<p class="wp-block-paragraph">The Maharashtra government on June 22, 2026 granted formal approval to two new metro rail projects in Navi Mumbai — Metro Line 1A (Belapur to Sagar Sangam, 3.02 km) and Metro Line 2 (Pendhar to Navi Mumbai International Airport Terminal-4, 14.07 km) — at a total project completion cost of ₹5,575 crore. The government order, issued under GR No. MRD-3326/PR.No.18/NV-7 and signed by Joint Secretary Vijay Chaudhary, follows a decision taken at the Cabinet Infrastructure Committee meeting chaired by the Chief Minister on June 9, 2026.</p>



<p class="wp-block-paragraph">The two lines together span 17.09 km and will have 12 elevated stations — one on Line 1A and eleven on Line 2. Implementation will be carried out through Mumbai Metro Rail Corporation Limited (MMRCL), working from the Detailed Project Report (DPR) prepared by CIDCO. The existing Navi Mumbai Metro Line 1 (Belapur to Pendhar, 11 km), which has been operational since November 2023, will be integrated with the two new lines to create a seamless extended network.</p>



<p class="wp-block-paragraph"><strong>Project Cost and Funding Structure</strong></p>



<p class="wp-block-paragraph">The ₹5,575 crore project completion cost includes base civil and systems cost of ₹3,809 crore, land acquisition of ₹408 crore, state taxes of ₹297.97 crore, central taxes of ₹337.07 crore, station property development of ₹24 crore, price escalation of ₹669 crore, and interest during construction of ₹438 crore.</p>



<p class="wp-block-paragraph">The funding structure is split across multiple sources. The central and state governments will each contribute ₹713 crore as equity — 13.82% each. Both will also provide ₹318 crore each as interest-free subordinate debt to cover 50% of central taxes each, adding another 6.16% each. The largest share — ₹2,721 crore, or 52.74% — will come from bilateral and multilateral financial institutions as external debt. The Navi Mumbai International Airport Ltd (NMIAL) will contribute ₹376 crore for the 1.3 km stretch falling within airport boundaries. CIDCO will separately provide ₹416 crore for land acquisition, rehabilitation and resettlement, and multi-modal integration studies — an amount outside the sanctioned project cost. MMRCL has been authorised to raise the bilateral and multilateral loan and to engage with the central government for its share of equity and subordinate debt.</p>



<p class="wp-block-paragraph"><strong>What This Means for Residents and Commuters</strong></p>



<p class="wp-block-paragraph">The project directly addresses a gap that has long constrained Navi Mumbai’s growth — the absence of reliable, high-frequency metro rail access to the upcoming Navi Mumbai International Airport (NMIA), which is set to become one of India’s busiest aviation hubs.</p>



<p class="wp-block-paragraph">Metro Line 2, running 14.07 km from Pendhar to NMIA Terminal-4 with 11 elevated stations, will for the first time give lakhs of Navi Mumbai residents a direct rail link to the airport. Commuters from Kharghar, Taloja, Kalamboli, Kamothe, Pendhar, Roadpali, and Padgha — areas currently underserved by rapid transit — will be able to reach the airport without depending on road transport, which is routinely congested on the Sion-Panvel Highway and surrounding roads.</p>



<p class="wp-block-paragraph">Metro Line 1A, the shorter 3.02 km link from Belapur to Sagar Sangam, serves as an important bridging connector. It will provide interchange with the proposed Gold Line (Metro Line 8) that plans to connect Mumbai’s Chhatrapati Shivaji Maharaj International Airport with NMIA, making Sagar Sangam a critical multi-modal node. Residents of CBD Belapur, Seawoods, and surrounding areas will gain direct rail access westward to this interchange.</p>



<p class="wp-block-paragraph">The government order notes that the project’s catchment area covers approximately 196.7 square kilometres, spanning Navi Mumbai Municipal Corporation, Panvel Municipal Corporation, Uran Nagar Panchayat, and the Navi Mumbai New Town area. According to the government’s own projections, the population in this region is approximately 19.30 lakh today and is expected to grow to around 52.10 lakh by 2061 — making investment in this metro infrastructure both timely and essential.</p>



