<p>The Brihanmumbai Municipal Corporation (BMC) has announced the sale of 426 apartments as part of a lottery process scheduled to take place from October 16 to November 21, 2025. This initiative is in accordance with the Development Control and Promotion Regulations-2034, specifically under Regulations 15 and 33 (20) (b).</p>



<h4 class="wp-block-heading">Details of the Lottery Process</h4>



<p>The lottery will be open to both economically weaker sections and low-income groups. The BMC Commissioner and Administrator, Mr. Bhushan Gagralani, has directed the implementation of this process. <p>In a landmark move for the real estate sector, the Inspector General of Registration (IGR), Maharashtra, has launched a new online e-registration system for property agreements. Hiranandani Fortune City in Panvel is the first real estate project in the state to adopt this digital framework, marking a significant step toward enhanced efficiency and transparency in property transactions.</p>



<p>The new system, a collaboration between the IGR and the Department of Registration & Stamps, allows for the complete online registration of property agreements, eliminating the need for physical visits to Sub-Registrar Offices (SROs). All key steps—including agreement drafting, Aadhaar-based e-KYC, biometric verification, and payment of stamp duty and registration fees—are now securely executed on a digital platform.</p>



<p>Speaking at the launch, the Honorable Inspector General of Registration, Maharashtra, stated that the initiative is a “transformative step” in bringing government services closer to citizens, aiming to provide “faster, transparent, and hassle-free registration services”. The system is expected to “bring a paradigm shift” in property transactions, improving the buyer experience and operational efficiency for developers.</p>



<p>Dr. Niranjan Hiranandani, a key figure in the Hiranandani Group, lauded the initiative as a “defining moment in the digital transformation of India’s real estate ecosystem”. He expressed pride that Hiranandani is a “first mover” in adopting this reform, emphasizing that technology and transparency are “the twin engines of progress”. The new system is expected to significantly reduce transactional friction and boost the ease of doing business for both domestic and NRI homebuyers.</p>



<p>The benefits of the new e-registration module extend to both buyers and developers. According to real estate experts, the online system reduces paperwork, saves time, and minimizes manual errors. It provides secure, real-time updates and allows parties to conduct transactions from any location at any time, without needing to be present at the same time or place. This initiative aligns with the “One State, One Registration” scheme, which allows citizens to register property documents at any of the 519 sub-registrar offices across Maharashtra, further enhancing convenience and accessibility.</p>

<p>The Inspector General of Registration and Controller of Stamps, Maharashtra State, Pune, has announced a significant change that will directly impact citizens, especially those who rent homes. The state has decided to immediately cancel the appointment of all Authorized Service Providers (ASPs) for the online registration of Leave and License agreements. This move is expected to simplify the process and eliminate the need for third-party intermediaries, but it could also create new challenges for tenants and landlords.</p>



<p>The ASP scheme was first launched in 2015 to help citizens who lacked the technical knowledge to navigate the online registration process for Leave and License documents. However, over time, the department received numerous complaints about the ASPs, with some even being found to have engaged in irregularities during the document registration process.</p>



<p>According to a report from various regional offices, the ASP scheme is no longer necessary due to increased technical literacy among citizens and wider access to online services. The decision to cancel the ASP appointments was made with the public interest in mind.</p>



<p>The official announcement, made by Ravindra Binwade, I.A.S., the Inspector General of Registration and Controller of Stamps, Maharashtra State, Pune, was issued on August 28, 2025. The circular, states that the decision is effective immediately. Following the new mandate, the department has instructed the relevant Deputy Inspector General of Registration and the Accounts Department to reconcile the security deposits submitted by the ASPs and make appropriate decisions regarding the remaining amount. The circular also directs the removal of all previous circulars and lists related to ASPs from the department’s website.</p>

<p>This decision is a step towards a more transparent and direct process for property transactions, but it also shifts the responsibility of online registration to the tenants and landlords themselves.</p>

The property, with a carpet area of 36.38 square meters, was bought from Priyessca Real Estates Pvt. Ltd. for a total consideration of ₹32,00,000.</p>



<p><strong>Transaction Details</strong></p>



<p>The agreement for the property, a flat on the third floor of Peninsula Heights, was registered on May 30, 2025<sup></sup>. The registration document shows that stamp duty of ₹1,92,000 was paid <sup></sup>, along with a registration fee of ₹30,000<sup></sup>. Anjali Tendulkar was provided with a 1% discount on the stamp duty, as per the policy for female buyers<sup></sup>.</p>

<p>The Reserve Bank of India (RBI) has issued a notice for the sale of its former holiday home, which includes three residential bungalows and non-agricultural plots, located near Lonavala Dam. The property is being sold through a sealed offer bidding process on an “as is where is,” “as is what is,” and “whatever there is” basis. The reserve price for the property has been set at ₹6,55,00,000.</p>



<p><strong>Bidding and Property Details</strong></p>



<p>The property, which bears Survey No. 34, consists of N.A. plots along with three G+1 storied residential bungalows<sup></sup>. The total area of the land is 3,832.36 square meters<sup></sup>. Bids must be submitted in separate sealed envelopes <sup></sup>, with the last date for receipt being September 9, 2025, by 3:00 PM IST<sup></sup>. The bids will be opened on the same day at 4:00 PM IST<sup></sup>. Prospective bidders can inspect the property up to September 8, 2025<sup></sup>.</p>



