<p>An OC is an important document and without it, one cannot occupy the apartment. However, Mumbai University’s Kalina Campus has 38 buildings without an OC, reveals RTI.</p>

<p>Out of the 63 building in Mumbai University Kalina campus 38 building’s are in without an Occupancy Certificate (OC) from the MCGM. This information was provided to RTI Activist Anil Galgali by the Mumbai University. The buildings in the Kalina campus were constructed between 1975 to 2017.</p>



<p>RTI Activist Anil Galgali had sought information from the Mumbai University about the OC of buildings in the Kalina campus. The Infrastructure Planning, execution and planning department of Mumbai University informed Anil Galgali that, maximum buildings do not have an OC. </p>



<p>Mumbai <a href="http://mu.ac.in" target="_blank" rel="noreferrer noopener">University</a> informed Anil Galgali that, a total of 63 buildings are in this campus. Of these 63 buildings 38 buildings do not have OC’s, and only 24 buildings have obtained an OC and 1 building has Part OC.</p>



<p>The buildings which have an OC are Ranade Bhavan, Tilak Bhavan, Work Shop,  WRIC Guest House, SP Ladies Hostel, New Class IV Qtrs, MJ Phule House, Dnyaneshwar Bhavan, Eurasian Studies, Staff Qtrs A,B,C,D,E,F, CD Deshmukh Bhavan, Dr.Babasaheb Ambedkar Bhavan, Press Godown, Abul Kalam Building, Phirozshah Mehta Bhavan, Anna Bhau Sathe Bhavan, Animal House, Glass House, Vice Chancellor Bungalow. Cultural Centre have Partly OC.</p>

<p>The buildings without OC include, ICSSR Hostel, Reader’s Quarters 12 A, 12B, 12 C, Students Canteen, Old Lecture Hall Complex, JN Library, JP Naik Bhavan, WRIC Administrative Building, Health Centre, Karmaveer Bhaurao Patil Boy’s Hostel, MDK Ladies Hostel, Garware Institute Old, New Garware Institute, Work Shop Garware, Staff Quartes G, Pandita Ramabai Ladies Hostel, Alkesh Dinesh Modi Gallery, Marathi Bhavan, IDOL Building, Zandu Institute, Annex Building, Life Science Building, Exam Canteen, Sports Complex, Shikshak Bhavan, Post Office, Servant Qtrs, New Lecture Complex, Sanskrit Bhavan, School Of Language, Rajiv Gandhi Centre, IT Park, Shankarrao Chavan Teachers Training Academy, UMDAE Hostel, UMDAE Faculty Building, Nano Science & Nano Tech Centre, Old Class IV Qtrs.</p>

<p>In a letter addressed to Governor Bhagat Singh koshyari, CM Uddhav Thackeray and Education Minister Uday Samant, Anil Galgali has demanded that, an enquiry should be held.</p>

<p>Mumbai University’s official statement read as follows, “Mumbai university intends to get the occupancy certificate from the corporation soon for the 4 new buildings which are currently being completed. For the remaining 38 old buildings follow ups are being carried out with BMC officials. Meetings also have been held from time to time in this regards and errors are being rectified as suggested by the officials of BMC.”</p>

<p>CIDCO in the month of January 2022 will be coming up with a lottery of 5,000 homes to know where all these homes would be read this article.</p>

<p>It’s still a long time for the year to end and for people to get sone good news in the New Year.</p>



<p>But for homebuyers wanting to buy a new house in Navi Mumbai there’s already some good news.</p>



<p>The good news is being delivered by none other than CIDCO.</p>



<p>So in January 2022, CIDCO will be holding a lottery of 5,000 homes in Navi Mumbai.</p>



<p>Urban Development minister of the state Eknath Shinde took to Twitter to make this announcement.</p>



<p>Shinde <a href="https://twitter.com/mieknathshinde/status/1470657899894431744?s=21" target="_blank" rel="noreferrer noopener">tweeted</a> in Marathi below is it’s translation.<br>“To welcome the New Year with great enthusiasm @CIDCO_Ltd In the month of January 2022, the lottery process of 5,000 ‘Mahanirman’ houses has been started.”</p>

<p>While the prices are not known yet, but we can tell you where these homes would be.</p>



<p>Firstly these homes would be majorly for the economically weaker and low income groups.</p>