<p class="wp-block-paragraph">Areas that will see the most direct benefit include Seawoods, CBD Belapur, Kharghar, Navde station (suburban rail interchange on the Panvel-Diva line), Pendhar, Taloja, Padgha, Roadpali, Kalamboli, and Kamothe. The project also incorporates an interchange point at Khandeshwar station on the CSMT-Panvel line, and connections with the proposed Metro Line M24 serving the International Corporate Park and the NAINA (Navi Mumbai Airport Influence Notified Area) region.</p>



<p class="wp-block-paragraph">The project is expected to be completed over four years, from 2027-28 to 2030-31. The Economic Internal Rate of Return (EIRR) has been assessed at 17.82%, and the financial IRR including property development stands at 14.39% — figures that indicate the project is commercially and economically viable.</p>



<p class="wp-block-paragraph"><strong>Revenue and Sustainability</strong></p>



<p class="wp-block-paragraph">The government has approved a dedicated urban transport fund mechanism to sustain the project financially. Revenue will be generated through premium FSI (Floor Space Index) charges on properties within 500 metres of the metro corridor, development charges of up to 100% over existing rates in the metro influence zone, a 1% stamp duty surcharge on property transactions, commercial development at depots and station land parcels, advertising income from station branding, co-branding and naming rights, kiosk income, ATM centres, and parking fees. Non-fare revenue is estimated at approximately 10% of total ticket revenue during operations.</p>



<p class="wp-block-paragraph">Fares for the new lines will be based on the existing Navi Mumbai Metro Line 1 structure — currently ranging from ₹10 to ₹40 depending on distance — with a 5% annual revision factor applied. The Fare Fixation Committee will retain authority over future fare revisions as per the Metro Railway Act.</p>



<p class="wp-block-paragraph">For the millions of residents of Navi Mumbai’s rapidly expanding southern and eastern nodes, this project is transformative — turning the airport from a distant destination accessible only by road into a station on their daily metro network.</p>

<p class="wp-block-paragraph">The <strong>Atal Setu sea bridge</strong>, which has dramatically cut travel time between Navi Mumbai and South Mumbai, is another game-changer that places Panvel firmly on the real estate radar of buyers, developers, and investors.</p>

<p class="wp-block-paragraph">CIDCO has launched Mass Housing Scheme in Taloja and Dronagiri areas of Navi Mumbai.</p>



<p class="wp-block-paragraph">CIDCO has launched a Mass Housing Scheme, this scheme was launched on January 26, 2024 on the auspicious occasion of the 75th Republic Day. Under the scheme 3,322 tenements have been made available on a large scale in well-connected Taloja and Dronagiri nodes of Navi Mumbai through means of Navi Mumbai Metro & India’s longest sea link MTHL respectively. The online registration for the Mass Housing Scheme began on January 26.</p>



<p class="wp-block-paragraph">“Under the scheme 3,322 tenements have been made available for EWS and General Category citizens in well-connected Taloja and Dronagiri nodes. I appeal that more and more citizens should take benefit of the scheme to fulfil their dream of home.” said, Anil Diggikar, Vice Chairman & Managing Director, CIDCO.</p>



<p class="wp-block-paragraph">Out of the 3,322 tenements, 312 tenements i.e. 61 in Dronagiri and 251 in Taloja are available for EWS under the PMAY while 3,010 tenements i.e. 374 in Dronagiri and 2,636 in Taloja are available for the General Category. <p class="wp-block-paragraph">All the processes, related to Mass Housing Scheme – 2024 from registration and application to lottery will be conducted in an easy and transparent online manner and the online registration has begun from 26 January, 2024. The computerized lottery for the scheme will be conducted on 19 April, 2024.</p>

<p class="wp-block-paragraph">The forest department was handed over 68.4 hectares of Mangrove forest area by CIDCO in the second phase in Panvel Taluka of Navi Mumbai.</p>

<p class="wp-block-paragraph">68.4 hectares of Mangrove Forest Area under the CIDCO jurisdiction in the Panvel Taluka was handed over to the Mangrove Cell of the Forest Department in the second phase on 21 February 2022.</p>



<p class="wp-block-paragraph">Dr. Sanjay Mukherjee, VC & MD, CIDCO handed over the mangrove area to M Adarsh Reddy, Divisional Forest Officer, Mumbai Mangroves Conservation Unit.</p>