<p><strong>Key Requirements for Bidders</strong></p>



<p>A mandatory Earnest Money Deposit (EMD) of ₹10,00,000 is required to be submitted with the bid<sup></sup>. The EMD must be paid via Demand Draft or RTGS in favor of “Reserve Bank of India, Fort Mumbai”<sup></sup><sup></sup><sup></sup><sup></sup>. Bidders are also required to provide a photo identity proof<sup></sup>. All relevant communication will be conveyed via email/SMS<sup></sup>.</p>



<p><strong>Terms of Sale</strong></p>



<p>The successful bidder will be required to pay 25% of the winning bid value within 10 days of the sale confirmation. The remaining 75% must be paid within 90 days thereafter. The RBI reserves the right to reject any or all bids without assigning any reason. All expenses related to the transfer, including stamp duty, registration charges, society dues, and municipal taxes, will be the responsibility of the purchaser.</p>

<p>In a significant ruling for a homebuyer, the Maharashtra Real Estate Regulatory Authority (MahaRERA) has directed Mohan Lifespaces LLP, the developer of the “MOHAN NANO ESTATES III” project, to rectify structural defects in a flat owned by Palvinder Singh. The final order, issued on June 30, 2025, by Chairperson Manoj Saunik, addresses a complaint filed by the aggrieved allottee.</p>



<p>The complainant, Palvinder Singh, had sought various reliefs, including a full refund with interest and compensation for mental harassment, as well as the resolution of persistent structural issues such as water leakages, tile cracks, and wall cracks in his flat<sup></sup>.</p>



<p>MahaRERA, however, denied the request for a refund under Section 18 of the Real Estate (Regulation and Development) Act, 2016. The Authority observed that the Occupancy Certificate (OC) for the project was issued on January 17, 2020, prior to the stipulated possession date (including a six-month grace period) of June 30, 2020, as per the agreement for sale<sup></sup><sup></sup><sup></sup><sup></sup><sup></sup><sup></sup><sup></sup><sup></sup><sup></sup><sup></sup><sup></sup><sup></sup><sup></sup><sup></sup><sup></sup><sup></sup>. Furthermore, the complainant took possession of the flat on March 8, 2021, well after the two-month period mandated by Section 19 of the Act for allottees to take possession after OC issuance. MahaRERA concluded that the project was completed within the agreed timeline, and any delay in taking possession was not attributable to the promoter, especially since possession was accepted without protest<sup></sup><sup></sup><sup></sup><sup></sup><sup></sup><sup></sup><sup></sup><sup></sup><sup></sup>.</p>



<p>Despite denying the refund, the Authority found merit in the complainant’s plea regarding structural defects. A survey report dated October 26, 2024, submitted by the complainant, evidenced the presence of wall cracks and joint openings<sup></sup><sup></sup><sup></sup><sup></sup>. Citing Section 14(3) of the Act, MahaRERA reiterated the promoter’s duty to rectify such defects within five years from the date of handing over possession, without additional charge, and within thirty days of being notified<sup></sup><sup></sup><sup></sup><sup></sup>.</p>



<p>Given that the complaint was filed on May 1, 2024, well within the five-year statutory period from the possession date of March 8, 2021, MahaRERA directed Mohan Lifespaces LLP to rectify the identified structural defects in the flat within thirty days from the date of the order, bearing all costs<sup></sup>.</p>



<p>All other reliefs sought by the complainant were rejected, and no order as to cost was made. This ruling underscores MahaRERA’s commitment to ensuring developers address post-possession structural issues, providing crucial relief to homebuyers facing such challenges.</p>

<p>In a significant boost for affordable housing, the Maharashtra Housing and Area Development Authority’s (MHADA) Konkan Board has announced a substantial reduction in the sale prices of 6,248 flats in Kalyan taluka, Thane district. These homes, part of the “First Come, First Served” scheme launched in 2024 under the Pradhan Mantri Awas Yojana (Urban), are specifically designated for the Economically Weaker Section (EWS) category.</p>



<p>Revati Gaikar, Chief Officer of the Konkan Board, confirmed that this move will directly benefit eligible applicants and marks a crucial step towards fostering inclusive urban development. The revised sale price proposal for these flats, located at Mouje Shirgaon and Mouje Khoni, received approval from Sanjeev Jaiswal (I.A.S.), Vice President and Chief Executive Officer of MHADA.</p>



<p>Under the revised pricing structure, 5,236 flats at Mouje Shirgaon will see a reduction of ₹1,43,404 per flat, bringing the new sale price down to ₹19,28,742. Similarly, the price for 1,012 flats at Khoni has been decreased by ₹1,01,800 per dwelling unit, making the new cost per flat ₹19,11,700.</p>



<p>This reduction is anticipated to make home ownership significantly more accessible for citizens from economically weaker sections, addressing a critical need for affordable housing options in the Mumbai Metropolitan Region. The move aligns with the government’s broader commitment to providing housing for all and is expected to generate renewed interest in these Kalyan properties.</p>