<p>The minister stated that the CIDCO homes will be<br>under the Gharkul Yojana, and these affordable housing will be made available to the Economically Weaker Sections and low income groups.</p>

<p>So these home are going to be at locations like Ghansoli, Kharghar, Kalamboli, Taloja and Dronagiri in Navi Mumbai.</p>



<p>Buying a home is a dream that many aspire for but cannot because of the high realty prices.</p>



<p>Hence many homebuyers eagerly await lottery of homes that are held by government bodies like CIDCO and MHADA.</p>



<p>These homes are priced at rates lower than that if the market rates and hence sought of become affordable.</p>



<p>The lottery of homes in the start of the year will bring joys to those homebuyers who eagerly await these lotteries to own a house of their own.</p>

<p>A duplex in SoBo was sold just last week for ₹52 crore and the owner is none other than daughter in law of Dhoot of Videocon.</p>

<p>Luxury realty market in Mumbai is the one that’s making a lot of noise these days.</p>



<p>The noise is good as any big realty deals have been registered in the last few days.</p>



<p>Yet another big ticket deal took place last week.</p>



<p>The deal involves members from the Videocon’s Dhoot family.</p>



<p>According to documents accessed by Squarefeatindia provided by <a href="http://Zapkey.com" target="_blank" rel="noreferrer noopener">Zapkey.com </a>the SoBo duplex has been bought by Puja Anirudh Dhoot who happens to be the daughter in law of Videocon’s Venugopal Dhoot.</p>



<p>Dhoot paid ₹52 crore for the duplex that is on the 1st and 2nd floor of the apartment named 33 South, Peddar Road.</p>



<p>The deal according to the documents was registered with the registrar office on December 8, 2021.</p>



<p>The seller are Peddar Realty Pvt Ltd and JSW Steel Ltd.</p>



<p>A stamp duty of ₹2.08 crore was paid for the registration of the SoBo apartment.</p>



<p>The total area of the duplex is 3,400 square feet and the new owners will have access to several car parks in the building.</p>



<p>This particular SoBo building has witnessed major deals in the past.</p>



<p>In February 2021, a similar deal took place in the building 33 South Peddar Road, where duplexes located on the 27 and 28th floors were sold.</p>



<p>The deal was for ₹1.66 lakh per square feet, the seller was Sameer Bhojwani and the buyers were Jiten Doshi and Hetal Doshi, Jiten is a reputed and well known name in the Capital Markets.</p>



<p>The Doshi’s paid a total of ₹61 crore for their apartment in.</p>



<p>Another big ticket deal that took place in the same building was registered in September, 2021, duplex measuring the same as this one was sold on the 13th and 14th floor of the building.</p>



<p>The sellers of the 13th & 14th floor duplex according to registration documents are Peddar Realty Pvt Ltd and JSW Steel Ltd and the buyer was Alka Dujodwala who hails from a business family.</p>



<p>The buyer had paid ₹53 crore for the duplex and a stamp duty of ₹2.12 crore was paid for the registration of the flat.</p>

<p>A builder submitted false/invalid CC to MahaRERA during registration of the project. MahaRERA came to know about it and finally taking suo-moto action cancelled the project’s registration, barring the builder from selling flats.</p>

<p>MahaRERA while taking a suo-moto action against a builder cancelled the developers registration, because he had submitted a flase/invalid Commencement Certficiate (CC).</p>



<p>The Promoter had registered his project “SAI BUILDERS AND DEVELOPERS” under section 5 of the Real Estate (Regulation and Development) Act, 2016 bearing MahaRERA Project Registration No. P57700025674,</p>



<p>This was a suo-motu case taken up by MahaRERA against the Promoter, Shivsagar Gurucharan Yadav pursuant to an issue of submitting a false/invalid commencement certificate bearing No. KDMC NRV/BP/KV /2019-20/23 dated 17.03.2020 (CC) with regards to the project.</p>



<p><strong>On 2.09.2021, a physical hearing was held in the case whereby the following submissions were made on behalf of the Promoter:</strong><br>“It is submitted that the present matter is before the Hon’ble High Court and is likely to heard today itself. It was further submitted that this commencement certificate was submitted to the Respondent by the Architect. The said Architect is no more and that the Respondent is trying to establish contact with some representative of the said Architect. The Advocate on behalf of the Respondent has sought an adjournment to any other date to await the orders of the Hon’ble High Court.”</p>

