<p>In a significant order aimed at ending years of delay in the high-profile Patra Chawl redevelopment project in Goregaon, the Bombay High Court has directed that all original residents must take possession of their newly constructed rehabilitation flats by <strong>30 April 2026</strong>. If any members fail to do so, the Maharashtra Housing and Area Development Authority (MHADA) has been explicitly permitted to utilise the vacant flats for <strong>public housing purposes</strong>, such as accommodating other project-affected persons or civic needs.</p>



<p>The Division Bench of Justices G.S. Kulkarni and Aarti Sathe passed the order yesterday (17 April 2026) while disposing of Writ Petition No. 651 of 2025 filed by Goregaon Siddharth Nagar Sahakari Griha Nirman Sanstha Limited (the resident society).</p>



<h3 class="wp-block-heading">Background and Long-Pending Issues</h3>



<p>The Patra Chawl (Siddharth Nagar) redevelopment project, undertaken by MHADA with contractor Relcom Infraproject, has been mired in disputes for over 17 years. Original residents were shifted to transit accommodation years ago, with MHADA incurring massive expenditure on transit rent (reportedly running into several crore rupees). The society had approached the High Court raising multiple grievances, including quality of construction, terms of the proposed lease from MHADA, the exact area of land to be leased, lease rent, and shortfall in amenities.</p>



<p>In its earlier order dated 2 April 2026, the same bench had flagged five key issues for resolution by MHADA’s Chief Officer after hearing both sides:</p>



<ul class="wp-block-list">
<li>Term of the lease (society wanted 90 years; MHADA offered 30 years as per policy)</li>



<li>Lease rent and premium</li>



<li>Area of land to be leased (society claimed 13.18 acres based on an old allotment letter; MHADA offered only 4.3 acres)</li>



<li>Authority of the Chief Officer to decide lease terms</li>



<li>Compensation for shortfall in amenities</li>
</ul>



<p>Yesterday’s order records that while some progress has been made, the society is still not willing to accept MHADA’s stand on the land area. The court, however, refused to adjudicate disputed questions of fact such as land title or entitlement in writ proceedings. It has kept all such contentions <strong>open for the society to agitate in an appropriate civil suit</strong>.</p>



<h3 class="wp-block-heading">Firm Deadline for Possession</h3>



<p>The court was informed that <strong>39 members</strong> have already taken possession of their rehab flats. Senior Advocate Pradeep Sancheti, appearing for the society, stated on instructions that <strong>all remaining members are ready and willing</strong> to take possession.</p>



<p>To ensure smooth handover, the bench directed MHADA to depute officers/representatives at the site daily between <strong>10:30 a.m. and 5:30 p.m.</strong> so that formalities can be completed and possession handed over by the deadline of <strong>30 April 2026</strong>.</p>



<p>In a clear and firm message to the residents, the court observed that sufficient time and opportunities had already been granted. Therefore, if any members fail to take possession by 30 April 2026, MHADA will be entitled to presume that such members are “not immediately interested” or “not in need” of the tenements. In that event, MHADA can <strong>re-allocate the vacant flats for appropriate public housing purposes</strong>.</p>



<h3 class="wp-block-heading">Three-Month Notice for Late Possession</h3>



<p>The order provides a safety net for members who may wish to occupy the flats later. Any member who subsequently decides to take possession can approach the designated MHADA officer by giving <strong>three months’ notice</strong> expressing their intention. Possession will then be granted subject to availability and compliance with formalities.</p>



<h3 class="wp-block-heading">Other Key Directions and Observations</h3>



<ul class="wp-block-list">
<li><strong>Lease Rent:</strong> The court described the lease rent issue as a “non-issue”. It noted that the rent of <strong>₹12,000 per year per tenement</strong> is “neither unduly exorbitant nor beyond the capacity of the members” in a city like Mumbai. The society will have to pay lease rent as per MHADA’s prevailing policy for similar societies.</li>



<li><strong>Construction Quality:</strong> The society had raised concerns about plastering defects pointed out in the VJTI report. Advocate Mahesh Londhe for the contractor informed the court that re-plastering work is already in progress. The bench accepted this statement.</li>



<li><strong>Reimbursement:</strong> MHADA has agreed to pay ₹20 lakh to the society as reimbursement (an issue on which there was no dispute).</li>