<p>Bengaluru’s luxury apartment market, focusing on properties priced at ₹10 crore and above, has achieved a new record by exceeding ₹1,000 crore in annual sales, according to a report by India Sotheby’s International Realty.</p>



<p>The report indicates a significant surge in high-end demand, with 42% of Bengaluru’s total ₹10 crore+ luxury home sales over the last four years occurring in FY25 alone. This growth is attributed to factors such as Bengaluru’s thriving tech economy, rapid improvements in infrastructure, and the increasing lifestyle aspirations of urban India’s affluent population.</p>



<p>Demand is particularly strong for luxury homes priced between ₹10–12 crore, as they offer a combination of value and exclusivity. Hebbal has emerged as the leading market for these high-value apartments, capturing 22% of the total sales value. Other areas in Bengaluru experiencing increased interest in luxury apartments include Domlur, Sudhamnagar, and Bomanahalli.</p>



<p>Apartments with sizes ranging from 5,000–7,000 sq. ft. are currently in high demand, reflecting a preference for spacious, upscale living.</p>



<p>Ashwin Chadha, CEO of India Sotheby’s International Realty, commented on this trend, stating, “Bengaluru’s luxury housing market has entered a new league. We’re seeing discerning buyers- especially CXOs, startup founders, and global Indians, investing not just in a home, but in a lifestyle. The demand today is driven as much by aspiration as by strategic asset allocation. What’s equally encouraging is the rise of new luxury hubs across the city. That said, Bengaluru’s infrastructure will need to keep pace with this rapid evolution. Going forward, we expect more steady and sustainable appreciation in prices as the market matures and becomes even more quality-conscious.”</p>



<p>The report suggests that this historic growth is fueled by rising demand from high-net-worth individuals (HNIs), startup founders, CXOs, and global Indians who are increasingly seeking aspirational properties that provide exclusivity, prime locations, and a high quality of life.</p>

<p>In a move to enhance transparency and protect homebuyers, the Maharashtra Real Estate Regulatory Authority (MahaRERA) has issued a new directive mandating the prominent display of crucial project details in all advertisements.   </p>



<p>According to the circular issued on April 8, 2025, which came into effect immediately, developers and real estate agents must now ensure that the MahaRERA registration number, the MahaRERA website address, and the project’s QR code are displayed in advertisements with a font size equal to or larger than the project’s contact details. <sup></sup> If contact details are in varying fonts, the MahaRERA information must be in the largest font used. <sup></sup>  </p>



<p>Furthermore, these regulatory details, including the QR code, must be placed in the top-right quadrant of the advertisement and in a color that ensures high visibility. <sup></sup> The QR code must also be displayed correctly with the right aspect ratio, and be legible and detectable by software applications. <sup></sup>  </p>



<p>MahaRERA’s order applies to all forms of advertising, including newspapers, leaflets, booklets, electronic media, banners, hoardings, social media, WhatsApp, and other messaging platforms. <sup></sup>  </p>



<p>The authority has stated that failure to comply with these directives will result in penalties for developers and real estate agents. <sup></sup> The penalty can extend up to Rs. 50,000, with a minimum penalty of Rs. 10,000. <sup></sup> If the violation continues for 10 days after the initial penalty, further action will be taken under the Real Estate (Regulation and Development) Act, 2016, and it will be considered a “continuous violation”. <sup></sup>  </p>



<p>MahaRERA’s order clarifies that this move is necessary because it has been observed that developers often display the project’s registration number, QR Code, and website address in non-prominent locations, using small font sizes and light colors, which undermines transparency and consumer protection. <sup></sup>  </p>



<p>MahaRERA urges all stakeholders, especially developers, to cooperate and adhere to these guidelines, emphasizing their importance in ensuring transparency within the real estate sector and protecting the interests of homebuyers.</p>

<p>In a significant real estate move, Mah-Hill Properties Pvt Ltd, a subsidiary of the Adani Group, has expanded its portfolio with the acquisition of a prime land parcel in the prestigious Malabar Hill area of South Mumbai for ₹170 crore, according to property registration documents.</p>



<p>The transaction involved the transfer of ownership of over 48,000 sq ft of land from Behram Nowrosji Gamadia, which also includes a 257 sq m structure. Records indicate that this property boasts a rich history, with ownership rooted in the pre-independence era and passed down through the Gamadia family.</p>



<p>Specifically, the total land area acquired amounts to 48,491 sq ft, with the purchase transaction officially registered on March 27, 2025. Official documents detail the payment of ₹10.46 crore in stamp duty and ₹30,000 in registration fees to complete the acquisition. <sup></sup>  </p>



<p>This high-value real estate deal follows closely on the heels of another notable transaction in South Mumbai. Just last month, the iconic Laxmi Nivas bungalow, situated on Nepean Sea Road and famed for its role as a secret hideout for freedom fighters during the Quit India Movement in the 1940s, was sold for ₹276 crore, as revealed by property documents.</p>



<p>These transactions collectively underscore the enduring allure and premium value of real estate in South Mumbai’s most coveted locales.</p>