<p class="wp-block-paragraph">In the first phase, CIDCO has handed over 281.77 hectares of Mangrove forest under its jurisdiction to the Forest Department. Considering the importance of these mangrove forests, they have been handed over to the Forest Department by CIDCO aiming to protect and conserve mangrove regions as ‘Reserved Forest.’</p>

<p class="wp-block-paragraph">“We are committed to the Environment and sustainable development. While planning Navi Mumbai, CIDCO had kept about 40% area for green cover including gardens, playgrounds and Non Development zone. Under the guidance of GoM so far, CIDCO has handed over Approx. 2000 hectares of land to the forest department, making it the only Government organization and Public Sector Undertaking to hand over such large pieces of mangrove lands,” said Dr. Sanjay Mukherjee, Vice-Chairman and Managing Director, CIDCO</p>



<p class="wp-block-paragraph">In order to protect and preserve the mangrove forests in the Mumbai Metropolitan Region, the concerned government agencies and authorities were asked to transfer the mangrove forest areas under their jurisdiction to the Mangrove Cell of the Forest Department. In the first phase, CIDCO transferred a total of 281.77 hectares of Mangroves forests in August 2021.</p>

<p class="wp-block-paragraph">Out of the total 281.77 hectares, 134 hectares were located at Kamothe, 38 hectares at Panvel, and 109 hectares at Kolhe-Khar. In the second phase, CIDCO handed over a total of 68.4 hectares of Mangrove forest area to the Forest Department. Out of the total 68.4 hectares, 24.20 hectares are located at Ulwe, 3.15 hectares at Wahal, 39.94 hectares at Waghiwali, and 0.75 hectares at Sonkhar.</p>



<p class="wp-block-paragraph">Also, <a href="http://cidco.gov.in" target="_blank" rel="noreferrer noopener">CIDCO</a> has planted Mangroves over 370 Hectares with the help of Mangrove cell, which is functional. Mangrove interpretation cell is also located in Airoli.</p>



<p class="wp-block-paragraph">Mangroves play an important role in preventing the flooding of residential areas during heavy monsoon and storms and significantly reduce soil erosion in the coastal areas. These mangrove forests are also home to a large number of species of animals, birds, and aquatic life. Thus, in order to provide sufficient statutory security to the mangrove region in the Mumbai Metropolitan Region, CIDCO has notified and handed over the mentioned mangrove region to the mangroves cell of the forest department.</p>

<p class="wp-block-paragraph">CIDCO came out with a statement on the rumours about the corporation launching a new housing scheme on the occasion of Gudi Padwa, here’s what CIDCO said.</p>

<p class="wp-block-paragraph">There has been a lot of news amongst common public about CIDCO launching a new housing scheme.</p>



<p class="wp-block-paragraph">Several news outlet claimed that the housing scheme will be launched on Gudi Padwa.</p>



<p class="wp-block-paragraph">However, CIDCO came out with a statement on this entire issue.</p>



<p class="wp-block-paragraph">CIDCO has come out with an appeal asking citizens to be cautious.</p>



<p class="wp-block-paragraph">The <a href="http://cidco.gov.in" target="_blank" rel="noreferrer noopener">statement</a> has asked citizens not to believe in rumours about launching of new housing scheme on the occasion of Gudi Padwa.</p>



<p class="wp-block-paragraph">CIDCO has appealed to the citizens not to believe in news published in some newspapers which states that CIDCO will launch a new housing scheme on the occasion of Gudi Padwa. CIDCO has asked the citizens to trust information published by the Corporation through its official medium only.</p>



<p class="wp-block-paragraph">CIDCO has recently launched a housing scheme on 26th January 2022 and through it has made available 5,730 tenements in Taloja node, one of the fastest developing node of Navi Mumbai. The node has excellent connectivity through the Mumbai- Pune Expressway, Railways, and CIDCO’s Navi Mumbai Metro project. Out of the 5,730 houses released under the scheme, 1,524 houses are available under the Pradhan Mantri Awas Yojana for the Economically Weaker Sections of the society.</p>



<p class="wp-block-paragraph">The remaining 4,206 houses are for the general category. Online applications for the scheme will be accepted online till February 24, 2022. The scheme has received an overwhelming response and up to now 15,000 applications have received. CIDCO is appealing to all the citizens, to grab this golden opportunity and participate in ongoing housing scheme.</p>



