 available homes within just one month of its launch. To accommodate the high demand, the deadline for online registrations has been extended until December 11, 2024.</p>



<p>Launched on October 11, 2024, the scheme offers 26,000 affordable housing units under the Pradhan Mantri Awas Yojana (PMAY) for Economically Weaker Section (EWS) and Lower Income Group (LIG) categories. These units are located at various nodes in Navi Mumbai, including Vashi, Bamandongri, Kharkopar, Kharghar, Taloja Mansarovar, Khandeshwar, Panvel, and Kalamboli. Applicants have the unique opportunity to select the tenement of their choice.</p>



<p>The scheme offers affordable prices along with the chance to live in Navi Mumbai, known for its excellent infrastructure, connectivity, and quality construction.</p>



<p>To assist applicants, the online registration deadline has been extended, giving them more time to collect necessary documents such as Income and Domicile Certificates. Additionally, the requirement for a barcoded Domicile Certificate has been relaxed, allowing applicants to submit a non-barcoded certificate during registration. However, a barcoded certificate will be required before the allotment letter is issued. The need for an affidavit on Rs.100 or Rs.500 stamp paper has also been relaxed, with applicants now allowed to submit a self-attested affidavit on plain paper.</p>



<p>CIDCO urges eligible applicants to apply for the scheme before the extended deadline to secure their chance of owning a home in Navi Mumbai.</p>

<p>CIDCO’s highly anticipated housing scheme, “My Preferred CIDCO Home,” has garnered an impressive response, with 12,400 online applications submitted within the first 24 hours of its launch. This demonstrates the public’s strong trust in CIDCO’s housing initiatives.</p>



<p>The scheme, aimed at the Economically Weaker Sections (EWS) and Low-Income Groups (LIG), was inaugurated by Maharashtra’s Chief Minister Eknath Shinde on October 11 at the CIDCO Exhibition Centre in Vashi, Navi Mumbai. Following the launch, inquiries about registration flooded in, leading to a surge in applicants on the scheme’s dedicated website, https://cidcohomes.com.</p>



<p>This mega housing project plans to deliver a total of 67,000 homes across various Navi Mumbai nodes, with 26,000 homes available in the first phase. Consistent with CIDCO’s transit-oriented development strategy, these homes are strategically located near railway stations, bus stops, and metro stations. The housing complexes will feature modern construction techniques and comprehensive infrastructure along with essential social amenities.</p>

<p>As the entire lottery process is managed online, MHADA has organized this webinar to address any potential queries and to provide comprehensive support. They will address applicant inquiries and provide detailed insights into the application process.</p>

<p>The Mumbai Board of the Maharashtra Housing and Area Development Authority (MHADA) has announced a lottery for the sale of 2,030 flats across various housing projects in Mumbai. The lottery will include flats in areas such as Goregaon East, Antop Hill-Wadala, Kopri Powai, Kannamwar Nagar-Vikhroli, and Shivdham Complex-Malad. Online registration and application for the lottery will commence on August 9, 2024, at 12:00 noon.</p>



<p><strong>Lottery Details</strong></p>



<p>The advertisement for the lottery will be published in various newspapers on August 8, 2024, and details will also be available on MHADA’s official website at <a href="https://housing.mhada.gov.in">https://housing.mhada.gov.in</a>. An information booklet regarding the lottery will be accessible on the website.</p>



<p><strong>Application Process</strong></p>



<p>The online application link will go live on August 9, 2024, at 12:00 PM. The deadline for submitting applications is September 4, 2024, at 3:00 PM. Applicants must also make the online payment of the deposit by September 4, 2024, at 11:59 PM.</p>



<p>The preliminary list of accepted applications will be published on September 9, 2024, by 6:00 PM. Applicants will have until September 9, 2024, at 12:00 PM to file online claims and objections. The final list of approved applications will be published on September 11, 2024, by 6:00 PM. The computerized lottery draw will take place on September 13, 2024, at 11:00 AM, with the location to be announced shortly.</p>



<p><strong>Flats Available by Income Group</strong></p>

<li>Economically Weaker Section (EWS): 359 flats</li>



<li>Lower Income Group (LIG): 627 flats</li>



<li>Middle Income Group (MIG): 768 flats</li>



<li>Higher Income Group (HIG): 276 flats</li>
</ul>



<p>The lottery will feature 1,327 flats built by MHADA’s Mumbai Board, 370 flats from redevelopment projects under Development Control Regulations 33 (5), 33 (7), and 58, and 333 flats are scattered and from previous lotteries.</p>



<p><strong>How to Apply</strong></p>



<p>Applicants must use the IHLMS 2.0 system to apply online. Mobile apps for both Android and iOS, named “Mhada Housing Lottery System,” are available on Google Play Store and Apple App Store. Additionally, the MHADA website offers the application registration, form filling, and payment process. Guidance documents, videos, and help files are available on the website to assist applicants.</p>

<p>Property registration has always been a lengthy and time-consuming process in all states. Over the last few years, more than one lakh property documents have been registered in Maharashtra each month on average. Massive crowding at sub-registrar headquarters causes long lines that tax everyone’s nerves and patience. In the end, the traditional method of registering property sales deeds is extremely inconvenient, with people sometimes having to wait an entire day to have their property documents registered. Adding to that, visiting the department of a sub-registrar of real estate isn’t always pleasant. There are frequently long lines, forcing the buyer to wait a long time for his turn. These offices are frequently housed in run-down buildings plagued with brokers out to defraud homebuyers.</p>