<li><strong>Court Observer’s Fees:</strong> MHADA has been directed to deposit an additional ₹25,000 with the Registry within two weeks for payment to the Court Observer.</li>



<li><strong>Final Disposal:</strong> The writ petition has been <strong>disposed of</strong> with the above directions. All interim applications also stand disposed of. The court clarified that it has not adjudicated any other issues and that all parties’ contentions remain open for future proceedings.</li>
</ul>



<p>MHADA was represented by Advocate Manisha Jagtap, while the State was represented by AGP Anupama Pawar.</p>



<p>This order is being seen as a major step towards completing the long-delayed project and protecting public funds from further drain on transit rent. With the April 30 deadline just 12 days away, residents of Patra Chawl now face a clear choice: move into their new homes immediately or risk losing priority to the flats.</p>

<p>In a significant step toward resolving long-standing issues in one of Mumbai’s most delayed housing rehabilitation projects, the Maharashtra Government has issued a Government Resolution (GR) approving the consent terms filed by the Maharashtra Housing and Area Development Authority (MHADA) in the Bombay High Court for the redevelopment of Siddharth Nagar, popularly known as Patra Chawl, in Goregaon (West).</p>



<p>The GR, dated January 21, 2026 (reference: संकीर्ण-2023/प्र.क्र.148/गृनि-प्र), ratifies actions taken by MHADA in the project, which has faced multiple hurdles since its inception around 2008. The project, covering a large MHADA layout, aimed to rehabilitate thousands of tenants from dilapidated Patra Chawl structures while enabling redevelopment.</p>



<p>Key highlights from the resolution include:</p>



<ul class="wp-block-list">
<li><strong>Ratification of Consent Terms</strong> — The government has given post-facto approval to the consent terms MHADA submitted in the Bombay High Court amid contempt proceedings. These terms address non-recovery of dues from the earlier developer, M/s. Garudashish Construction (also referred to in related contexts as Guru Ashish Construction or similar entities involved in past disputes). MHADA has taken possession of specific plots (R-7/B-4, R-7/A-5, and R-12 (part)). From January 1, 2018, onward, 9% simple interest will be payable on amounts paid by purchasers/allottees to the previous developer.</li>



<li><strong>Approval of All Prior Actions</strong> — All steps undertaken by MHADA so far in the redevelopment and rehabilitation process have been officially ratified, clearing the way for further progress.</li>
</ul>



<p>The decision follows recommendations from retired officials, including former Chief Secretary Johnny Joseph and retired Bombay High Court Judge D.K. Deshmukh, and was approved in the Council of Ministers meeting on January 17, 2026.</p>



<p>The Patra Chawl redevelopment has been marred by delays, legal battles, developer insolvencies, and controversies (including land scams linked to earlier entities like HDIL subsidiaries). Earlier phases saw partial completions, such as 672 rehabilitation flats handed over in segments like R-09, with modern amenities including community halls and gardens. Recent allotments via computerized lotteries have benefited hundreds of eligible tenants after 15–16 years of waiting.</p>



<p>This latest GR provides much-needed legal closure to past litigation and financial disputes, enabling MHADA to push forward with remaining rehabilitation and redevelopment works in Siddharth Nagar.</p>



<p>Officials indicate that this approval will help expedite allotments and infrastructure development, bringing relief to long-suffering residents in the Goregaon area.</p>

<p>The <strong>Special Court, PMLA at Mumbai</strong> has taken cognizance of and issued process on the <strong>Enforcement Directorate (ED)’s</strong> second supplementary prosecution complaint in the ongoing Patra Chawl redevelopment fraud case. The court’s order was passed on September 20, 2025, based on the complaint filed by the ED’s Mumbai Zonal Office on August 12, 2025.</p>



<p>The new Supplementary Prosecution Complaint (SPC) names two additional accused: <strong>M/s Prathmesh Developers LLP</strong> and <strong>Jitendra Madanlal Mehta</strong>, proprietor of M/s Mehta Developers. Both are accused of playing a role in the laundering of Proceeds of Crime (POC) related to the Rs. 1,039.79 Crore scam.</p>