<p class="wp-block-paragraph">CIDCO provides affordable housing to the common man through its various housing schemes. Information about these housing schemes is published by the Corporation through various mediums, so that it reaches the maximum number of people.</p>



<p class="wp-block-paragraph">CIDCO urges citizens to rely only on the information provided by CIDCO’s press releases, CIDCO’s official website, Facebook page, YouTube channel, and Twitter handle regarding housing schemes and draws.</p>



<p class="wp-block-paragraph">Similarly, CIDCO will be announcing new scheme for sale of its commercial shops very soon.</p>

<p class="wp-block-paragraph">CIDCO had come up with a lottery of 5,730 homes in Taloja. Now there’s some good news that may cheer those applying.</p>

<p class="wp-block-paragraph">Rolling stock of Navi Mumbai Metro approved by the Railway Board of Government of India</p>



<p class="wp-block-paragraph">This is being hailed as an important step towards starting passenger traffic.</p>



<p class="wp-block-paragraph">The rolling stock (coaches, electrical, etc.) of CIDCO’s Navi Mumbai Metro has been approved by the Railway Board of the Government of India on 11 February 2022. This is an important step towards starting passenger traffic. The Navi Mumbai Metro now awaits civil work inspection.</p>



<p class="wp-block-paragraph">“CIDCO has received the clearance of the Rolling Stock (Coaches, Electrical, etc) of Navi Mumbai Metro from the Railway Board, Government of India on 11th February 2022. This is a very significant development towards Commissioning of Navi Mumbai Metro. Now, the clearance of the Civil part alone remains. Once the Civil Clearance of Navi Mumbai Metro is received, Phase 1, Line 1 would be ready for operations,” said Dr. Sanjay Mukherjee Vice-Chairman and *Managing Director, CIDCO.</p>



<p class="wp-block-paragraph">In order to strengthen the public transport system in Navi Mumbai even further, CIDCO is developing four elevated routes under the Navi Mumbai Metro. The first phase of the Navi Mumbai Metro stretches from Belapur to Pendhar covering around 11 km, with 11 stations and a depot at Taloja.</p>



<p class="wp-block-paragraph">The MahaMetro was appointed by CIDCO to provide engineering assistance for the Belapur-Pendhar route. So far, the Metro has completed trails related to oscillation, electrical safety, emergency brakes, etc. successfully and obtained the certificates from the RSDO.</p>



<p class="wp-block-paragraph">The safety tests conducted by CMRS will be crucial as the certificate will allow the Navi Mumbai Metro to be opened for passenger traffic. On 17th and 18th January, the CMRS team conducted the safety trials on Line -1 and Taloja Depot in the presence of the Joint Managing Director of CIDCO as well as concerned officials from CIDCO and Maha Metro.</p>



<p class="wp-block-paragraph">Upon successful completion of the inspection of the civil work, a green signal will be given by CMRS and Railway Board to start direct passenger transport.</p>



<p class="wp-block-paragraph">CIDCO <a href="http://Lottery.cidco.gov.in" target="_blank" rel="noreferrer noopener">lottery</a> comprises of 5,730 homes in Taloja for which the draw will be held on March 11.</p>



<p class="wp-block-paragraph">Application process have already begun for the lottery that are in two categories one is Economically Weaker Section whereas the other is for Genera public .</p>

<p class="wp-block-paragraph">On YouTube someone asked me this question whether a Muslim gets a house in CIDCO lottery. I decided to answer it.</p>

<p class="wp-block-paragraph">CIDCO last month announced a lottery of 5,730 homes in Navi Mumbai’s Taloja area.</p>



<p class="wp-block-paragraph">Since then a lot of questions regarding the prices, location and other aspects kept popping.</p>



<p class="wp-block-paragraph">However, I was surprised when I saw a comment on one of my YouTube videos on CIDCO lottery.</p>



<p class="wp-block-paragraph">The <a href="https://youtu.be/8GkgIQAOC_Y" target="_blank" rel="noreferrer noopener">comment</a> was by T Shaikh, who had asked me, Bhai, Kya Muslim ko CIDCO me room milta hai?</p>

<p class="wp-block-paragraph">A literal translation of this line would be, does a Muslim get a house in CIDCO?</p>