<p>MahaRERA stated that, the following observations and provisions of the said Act are noteworthy in the present case:<br>a. As per section 4 of the said Act every Promoter who seeks registration of his real estate project is mandated to make an application to this Authority in such form, manner, within such time and accompanied by such fee as specified by the regulations made therein and also enclose the documents such as a brief details of the enterprise of the Promoter, a brief detail of the projects launched by him (in the past five years, whether already completed or being developed), an authenticated copy of the approvals and<br>commencement certificate from the competent authority obtained in accordance with the laws as may be applicable for the real estate project, the sanctioned plan, layout plan and specifications of the proposed project, etc.<br>b. Hence, the Promoter while seeking the said Project registration vide his application submitted a said CC as one of the mandatory requisites for seeking project registration under the said Act.<br>c. However, it was brought to notice of this Authority during a hearing before the Hon’ble Bombay High Court in a Public Interest Litigation No. 49 of 2021, (hereinafter referred to as the “said PIL”) that the said CC was not issued by the Competent Authority as per the law i.e. Assistant Director of the Town Planning office of Kalyan Dombivali Municipal Corporation (“hereinafter referred to as the “KDMC”).<br>d. In view of the issue brought forth during the hearing in the said PIL, on 18.08.2021 MahaRERA through its Chief Technical Officer called upon KDMC to confirm the issuance of the said CC and also inform whether any action has been initiated with regard to the construction of the said Project.<br>e. On 23.08.2021, KDMC in its reply to the query put forth by MahaRERA stated that the said CC was not issued by them, i.e. by KDMC and that directions were given to initiate action under the Maharashtra Regional and Town Planning Act,1966.<br>f. This reply thus bring enough clarity and evidence that the said CC is not valid and legal. Thus, it appears that the said CC has been obtained by means that do not appear to be above board. An investigation into this issue is directed to be taken up by KDMC forthwith.<br>g. In view thereof, it is pertinent to examine section 7 of the said Act that empowers this Authority to revoke / cancel registration granted under section 5 of the said Act:<br>“7. (1) The Authority may, on receipt of a complaint or suo motu in this behalf or on the recommendation of the competent authority, revoke the registration granted under section 5, after being satisfied that –<br>(a) the promoter makes default in doing anything required by or under this Act or the rules or the regulations made thereunder;<br>(b) the promoter violates any of the terms or conditions of the approval given by the competent authority;<br>(c) the promoter is involved in any kind of unfair practice or irregularities.<br>Explanation. – For the purposes of this clause, the term ” unfair practice means” a practice which, for the purpose of promoting the sale or development of any real estate project adopts any unfair method or unfair or deceptive practice including any of the following practices, namely: –<br>(A) the practice of making any statement, whether in writing or by visible representation which<br>(i) falsely represents that the services are of a particular standard or grade;<br>(ii) represents that the promoter has approval or affiliation which such promoter does not have;<br>(iii) makes a false or misleading representation concerning the services<br>(B) the promoter permits the publication of any advertisement or prospectus whether in any newspaper or otherwise of services that are not intended to be offered;<br>(d) the promoter indulges in any fraudulent practices.”<br>h. From the plain reading of section 7 it is clear that this Authority has Powers u/ s 7 of the said Act with regard the revocation of registration for the Promoter indulging in any kind of unfair practices like in the present case not obtaining the said CC from the Competent Authority and misrepresenting Allottees and collecting money by way of misrepresentation and taking the bookings in the said Project.<br>i. Hence, in terms of the above reply put forth by KDMC with regard the issuance of the said CC, there is no ambiguity in the fact that the said CC is not valid and legal and has been obtained by means that do not appear to be above board and thus this Authority thinks it a fit case to revoke / cancel the MahaRERA Project registration No. P517000266L4 for the said Project and safeguard the interest of the prospective Allotees and the existing Allottees from investing / engaging further in the said Project<br>j. Further, the Promoter shall be barred / restrained to forthwith advertise, market book, sell or offer for sale, or invite persons to purchase in any manner any apartment or building, as the case may be, in the said Project or part of it, in any planning area, of the said Project.<br>k. This Authority would also urge upon the Secretary (Urban Development) Government of Maharashtra to immediately put in place a system wherein all milestone approvals relevant to buyers / purchasers of real estate projects; such as Commencement Certificate (CC), Occupation Certificate (OC) are put upon a dedicated portal by the respective Planning Authority so that the veracity of the Certificates can be verified by both the buyers f purchasers of real estate projects and MahaRERA. This shall be an important consumer protection measure.</p>