<p>The case originated from an FIR filed by the Economic Offences Wing (EOW), Mumbai, against M/s Guruashish Construction Pvt. Ltd. (<strong>GACPL</strong>) and its directors, including Rakesh Kumar Wadhwan and Sarang Kumar Wadhwan. GACPL was entrusted with the redevelopment of the Patra Chawl Project in Goregaon, a project intended to rehabilitate 672 tenants.</p>



<p>The ED’s investigation alleges that GACPL’s directors misled the Maharashtra Housing and Area Development Authority (MHADA). Instead of completing the rehabilitation component, they allegedly sold Floor Space Index (FSI) to nine other developers. This fraudulent action generated a total Proceeds of Crime of approximately <strong>Rs. 1,039.79 Crore</strong>.</p>



<p>The new complaint details the specific roles of the recently summoned accused. Pravin Raut, partner in M/s Prathmesh Developers LLP, allegedly used diverted POC funds for acquiring various land parcels. Jitendra Mehta, a close associate of Rakesh Kuldipsingh Wadhawan, allowed GACPL to operate the bank account of his firm, M/s Mehta Developers, for business activities. Mr. Mehta allegedly received flats in the Patra Chawl project without any consideration for his assistance in these illegal activities.</p>



<p>In a related action, the ED recently provisionally attached properties worth <strong>Rs. 5.20 Crore</strong> belonging to Jitendra Mehta and his family. This brings the total provisionally attached assets in the case to <strong>Rs. 121.5 Crore</strong>. The attached assets include properties belonging to Pravin Raut, Sanjay Raut, Rakesh Kumar Wadhawan, and Sarang Wadhawan.</p>



<p>The ED stated that the present supplementary complaint further strengthens the case by establishing the money trail and the specific method of laundering the proceeds of crime.</p>

<p>After a prolonged wait of nearly 15 years, relief finally arrived for the members of Siddharth Nagar (Patra Chawl) Co-operative Housing Society in Goregaon (West) as MHADA successfully conducted a computerized lottery draw for 663 rehabilitation tenements. The draw was held under the supervision of the Mumbai Housing and Area Development Board of MHADA as part of the long-pending redevelopment project at Plot No. R-9.</p>



<p>The much-anticipated lottery event took place at Sardar Vallabhbhai Patel Hall in Goregaon (West), presided over by Mr. Milind Borikar, Chief Officer of the Mumbai Board. The allotment process was carried out using the RAT (Randomized Allotment of Tenement) computerized system, ensuring complete transparency. Each eligible member was allotted a rehab tenement, including details of their building number, wing, and floor.</p>



<h3 class="wp-block-heading"><strong>Transparent and Fair Allotment Process</strong></h3>



<p>Mr. Borikar, while addressing the attendees, reiterated that MHADA’s computerized lottery system remains highly transparent and free from any human interference. “As a government entity, MHADA follows strict procedures and government-approved methods to ensure fair and unbiased allotment,” he emphasized.</p>



<h3 class="wp-block-heading"><strong>Additional Facilities for Residents</strong></h3>



<p>Highlighting key developments, Mr. Borikar revealed that MHADA’s Vice President and CEO, Mr. Sanjeev Jaiswal, has approved the installation of a solar power system for the society, with planning already underway. Additionally, MHADA will provide gym equipment to set up a fitness center for residents.</p>



<p>With the redevelopment project now completed, the society has also secured its Occupancy Certificate (OC) on April 1, 2025. Though the Development Control and Promotion Regulations (DCPR) mandate 412 parking spaces, MHADA has gone beyond the requirement by arranging 686 parking spots—ensuring every household receives a dedicated parking space.</p>



<h3 class="wp-block-heading"><strong>Possession and Continued Rent Compensation</strong></h3>



<p>To support the residents, Mr. Borikar assured that if beneficiaries encounter any structural issues within one year of taking possession, MHADA-appointed contractors will carry out repairs free of cost. Furthermore, even though possession of homes has begun, rent compensation will continue until May 2025. Since January 2018, MHADA has disbursed ₹129 crore as rent compensation to affected members.</p>



<p>Following the conclusion of the draw, results were displayed on notice boards outside the venue and will also be available on MHADA’s official website (mhada.gov.in) after 6 PM today.</p>



<h3 class="wp-block-heading"><strong>Key Handover from April 7</strong></h3>



<p>Starting Monday, April 7, 2025, all 663 beneficiaries can collect their possession letters and keys from the office of the Executive Engineer, Goregaon Division, Mumbai Board, at MHADA headquarters in Bandra East. Beneficiaries must carry a valid government identity card, such as an Aadhaar Card, for the handover process.</p>