<p>With the Maharashtra government launching online registration of property sale agreements, buyers can expect a more holistic experience in the future. This digital registration has simplified and facilitated the complex task of property registration, while also increasing transparency. This digital initiative was launched during the Covid-19 pandemic and has since then proved to be a boon for homebuyers and developers alike. More than 400 real estate developers in Maharashtra have chosen the e-registration system so far as it enables a swift registration process that enables them to save precious time and resources. E-registration for all first sales Property registration under MahaRERA will improve overall transparency. It is a significant step towards future-proofing the real estate sector in periods of current and future uncertainty, and it will assist developers in becoming even more customer-focused.</p>



<p>Online property registration is already available in a number of states, including Kerala, West Bengal, Karnataka, Tamil Nadu, Rajasthan, Jharkhand, Sikkim, New Delhi, Maharashtra, Madhya Pradesh, Uttar Pradesh, Uttarakhand, Telangana, Andhra Pradesh, Punjab, and Chhattisgarh. All of these states have created the Common Services Centre (CSC) Scheme, which verifies registrations.</p>



<p>Homebuyers may upload their necessary documentation in advance on the designated website’s Public Data Entry (PDE) section. They then select a day and time to come to the registration office. This step was intended to save time for both buyers and officials by requiring buyers to only come to the registration office for fingerprint recognition and signatures.</p>



<p><strong>Benefits of e-registration</strong></p>



<p>Here are some benefits of the use of technology for property registration:</p>



<ol class="wp-block-list" type="1"><li><strong>Ease of use</strong></li></ol>



<p>The Internet makes it extremely simple to register a property because the registration form can be downloaded online. Alternatively, the form can be obtained from the state’s concerned authority’s office. The property is registered in about two weeks after the details on the form and documents relating are verified.</p>



<ul class="wp-block-list"><li><strong>Increased transparency</strong></li></ul>



<p>The recorded history of ownership, number of rooms, gross carpet area, and foundation details are all available online. The goal is to keep nothing about the property hidden from a potential buyer. This creates transparency and reduces the possibility of fraud cases in real estate transactions.</p>



<ul class="wp-block-list"><li><strong>Litigation is avoided.</strong></li></ul>



<p>Because e-registration records all property transactions, it can be used as evidence in the event of a dispute.</p>



<ul class="wp-block-list"><li><strong>Safety</strong></li></ul>



<p>Property e-registration is secure on two fronts. To begin with, a hacker does not have access to an owner’s property papers, including the transfer of Power of Attorney. Secondly, there are numerous layers of protection in government servers, which have been SSL encrypted. Furthermore, they also have a personalized login system.</p>



<p><strong>Way Forward</strong></p>



<p>The Maharashtra government is taking steps to protect the data associated with such transactions in order to promote e-registration of newly purchased property and establish confidence among home buyers. The use of blockchain technology will prevent the redundancy of original agreement documents.</p>



<p>The Indian Bankers Association has already begun a blockchain pilot with banks and other mortgage companies. They are being made aware of e-registration documents after concerns were raised that because online documents lack stamps and signatures, they cannot be identified as original documents. In the second stage, we will have a unique number on these registered estate documents, which bankers will be able to enter into the system and match. If it does not match, it indicates that the document has been meddled with.</p>



<p>E-registration is a critical step toward facilitating the digitization of the real estate sector. This will significantly reduce overcrowding at registrars and eventually will allow developers to serve home buyers. The entire e-registration system will make the process easier and the data will be entirely safe and secure.</p>

<p>e-Registration of rental agreement which stood at 12 in Feb 2014 has grown to 21,500 in Feb 2021. More tenants and landlords are opting for e-Registration over physical registration. </p>

<p>e-Registration is the new norm when it comes to registering of rental agreement. </p>



<p>In Feb 2014 the number of rental agreements registered online stood at a mere 12.</p>



<p>The number of e-Registration of rental agreements grew to 21,500 in Feb 2021.</p>



<p>This is the second highest ever e-Registration of leave and license agreement in the recorded history of Mumbai’s real estate market. </p>



<p>The most number of e-Registration of leave and license agreement was in December 2020. </p>



<p>In the month of December 2020 a total of 22,438 rental agreement were registered online.</p>

<p>If attention is paid to the details, then since 2016, the number of online registrations of leave and license agreements begun showing  rise. </p>



<p>But why is the number of online registration of leave and license going up?</p>



<p>Yashika Rohiira of Karma Realtors says, convenience is the most important reason why people opt for e-Registration of rental agreements. </p>



<p>“In online registration the agent comes to the home of the tenant or the landlord with the laptop and the required machines. There exists already a format, it is available in soft copy and once filled can be uploaded easily online,” said Yashika.</p>



<p><strong>Meanwhile, the rental market has performed better in the top luxury market. </strong></p>



<p>Amidst various industry reforms in the last seven years, multiple new trends emerged in the Indian residential real estate market. Strikingly, housing rentals in key luxury markets saw better y-o-y growth between 2014-2020 than average capital prices in the same localities.</p>



<p>Anuj Puri, Chairman – ANAROCK Property Consultants says, “The average rentals for a house of minimum 2,000 sq. ft. size in the top 7 cities’ key luxury hotspots rose anywhere between 17% to 26% in 2020, as compared to 2014. In the same period, average capital prices in these micro-markets saw a maximum rise of 15% – and some even saw a marginal dip.”</p>

<p>According to ANAROCK in 2017, various structural reforms like RERA and GST were implemented. After this period, most localities only saw a marginal capital price rise averaging between 1-3% – while rental markets continued their growth run.</p>