<p>In the<a href="https://maharera.mahaonline.gov.in/Upload/PDF/SUOMOTUCaseNo206of2021.pdf" target="_blank" rel="noreferrer noopener"> final order</a> signed by Chairman Ajoy Mehta and Dr Vijay Stabir Singh, Member-1, MahaRERA, it held that, “Thus, in view of the above observations and the provisions of the said Act, this Authority revokes / cancels the MahaRERA Project Registration No. P51700026614- Further, all departments such as Secretary (Urban Development) Government of Maharashtra and all local Planning Authorities to ensure that all statutory certificates are uploaded immediately upon issuing the same on their respective website /<br>webpage and timely changes / additions f alterations / modifications must also be immediately uploaded upon issuing the same from time to time. Further, the Promoter is restrained not to advertise, market, book, sell or offer for sale, or invite persons to purchase in any manner apartment or building, as the case may be, in the said Project or part of it.”</p>

<p>The state government’s Urban Development department came out with a GR stating formation of a committee to decide the property tax on no ike towers and also the future of illegal mobile towers.</p>

<p>There are many a buildings in the city of Mumbai and the state that have mobile towers.</p>



<p>The state government’s Urban Development department came out with a government resolution.</p>



<p>The government resolution is about formation of a committee that will decide the property tax and also the future of illegal mobile towers.</p>



<p>The <a href="https://www.maharashtra.gov.in/Site/Upload/Government%20Resolutions/Marathi/202112101542149925.pdf" target="_blank" rel="noreferrer noopener">resolution</a> says that in a meeting under the chairmanship of Chief secretary it was decided a committee be formed as property tax on mobile towers within Municipal corporation and municipal councils are different and it should be brought at par.</p>



<p>The committee will also look in to the future of the illegal mobile towers. The committee will also decide the way how these illegal mobile towers can be regularised.</p>



<p>The committee will be chaired by Principal Secretary, Urban Development department, the other members will be Additional Cheif Secretary of Revenue Department, Additional Chief Secretary, Rural Development Department, Secretary/Principal Secretary, Information Technology Department, and Commissioner, Directorate of Municipal Administration.</p>

<p>The committee shall invite experts and other secretaries as per the need too.</p>



<p><strong>The committee shall be discussing the following points.</strong><br>1) To being at par the tax collected on Mobile towers across the state and also to collect the arrears<br>2) To set Procedures and timelines for authorizing unauthorized mobile towers.<br>3) To provide instructional instructions regarding Access Charges.<br>4) To decide restoration charges</p>



<p>The committee will present its report in 15 days, the GR was issued on December 10.</p>

<p>MahaRERA came out with a <a href="https://maharera.mahaonline.gov.in/Upload/PDF/Order%20No%2028.pdf" target="_blank" rel="noreferrer noopener">circular</a> listing out points that seeks details from the developers carrying out any form of redevelopment in Mumbai & Maharashtra.</p>

<p>There are several redevelopment proiects being undertaken in the State, such as Slum Rehabilitation Projects, Redevelopment of Housing Societies, Redevelopment of Housing Schemes of MHADA & Other Public Authorities, Cluster Redevelopmen! Redevelopment of Cessed Buildings etc. under 33(5), 33(7), 33(7 A), 33(78), 33(9), 33(9A), 33(98),33(10),33(10,4), etc. of Greater Mumbai DCPR 2034 and under 7.3,7.4,7.6, 1.4.6, 74.7, etc. of UDCPR for Maharashtra State.</p>



<p>While the Sale Component in these redevelopment projects needs to be registered with MahaRERA as per Section 3 of the Act.</p>



<p>MahaRERA stated that, there is a need to clarify the details of the documents to be submitted by Promoter for these projects so as to ensure completeness of the registration application and removal of any ambiguity.</p>

<p>MahaRERA says, this shall ensure that comprehensive information is available to citizens in a simple and easily understandable formats, ensuring informed decision making.</p>



<p>This will also enhance transparency and citizen centricity in real estate sector in the State says the authority.</p>

