<p>The Government of Maharashtra has approved a landmark initiative to measure <strong>approximately 2.12 crore rural land parcels</strong> created since 1992 and update them with accurate boundaries and records. In a decision aimed at strengthening land governance, improving record accuracy, and reducing property disputes, the state will also assign a <strong>Unique Land Parcel Identification Number (ULPIN)</strong> to every parcel.</p>



<p>The move comes through a <strong>Government Resolution (GR)</strong> issued by the Revenue &amp; Forest Department on <strong>27 January 2026</strong>, which launches a <strong>pilot project</strong> for sub-plot (pothissa) measurement across rural areas. The project is being implemented under the supervision of the <strong>Commissioner &amp; Director, Land Records, Maharashtra State, Pune</strong>, coordinated with other state, central, and district agencies.</p>

<h3 class="wp-block-heading"><strong>Background: Why this project is needed</strong></h3>



<p>Land records in Maharashtra date back to the <strong>first survey and settlement between 1890 and 1930</strong>. At that time, over <strong>50 lakh land parcels</strong> were mapped and recorded in the official 7/12 extract (Aminakar Amhlek). Subsequent consolidation increased this to <strong>1.40 crore parcels</strong> with updated maps and records.</p>



<p>However, since <strong>1992</strong>, additional parcels have been created through:</p>



<ul class="wp-block-list">
<li>Sale deeds</li>



<li>Inheritance partitions</li>



<li>Gift deeds</li>



<li>Other transfers</li>
</ul>



<p>As of <strong>December 2024</strong>, over <strong>2.12 crore such sub-plots</strong> exist in 7/12 records <strong>without proper measurement</strong> on land maps. Because of this mismatch:</p>



<ul class="wp-block-list">
<li>Land maps and 7/12 records do not align</li>



<li>Farmers face boundary disputes</li>



<li>Banks and insurance companies have difficulty verifying collateral</li>



<li>Government schemes and crop surveys encounter implementation challenges</li>
</ul>

<h3 class="wp-block-heading"><strong>What the project will do</strong></h3>



<p>The pilot project seeks to:</p>



<ol class="wp-block-list">
<li><strong>Measure all new rural sub-plots on the ground</strong></li>



<li><strong>Update and integrate land maps with 7/12 records</strong></li>



<li><strong>Assign a Unique Land Parcel Identification Number (ULPIN)</strong> to every parcel</li>



<li>Create an <strong>accurate and integrated digital land database</strong></li>
</ol>



<p>This will help in:</p>



<ul class="wp-block-list">
<li>Reducing boundary and ownership disputes</li>



<li>Providing accurate maps linked to 7/12 record extracts</li>



<li>Supporting crop insurance, agricultural credit, and compensation schemes</li>



<li>Enabling reliable land data for purchase and valuation purposes</li>
</ul>

<h3 class="wp-block-heading"><strong>Committee structure for implementation</strong></h3>



<p>To ensure effective coordination and execution, the GR establishes committees at multiple levels:</p>



<h4 class="wp-block-heading"><strong>State-Level Monitoring Committee</strong></h4>



<p>Chaired by the <strong>Additional Chief Secretary (Revenue)</strong>, the committee includes senior representatives from:</p>



<ul class="wp-block-list">
<li>Land Records and Survey departments</li>



<li>Town Planning authorities</li>



<li>Survey of India</li>



<li>Remote sensing agencies</li>
</ul>



<p>It will meet at least <strong>four times a year</strong> to:</p>



<ul class="wp-block-list">
<li>Monitor progress</li>



<li>Provide administrative approvals</li>



<li>Resolve policy and coordination issues</li>
</ul>

<h4 class="wp-block-heading"><strong>State Executive Committee</strong></h4>



<p>Led by the <strong>Commissioner &amp; Director, Land Records</strong>, this committee is responsible for:</p>



<ul class="wp-block-list">
<li>Administrative implementation</li>



<li>Project governance</li>



<li>Financial oversight</li>



<li>Coordination with the State Project Management Unit (SPMU)</li>
</ul>

<h4 class="wp-block-heading"><strong>District-Level Committee</strong></h4>



<p>Chaired by the <strong>District Collector</strong>, this body will ensure:</p>



<ul class="wp-block-list">
<li>Local coordination among revenue, police, and survey departments</li>



<li>Public outreach and awareness</li>



<li>Timely issue resolution<br>It is slated to meet twice annually.</li>
</ul>

<h4 class="wp-block-heading"><strong>Taluka-Level Committee</strong></h4>



<p>At the taluka level, a committee led by the <strong>Sub-Divisional Officer (SDO)</strong> will:</p>



<ul class="wp-block-list">
<li>Hold <strong>weekly meetings</strong></li>



<li>Coordinate ground measurement work</li>



<li>Engage local revenue staff (including talathis and patils)</li>



<li>Address complaints and technical issues</li>
</ul>



<p>This ensures rigorous local oversight and participation.</p>

<h3 class="wp-block-heading"><strong>Public involvement and accuracy checks</strong></h3>



<p>The GR mandates involvement of:</p>



<ul class="wp-block-list">
<li>Local revenue officers</li>



<li>Talathis (village accountants)</li>



<li>Police patils</li>



<li>Private survey agencies</li>



<li>Village landowners</li>
</ul>



<p>Public participation and awareness are considered essential during measurement to ensure transparency and accuracy.</p>

<h3 class="wp-block-heading"><strong>Digital land governance and future readiness</strong></h3>



<p>Assigning a <strong>ULPIN</strong> — a globally recognised unique identifier for land parcels — will:</p>

<li>Enable seamless integration of land maps and records</li>



<li>Provide a uniform reference for government schemes</li>



<li>Support digitised land databases</li>



<li>Aid banks, insurers, and agri-sector programmes</li>
</ul>



<p>This initiative aligns with the state’s broader push toward <strong>digital land records management</strong> and improved rural land administration.</p>