<p class="wp-block-paragraph">I decided to answer the comment, and here it is.</p>



<p class="wp-block-paragraph">Firstly let me tell you there are certain conditions that one had to fulfil to apply for a CIDCO lottery.</p>



<p class="wp-block-paragraph">These conditions are that the applicant be minimum 18 years of age.</p>



<p class="wp-block-paragraph">The applicant should be a domicile of Maharashtra, which means the applicant should have resided in Maharashtra for 15 years.</p>

<p class="wp-block-paragraph">The CIDCO lottery is also in two separate income groups.</p>



<p class="wp-block-paragraph">One of them is Economically Weaker Section, whereas the other one is for general public.</p>



<p class="wp-block-paragraph">Under EWS, the yearly income of the applicant shouldn’t exceed ₹3 lakh. If married and the spouse is an earning member then their combined salary shouldn’t exceed ₹3 lakh.</p>

<p class="wp-block-paragraph">Under the EWS scheme there also is a subsidy of PMAY, here the applicant cannot have a pucca home on his name anywhere in India.</p>

<p class="wp-block-paragraph">For the general public category, the applicant should have a yearly salary exceeding ₹3 lakh. If married then the spouse if earning then their combined salary should exceed ₹3 lakh only then will the applicant fall in the general public.</p>

<p class="wp-block-paragraph">CIDCO lottery at no place mentions that a person from any religion cannot apply. A Muslim, a Hindu, a Sikh, a Christian, a Parsi, a Jain and any other religion one follows is allowed to apply if they fulfill the above mentioned criteria.</p>

<p class="wp-block-paragraph">CIDCO on the Republic Day announced the lottery for a total 5,730 homes, know all the details here.</p>

<p class="wp-block-paragraph">This is something for which many were waiting, finally the lottery had been announced by CIDCO.</p>



<p class="wp-block-paragraph">The lottery will comprise of a total 5,730 homes, and the process begun from Republic Day.</p>



<p class="wp-block-paragraph">Online application registration for this scheme begun from January 26, 2022. Under this scheme, 5,730 houses (flats) have been made available at Taloja Node in Navi Mumbai for the economically weaker sections and general category citizens.</p>



<p class="wp-block-paragraph">Dr. Sanjay Mukherjee, Vice President and Managing Director, CIDCO, while informing about the scheme, said that it was providing 5,730 affordable houses in the fast growing and well connected Taloja Node in Navi Mumbai and appealed to citizens to take advantage of this scheme.</p>



<p class="wp-block-paragraph">Out of the 5,730 houses provided under the scheme, 1,524 houses are available under the Pradhan Mantri Awas Yojana for the economically weaker sections and the remaining 4,206 houses are for the general category. Applicants from economically weaker sections are eligible Rs. 2.5 lakh grant under the PMAY scheme.</p>

<p class="wp-block-paragraph">All the procedures of this scheme will be carried out in a transparent online manner for which the website <a href="https://lottery.cidcoindia.com" target="_blank" rel="noreferrer noopener">https://lottery.cidcoindia.com</a> has been made available. Applications for this scheme will be valid from 26 January 2022 to 24 February 2022.</p>



<p class="wp-block-paragraph">Online applications can be submitted from 27 January 2022 to 25 February 2022. The online deposit can be made between January 27, 2022 to February 25, 2022.</p>



<p class="wp-block-paragraph">The computerized lottery of the scheme will take place on March 11, 2022. Eligibility criteria related to the scheme, details of houses, schedule etc. Detailed information is available on the website.</p>



<p class="wp-block-paragraph">Taloja Node is one of the fastest growing nodes in Navi Mumbai. The Mumbai-Pune Highway, Railways and CIDCO’s Metro Project have given this node better connectivity. The Metro depot is at Taloja and this node will also be connected to CBD Belapur via Metro.</p>



<p class="wp-block-paragraph">Some of the areas in this node are reserved for schools, degree colleges, places of worship, hospitals, community centers, hostels etc. Some areas have been identified by CIDCO for commercial activities near metro railway stations. This will create a lot of commercial opportunities in the Taloja node.</p>



<p class="wp-block-paragraph">“With affordable housing, connectivity, employment, commercial projects, Taloja Node will be a good option for living in Navi Mumbai,” read a statement released by CIDCO.</p>