<p>Therefore, the following documents have to be attached for registration of Sale Component of Redevelopment Projects:<br>a) Resolution / NOC from Society/Association of residents of the rehabilitation component confirming the Promoter’s rights to undertake the redevelopment project.<br>b) LoI / NoC / Equivalent Document from the Planning Authority confirming Promoter’s rights to undertake the redevelopment project.<br>c) Valid Commencement Certificate of Sale Component from concerned Planning Authority.<br>d) All the above documents should be in name of the Promoter entity. Where the Promoter’s name is not on Commencement Certificate, a copy of the collaboration agreement, development agreement, joint development agreement or any other form of agreement, as the case may be, confirming the right of Promoter entity to execute the agreement for sale or such other document, in respect of the saleable component.<br>e) All the documents provided above shouid be clearly legible.<br>f) The data provided in the documents should be current up-to-date and true on the date of submission of application</p>



<p>With this homebuyers will be able to ascertain that the project in which they are investing is a redevelopment project and has all the required permissions from the society and tenants Association.</p>

<p>Here’s what the industry experts, developers and builders have to say about the same, and how it has impacted the realty industry.</p>

<p><strong>Dr. Niranjan Hiranandani, Vice Chairman National – NAREDCO, and MD Hiranandani Group:<br></strong>The Reserve Bank of India defines a positive roadmap for economic growth with a balanced view. The continuance of accommodative stance on the policy rate is on the back of confidence instilled by RBI in India’s steady GDP growth rate as projected. A status quo is maintained on the key rates as the economy looms over uncertainties due to the new strain of Omicron virus buds in. With the Indian economy reflecting a ‘K-shaped’ recovery, there is an urgent need to uplift reeling sectors like Manufacturing, MSMEs and Services which are crucial for equitable economic growth. Measures that give a boost to job creation are an absolute priority. Stakeholders in the Indian economy look forward to enhanced Government spending in terms of capex for infrastructure growth and the possibilities of a deficit need to be overlooked in favour of spending to spur economic growth. Real estate will benefit from the low home loan interest rates which continue as a result of the RBI MPC’s decision, and home buyers should make the most of historic low home loan interest rates regime.</p>

This was expected, and is the ninth consecutive time that the RBI maintained status quo amid current uncertainties. The unchanged repo rates will help maintain status quo on the prevailing low interest rate regime for some more time. This works well for all home loan borrowers as the environment of affordability will continue.</p>

It is imperative that low mortgage rates would continue, at least till the end of the year. This will provide required fuel for the growth of the economy along with the real estate industry to which several other allied sectors are linked with. We at NAREDCO have already urged the State Government to reconsider their decision and reinstate the stamp duty reduction for another year so as to encourage home buyers and invest in their dream homes.”</p>



<p><strong>Ramesh Nair, CEO| India, and Managing Director, Market Development| Asia, Colliers.<br></strong>On expected lines, RBI has kept repo rates unchanged at 4% for the 9th consecutive time. This accommodative stance will aid demand dynamics and propel economic growth to mitigate the impact of Covid-19. This will support RBI’s vision of GDP growth of 9.5% for the year. At the same time, the growth will also hinge upon the new variant of covid-19 and its impact. The unchanged repo rate will continue to improve sentiments in the real estate sector. The housing sector is already seeing a revival in sales, led by low home loan rates, pent-up demand, and stable prices.</p>

The low interest rates have been a crucial factor in the revival of the demand in the real estate sector. The sector saw a good festive season on the back of rock-bottom interest rates on home loans along with festive offers from good developers. The buyers are already coming back to the market and we feel that this might be the last opportunity for the homebuyers to purchase property with low interest rates before RBI decides to hike it in their next policy announcement. The increased affordability due to unchanged Repo Rate, developer offers and schemes, festival benefits has worked in the favour of developers with the sector recording growth of 15 – 20% over the last few quarters. The new variant as well as the continued lowest interest rates are the two main triggers which will drive the sales for next few quarters due to increased interest of home buyers to own a dream home.</p>

The various policy reforms along with the all-time low housing loan rates have given the much-required fillip to sales activity in the last few quarters. <p>Omicron the new variant of COVID 19 virus, will it have any impact on the real estate sector? The first two had devastating impact, where the realty industry faced a major problems.</p>