<p>This marks a significant milestone for the Siddharth Nagar (Patra Chawl) residents, who have endured years of delays and uncertainty. With homes finally being handed over, the long struggle for rightful housing is nearing a hopeful conclusion.</p>

<p>As a journalist who has covered Mumbai and it’s real estate sector for close to two decades, whenever I hear Patra Chawl, otherwise known as Siddharth Nagar, the faces of hundreds of residents flash in front of me. Today I write again as Patra Chawl has become the major reason for ED knocking the doors of Sanjay Raut.</p>



<p>In the last one decade or more, many residents of Patra Chawl located in Mumbai’s Goregaon area have contacted me, to write their ordeal and I did too. Let’s go back in history, almost 15 years ago, in 2008 MHADA got into a tri-partie agreement with a private developer named Guru Ashish Constructions and the tenants society comprising of 672 tenants of the Chawl.</p>



<p>Spread over 47 acre of land, the builder who turned greedy, instead of rehabilitating the tenants started looking for his personal profits, he started selling the saleable portions first, including selling FSI belonging to the land was sold to 9 different developers.</p>



<p>Meanwhile, severs tenants started approaching MHADA as by 2014 as rents to many of them had stopped. For those out of Mumbai, and reading this when a developer takes over a redevelopment project he pays rent to the society members till he has constructed and hands over them the possession of their house.</p>



<p>Reports suggest that since ED started it’s investigation it found that Pravin Raut, an alleged close associate of Sanjay Raut, and also of some directors of Guru Ashish Constructions had started misleading MHADA within a few years of the agreement. It is pegged that Pravin Raut allegedly sold the floor space index (FSI) to nine private developers, collecting Rs 901.79 crore. The developer is allowed to sell the FSI no doubt but only after he has constructed and rehabilitated the tenants and in this case since 2008 till date the tenants are awaiting their homes.</p>



<p>Most tenants hail from middle class community and have been actually suffering because they lost their home to a developer who had promised them rent and a home back. However, they received none. I wouldn’t be wrong to say that most of these tenants hail from the Maharashtrian community, of which Sanjay Raut claims to be the biggest leader of.</p>



<p>Coming back to Sanjay Raut reports further claim that ED has stated that Pravin Raut an alleged close aide of Sanjay Raut received Rs 100 crore from real estate company and then it was allegedly diverted to various accounts of his alleged close associates, and even family members. Sanjay Raut’s name has already featured as his alleged close aide several times now.</p>



<p>Another report suggests that ED has alleged that as early as 2010 just two years of the agreement, Rs 83 lakh, was allegedly transferred to Sanjay Raut’s wife Varsha Raut, who apparently used the money to buy a flat in Dadar.</p>



<p>The other allegation is that around eight plots of land were purchased at Alibaug in the name of Varsha Raut and another woman Swapna Patkar. The last name may ring a bell, for that go to twitter and look for it.</p>



<p>The builder who was only interested in profit had even allegedly duped several home buyers, by selling them homes in the building.</p>



<p>It is believed that the Patra Chawl scam is of no less than Rs 1000 crore and is a classic example of making the poor common citizens suffer and the nexus of Politicians-Builder-Babu who made hoards of money.</p>



<p>The investigation should also move in the offices of MHADA and those officials who were suppose to be accountable to get these tenants a home but failed.</p>



<p>Earlier this year, MHADA, the state’s housing body had announced that it will be constructing homes for the 672 tenants of Siddharth Nagar or Patra Chawl and give them homes measuring 650 square feet. The inauguration programme for the same was attended by then Chief Minister Uddhav Thackeray and NCP chief Sharad Pawar. Sanjay Raut is undoubtedly close to both of them.</p>

<p>Patra Chawl tenants who have been awaiting for a home since a long time, may have their own home. On Tuesday chief minister will be inaugurating the construction work.</p>

<p>Patra Chawl residents can celebrate at least for now as their is some good news for them.</p>



<p>On Tuesday, Maharashtra Housing and Regional Development Authority (MHADA) Siddharth Nagar (Patra chawl) Goregaon Redevelopment Project Construction of Pending Flats will be inaugurated by Maharashtra Chief Minister Uddhav Thackeray at 5 pm at Prabodhan Kridabhavan, Goregaon West.</p>