<p>It’s not even months that relaxations came in After the second wave.</p>



<p>Already two waves have caused an irreversible damage on the economy and human lives.</p>



<p>With the new variant Omicron which has already reached India, the fear of another impact is being felt.</p>



<p>During the first two lockdowns because of coronavirus led pandemic, the realty industry had suffered a lot.</p>



<p>Now Omicron has touched upon the same fear for the industry.</p>



<p>Dr. Niranjan Hiranandani, Vice Chairman-National, <a href="http://Naredco.com" target="_blank" rel="noreferrer noopener">NAREDCO</a> and MD, Hiranandani group spoke extensively on Impact of Omnicron on real estate.</p>



<p>Hiranandani speaking on the impact of Omicron virus on the real estate sector, said the virus has been a tricky issue to deal with, and we can expect new twists and turns in the tale as we go along. “The Omicron mutation is the latest challenge for not just humankind but also for economic growth and development. Will it result in yet another lockdown; how long will it take for the pharma industry to come up with a solution – the jury’s out on these aspects, so far.”i</p>

<p>“The uncertainty weighs on our minds, and business plans may need to be adjusted in sync with whatever challenges Omicron throws up. Will a booster dose of the vaccine be a proper solution or will the pharma industry offer an alternative option, and whether economic recovery will yet again, slide to a stop – the next few days should give us clarity on how things work out,” he added.</p>



<p>“Hopefully, we will get a solution and the economic recovery will continue with Covid-19 appropriate behaviour, and successful implementation of the vaccination process,” he concluded.</p>

<p><strong>MMR</strong> saw <strong>11 </strong>land deals involving <strong>768 acres</strong> of area – a <strong>64% share</strong> of the total 1,205 acres of planned residential development across the top cities.</p>

<p>Land is still the most precious resource amid rapid urbanization and quite a lot of this finite resource changed hands across the top cities during the pandemic. <a href="http://anarock.com" target="_blank" rel="noreferrer noopener">ANAROCK</a> data indicates that many developers and entities sealed around 45 separate land deals cumulatively accounting for over 1,757 acres of area across the top 7 cities between Q3 2020 and November 2021.</p>



<p>Of the total transacted land area, approx. 69% or 1,205 acres are proposed to be developed into multiple residential projects across these cities. The total development potential of these deals works out to at least <strong>45-50 Mn sq. ft</strong>. of residential area.</p>



<p>As many as 28 residential land deals were closed across the cities in the last year:</p>



<ul class="wp-block-list"><li>Land-starved <strong>MMR</strong> saw <strong>11 </strong>land deals involving <strong>768 acres</strong> of area – a <strong>64% share</strong> of the total 1,205 acres of planned residential development across the top cities</li><li><strong>NCR</strong> came a distant second with <strong>4</strong> separate deals accounting for <strong>12%</strong> of the total land deals with approx. <strong>150 acres</strong> earmarked for development. This includes <strong>3 deals</strong> for a total of <strong>77 acres</strong> in <strong>Gurugram</strong>, and <strong>one deal</strong> for over <strong>73 acres</strong> in <strong>Noida</strong></li><li><strong>Kolkata</strong> saw <strong>2</strong> separate deals for over <strong>92 acres</strong> of land on a joint development agreement (JDA) basis</li><li><strong>Hyderabad</strong> witnessed <strong>2</strong> separate land deals for a total of <strong>78 acres</strong></li><li><strong>Bengaluru</strong> saw <strong>5</strong> separate deals for a total of <strong>59 acres</strong> earmarked for residential development, <strong>Pune</strong> saw <strong>3</strong> deals for approx. <strong>42 acres</strong>, and <strong>Chennai</strong> saw <strong>1</strong> deal for <strong>16+</strong> acres.</li></ul>



<p>The top developers who bought land parcels for residential developments include Godrej Properties, Sunteck Realty, Ashiana Housing, Mahindra LifeSpaces, M3M Group, and Runwal Developers.</p>

<p>“The last 7-8 months before COVID-19 (March 2020) saw limited land deals as the real estate industry was grappling with liquidity issues at the time,” says <strong>Santhosh Kumar, Vice Chairman – ANAROCK Group</strong>. “Then COVID-19 brought the sector to a virtual standstill for 3-4 months. For about a year, developers preferred to either service their debts or complete previously-launched projects.”</p>



<p>“However, from Q3 2020, activity resumed and several landowners who previously held fast to their land put their holdings up for sale. Resultantly, some prominent deals took place in the last one year, at more or less the same price points as the previous year. Many developers with the financial wherewithal saw this period as opportune to secure good land parcels in key micro-markets across the top 7 cities.”</p>

<p><strong>Proposed Developments – Other Segments</strong></p>



<p>Besides proposed residential developments, industrial, commercial, data centres, and retail also saw land acquired for development:</p>



<ul class="wp-block-list"><li>Out of the total of 45 land deals for over 1,757 acres, at least six deals for 411 acres of land are earmarked for a logistics & industrial park and township. Of this, two deals for over 275 acres were closed in Gurugram, followed by two deals in Chennai for over 83 acres, and one each in Howrah and MMR for 31 acres and 22 acres, respectively</li><li>For mixed-use developments, three land deals for over 58 acres were closed – one each in MMR, Chennai and Gurugram</li><li>At least five deals for at least 44 acres were closed for commercial developments in Bengaluru (3) and MMR (2). The details for one of these deals have not been disclosed</li><li>At least 30 acres are proposed to be utilized for data centres in Navi Mumbai</li><li>Approx. 9 acres have been earmarked for two separate retail developments</li></ul>

<p>Here’s an important update in terms of real estate for the Navi Mumbai International Airport. This will help the construction industry.</p>

<p>This piece will be giving you an insight on an important update related to the Navi Mumbai International Airport,</p>



<p>Because if this new update, developmemt permission process for plots will get accelerated in the Navi Mumbai Airport Rehabilitation area.</p>



<p><a href="http://codco.gov.in" target="_blank" rel="noreferrer noopener">CIDCO</a> had obtained a blanket NOC from the Airport Authority of India regarding permissible heights for the building in the rehabilitation area (R&R) in the year 2015. The validity of said NOC has been lapsed in the year 2020. Therefore, the applicants seeking development permissions and occupancy certificates have to approach individually to Airport Authority of India for getting these NOCs.</p>



<p>To mitigate this issue, Management of CIDCO have pursued with the Airport Authority of India and thereby succeeded in getting extension in validity of these blanket NOCs. 5 out of the 6 blanket NOCs {Sector-1 (Vadghar), Sector 24 (Vahal 1), Sector 25 (Vahal 2), Sector 25A (Vahal 3), Pushpak Nagar} are extended till January to March 2024. Efforts are being taken to extend the validity of remaining NOCs for the R-1 to R-5 (Vadghar 1) area. The Corporation is following up in the matter. The extension to this balance NOC is expected to be granted soon.</p>

<p>“In view of CIDCO’s continuous efforts and understanding of the problems of the project affected people, No Objection Certificates were revalidated by the Airports Authority of India for 5 out of 6 pockets. This important decision will accelerate the development of the airport rehabilitation and resettlement area,” said Dr. Sanjay Mukherjee, Vice Chairman & Managing Director, CIDCO.</p>



<p>After the extension was granted, in the month of October – November 2021, CIDCO has granted 7 development permissions and issued 34 Occupancy Certificates in R&R pockets.</p>



<p>As per notification of UDD in GoM No, TPS 1818/CR-238/18/Sec 37(1AA)/UD-13, dated 02/12/2020 the Unified Development Control and Promotion Regulations (UDCPRs) are applicable for CIDCO area. The request of VC&MD, CIDCO, to permit row housing and semi-detached type development in the plots having area upto 450 Sq.M. in R&R pockets per erstwhile Regulations of CIDCO was considered by the UDD in GoM.</p>



<p>Thereby, the plots allotted to PAPs in R&R pockets having area up to 450 Sq.M. can be developed in semidetached and row house type pattern, with permissible FSI of 1.5, within height of 13m (excluding the height of STILT floors for parking). Also, the proposals wherein NOC for additional FSI as per UDCPRs has been issued by Estate Department of CIDCO are permitted to be developed with higher FSI.</p>



<p>Above efforts of CIDCO have paved the way for faster grant of development permissions in R&R area.</p>



<p>However, a general perception is being created that CIDCO has stopped granting development permissions. It is hereby appealed not to pay attention to any rumors and submit proposals of development permissions with required documents, so that the same can be processed at the earliest.</p>