<p>The issue of construction of pending flats of 672 original tenants of Siddharth Nagar Co-operative Housing Society (Patra chawl) redevelopment project on MHADA land at Goregaon West, Mumbai will be solved through this. 672 tenants will get 650 sq. ft. Carpet area flats through redevelopment project.</p>



<p><a href="http://mhada.gov.in" target="_blank" rel="noreferrer noopener">MHADA </a>itself is working on this entire project as a developer for the redevelopment of Patra Chawl which is spread on 47 acres of land.</p>



<p>Earlier a tripartite agreement was signed between Guruashish Construction Pvt. Ltd. and MHADA. However, the developer delayed the redevelopment project for many years and due to non-payment of rent by the developer to the residents, MHADA issued a termination notice to the concerned developer and organization on 12.01.2018.</p>



<p>The developer sold the sale share of this project to 9 developers without the permission of MHADA, so these 9 developers filed suit in the Hon’ble High Court. Due to various such incidents, the redevelopment project has been stalled for the last several years.</p>

<p>A one member committee comprising of Retired Chief Secretary of the State of Maharashtra, Johnny Joseph was formed to look into the matter. The committee has submitted its detailed report to the government in two parts. Following the recommendations of Johnny Joseph’s report, through the Vice President and Chief Executive Officer a feedback was submitted to the government of Maharashtra in March 2021.</p>



<p>Following the recommendation of the committee and the feedback received from MHADA. Following the decision taken by the Cabinet in the Cabinet meeting held on 23rd June, 2021, the Housing Department of the State of Maharashtra Government Resolution issued on July 09, 2021. Accordingly, construction of pending flats on R-9 plot for rehabilitation of original 672 members of Patra chawl Housing Society is starting today (Tuesday).</p>



<p>The construction of the rehabilitation building on R-9 plot is largely incomplete. As the structural construction of the buildings on this plot has been in an incomplete condition for the last 4 years, a structural inspection was carried out by VJTI. After conducting a structural inspection and incorporating their recommendations a tender was floated/</p>



<p>Tender was opened by MHADA for this construction A letter of acceptance has been given to the first lowest bidder, M / s. Railcon Infra Projects Limited with the approval of the tender authority of Maharashtra Housing and Regional Development Authority.</p>

<p>Redevelopment in Mumbai had switched to the slow lane because of the pandemic.  However, now redevelopment projects in Mumbai may begin picking up pace again.</p>

<p>Towards the beginning of the pandemic, redevelopment in Mumbai had switched to the slow lane. Lack of capital and construction manpower and a seriously compromised construction materials pipeline were only one side of the problem. Another dampener was the fact that government offices were functioning erratically at best – and redevelopment in a city like Mumbai required the granting of countless permissions and clearances.</p>



<p>Of late, with all these bottlenecks opening up once more, redevelopment projects in Mumbai may begin picking up pace again. There are no real alternatives – the biggest problem for real estate development in Mumbai is land scarcity. There are very few opportunities for greenfield developments in the more valuable city centre areas. As such, redevelopment projects are often the only option for developers keen to have projects in such areas, where demand exceeds supply.</p>



<p><strong>Different Types of Redevelopment</strong></p>



<p>Not all redevelopment opportunities are created equal. There are basically three kinds of regular redevelopment models – slum redevelopment, cluster redevelopment, and redevelopment of four or five or even one old housing societies. Of these, most developers would prefer the kind involving old societies since the original owners are in manageable numbers, and it is easier to get a consensus.</p>



<p>However, these are not the meatiest redevelopment opportunities in Mumbai. In fact, industrial-to-residential redevelopments are far more lucrative. Here, there are relatively fewer stakeholders involved, the proposition is more or less straightforward, and the redevelopment can yield a sizeable number of residential units. Also, many such industrial units are debt-ridden and may therefore be available on distress sale directly from the financiers. In Mumbai, a good example of such industrial-to-residential redevelopment involves defunct mill premises.</p>



<p>Cluster redevelopments, on the other hand, are a lot more complicated because larger numbers of stakeholders whose buy-in needs to be obtained are involved.</p>



<p>The hardest and, in most cases, the least preferred variant is slum redevelopment. SRA projects involve countless numbers of stakeholders and government departments, apart from often vested political interests.</p>



<p>At any given time, redevelopment is a big deal in a metropolitan city hemmed in by the sea on three sides. The acute shortage of available land in the core parts of Mumbai has compelled the city to expand Northwards into adjoining districts of Navi Mumbai, Thane, and Raigad, and the peripheral suburban locations along the central and western rail network.</p>



<p>Obviously, the most lucrative redevelopments happen in the most valuable central areas where land prices are astronomical and profit margins huge. Redevelopments in the suburbs are far less attractive, and they don’t need it as much as the central areas.</p>



<p>In value terms, the division of the units from redevelopments is usually 30-40% towards the original owners, with the remaining 60-70% being available for free sale to the developer. This can vary widely according to the size of the undertaking. Redevelopments attract TDR and FSI benefits; however, the real value for developers is the location.</p>



<p>Currently, large developers involved in Mumbai redevelopment projects include names like S Raheja Realty and Kolte-Patil Developers. Many small and local developers are engaged in society redevelopments.</p>

<p><strong>The Dharavi Redevelopment Project</strong></p>



<p>Talked about for years with no progress on the ground, the Dharavi slum redevelopment project falls in a prime locality between BKC and the Lower Parel. If the state government, town planning authorities and developers ever do manage to cut through the massive Gordian Knot that has this project tied up, it will result in a massive supply infusion.</p>



<p>Residential projects there will naturally cater to high-end property buyers. With the applicable FSI there, there will be enough left for luxury housing projects after the rehabilitation of existing hutments. With an FSI of 4 instead of the usual SRA ceiling of 2.5, the Dharavi redevelopment project can indeed be a truly world-class development – and extremely lucrative for all involved stakeholders.</p>



<p>In the redevelopment plans that have been submitted as of date, Dharavi has been broken down into ten distinct sectors, each to be tackled by selected developers. This will mean that the developers would need to consider the current market for retail, commercial and residential development, and also the usage mix of the other sectors. The involved developers will have to study each catchment by its own merits, based on their own market studies and their own business models.</p>



<p>When the Dharavi redevelopment project finally gets underway, the five identified sectors – at an average of 70 acres each – are likely to feature mixed developments. The time frame for completion will probably be between 8-10 years. The property prices in and around Dharavi in areas such as Sion, Chembur, etc. are currently around INR 25,000 – 30,000 per sq ft and once the Dharavi redevelopment project completes, property rates could easily see a 30-40% upside as lot of new supply will be added in the high-demand market.</p>



<p>In terms of residential and commercial space, this particular slum rehabilitation project will yield extremely high-quality products. Because of this, they will carry an additional premium, apart from the premium attached to the location. It will certainly set new benchmarks in Indian real estate, but it cannot be compared to anything past or present.</p>



<p>Dharavi’s redevelopment will be a one-off thing – something that happens only every 50 years or so in any particular city. As a result, nothing compares to it on the domestic level. Other major urban rejuvenation drives have taken place in countries like Singapore; however, these are purely urban rejuvenation projects and have nothing to do with slum redevelopment.</p>



<p>The Dharavi redevelopment project would also create waves in the retail sector. Apart from the favourable development mix, Dharavi has a sufficient population in the SEC ‘B’ and ‘C’ sectors that use it as a launchpad to better lifestyles. This population component will definitely be a tailor-made market for value retail in the form of hypermarkets and discount stores.</p>



<p>At the same time, on Dharavi’s peripheries, Dadar, Wadala, Bandra, Ghatkopar, Sion, and Chembur will also contribute to Dharavi’s advantage, and vice versa.</p>

<p><strong>The BDD Chawls Redevelopment Project</strong></p>



<p>While Dharavi’s redevelopment is still more or less science fiction as of now, other redevelopment projects in Mumbai are happening in the here and now. For instance, the redevelopment of the Bombay Development Department (BDD) chawls is now underway. It has been long due as the structures are in a precarious condition and are unsafe for occupancy.</p>



<p>Currently, there are over 195 such tenements spread across 87 acres of prime South Mumbai in Worli, Naigaon, and Parel. Worli currently has the highest share of such structures, covering an area of 60 acres and houses over 12,000 families. These dilapidated structures once housed migrant mill workers and now occupy prime real estate locations in the city.</p>



<p>Redevelopment at such a scale – in prime South Mumbai locations – will free up precious land and give a genuine fillip to the real estate sector in the city. South Central Mumbai currently accounts for 1-5% of the total housing supply in Mumbai and is primarily driven by the luxury and ultra-luxury segments. Unlocking large land parcels will open new development avenues in the region, enabling the growth of the real estate sector across various asset classes.</p>



<p>The prevailing prices in these prime locations of South Mumbai are between INR 35,000-40,000 per sq ft, particularly in the micro-markets of Worli and Lower Parel. Prices here have remained stable for over a year despite the rise in input costs. However, the infusion of new supply at such a magnitude will probably cause some downward ripples on the pricing front.</p>



<p>The BDD chawls redevelopment will first focus on the rehabilitation of the existing residents, apart from creating free-sale stock. The share of free-sale stock, when compared to the total volume and cost of development, is not significant and will probably not impact real estate developments and prices in the area.</p>

<p><strong>What About Affordable Housing?</strong></p>



<p>Over the last few years, most of the supply in MMR has been in the affordable segment – in fact, 30-44% of all new housing in MMR has been in this category. Almost all of this new affordable supply has come up in the suburbs and peripheral regions – none in the core parts of the city.</p>



<p>In the post-pandemic period, there is a noticeable shift towards mid-segment housing as residential demand now favours more functional homes which can accommodate WFH and e-schooling in times of such disruptions. While the continued migration of workforce across various socio-economic strata does create a need for housing in Mumbai, we are unlikely to see much – if any – budget housing resulting from Mumbai’s redevelopment projects.</p>

<h2 class="wp-block-heading">15-days is the time, that the government of Maharashtra has given former Chief Secretary Johnny Joseph to come up with a solution for the residents of Patra Chawl in Goregaon. Redevelopment of which was being carried out by Guruashish, part of HDIL Group.</h2>

<p>Heard it right, the state government has given 15-days time to former chief secretary Johnny Joseph to provide a solution the issue of redevelopment of Patra Chawl, Goregaon. The process for redevelopment started in the year 2007. </p>



<p>The state government in March 2018 had appointed a one member committee under the chairmanship of former chief secretary Johnny Jospeh. The committee was appointed to carry out a thorough investigation in the Patra Chawl Redevelopment. The redevelopment was being carried out by a Guruashish Construction, a part of HDIL group at Siddharth Nagar Cooperative Housing Society a MHADA layout, </p>



<p>Jospeh submitted his report to the government after his investigation was completed. </p>



<p>In January 2018, MHADA had issued a <a href="https://mhada.gov.in/en/content/tribunal-allows-mhada-take-back-goregaon-plot-bldr">termination notice to the developer Guruashish Constructions, a part of HDIL group,</a> for not following the orders as well as not carrying out timely redevelopment of the project. MHADA issued the termination notice in order to take over the project from the private developer.</p>

<p>Guruashish Constructions had signed an agreement with MHADA and Patra Chawl residents to redevelop the land and till date the project is incomplete. In the redevelopment MHADA was to get 1 lakh sq ft of built up area from the developer, who also had to rehabilitate the 672 tenants, both free of cost.</p>



<p>On January 13, 2020, Chief Minister of the state Uddhav Thackeray called for a meeting where he took up housing issues, and it is then that the Patra Chawl redevelopment issue was discussed. </p>



<p>During the discussion it was noted that the redevelopment process for Patra Chawl was initiated in 2007 and since then around 672 residents have been waiting for their homes.</p>



<p>There were complaints from the residents that they haven’t even received the rent from the developer for many months. The matter being in the High Court, the redevelopment of Petra Chawl will be delayed </p>



<p>Also MHADA had already carried out a lottery of 306 homes constructed on the share of land belonging to MHADA. However, even after two years post lottery these homes haven’t yet been distributed. All these issues were under the consideration of the government. </p>



<p>Finally the government had now decided that, Jospeh will come out with a solution for all the issues related to the Patra Chawl redevelopment within 15-days. </p>



<p>Joseph has been assigned the task to give. solution to the government on how to carry out redevelopment of Patra Chawl, rent for residents, the lottery by MHADA and submit the report within 15-days. He has to take the decision keeping in mind the ongoing legal case in the High Court. </p>
