<p>The Maharashtra government has approved and released a total of ₹5,585.68 crore to 29 municipal corporations across the state as compensation under the Maharashtra Goods and Services Tax (Compensation to Local Authorities) Act, 2017. The funds, covering the months of April and May 2026, were disbursed through a government resolution dated May 12, 2026, issued by the Urban Development Department.</p>



<p>The compensation stems from revenue losses incurred by urban local bodies following the nationwide implementation of GST on July 1, 2017, which abolished entry taxes, octroi, local body taxes, and other levies that municipalities previously collected under Entry 52 of List II of the Seventh Schedule of the Indian Constitution.</p>



<p>Of the total sanctioned amount, certain deductions were made before disbursement. A sum of ₹3.44 crore was recovered from 25 municipal corporations toward the operation and maintenance of High Capacity Suction and Jetting Machines with Water Recycling Facility — equipment being provided to urban local bodies for the health and safety of workers who clean underground drainage and sewage collection systems. Additionally, ₹49.96 crore was deducted for outstanding payments to EESL (Energy Efficiency Services Limited) for LED street lighting for 15 municipal corporations, with dues pending up to November 2025. After these deductions, the net amount actually disbursed stands at ₹5,532.28 crore.</p>



<p>The Additional Secretary of the Urban Development Department has been designated as the Drawing and Disbursing Officer, responsible for drawing the full amount from the Pay and Accounts Officer in Mumbai and transferring it immediately to the respective municipal corporations and the Directorate of Municipal Administration.</p>



<p><strong>Here is the breakdown of funds allocated to each municipal corporation for April and May 2026:</strong></p>



<p>Nagpur has received ₹318.63 crore. Chandrapur has been allotted ₹12.62 crore. Amravati gets ₹23.27 crore. Akola receives ₹18.34 crore. Chhatrapati Sambhajinagar (formerly Aurangabad) has been allocated ₹78.12 crore. Parbhani receives ₹1.75 crore. Latur gets ₹1.38 crore. Nanded-Waghala has been allocated ₹22.48 crore. Nashik receives ₹269.54 crore. Malegaon gets ₹44.46 crore. Dhule receives ₹28.28 crore. Jalgaon gets ₹31.74 crore. Ahilyanagar (formerly Ahmednagar) receives ₹25.24 crore. Pune has been allocated ₹485.05 crore. Pimpri-Chinchwad receives ₹457.54 crore. Kolhapur gets ₹35.78 crore. Solapur receives ₹57.52 crore. Sangli has been allotted ₹43.16 crore. Mira-Bhayandar receives ₹58.40 crore. Vasai-Virar gets ₹94.16 crore. Bhiwandi-Nizampur receives ₹68.02 crore. Ulhasnagar gets ₹51.48 crore. Kalyan-Dombivli receives ₹59.82 crore. Thane has been allocated ₹221.52 crore. Navi Mumbai receives ₹316.28 crore. Panvel gets ₹90.42 crore. Brihanmumbai Municipal Corporation (BMC) has received the largest share at ₹2,587.55 crore. Jalna receives ₹10.86 crore. Ichalkaranji gets ₹18.82 crore.</p>



<p>The expenditure is being charged under Demand No. F-4, Major Head 3604, Sub-Head 0998 of the 2026–27 budget.</p>

<p>In a significant administrative overhaul, the Maharashtra government has formally dissolved the leadership structure of Special Purpose Vehicles (SPVs) set up under the Central government’s Smart City Mission, transferring all powers to the respective Municipal Corporation Commissioners. The Government Resolution (GR), issued by the Urban Development Department on April 22, 2026, effectively marks the beginning of the end for the standalone Smart City institutional machinery in the state.</p>



<p><strong>What Were Smart City SPVs?</strong></p>



<p>When the Centre launched the Smart City Mission, each selected city was required to set up a Special Purpose Vehicle — a separate company incorporated under the Companies Act — to plan, appraise, approve, and implement Smart City projects. These SPVs had their own Chairpersons, Boards of Directors, and Chief Executive Officers, typically drawn from senior IAS officers, functioning independently of the parent Municipal Corporation. Maharashtra had eight such SPVs operating across Nagpur, Nashik, Pune, Pimpri-Chinchwad, Thane, Kalyan-Dombivli, Solapur, and Aurangabad (Chhatrapati Sambhajinagar).</p>



<p><strong>What the GR Orders</strong></p>



<p>The GR is sweeping in its scope. It orders the following:</p>



<p>The Chairpersons and Directors of all eight Smart City SPVs are relieved of their positions, and their powers stand transferred to the respective Municipal Corporation Commissioners. The CEO role of each SPV is similarly handed over to the Municipal Commissioner or Additional Commissioner of the concerned corporation.</p>



<p>All contractual officers and employees working under the Smart City SPVs are to be relieved and their charge transferred to regular Municipal Corporation staff — with a compliance report to be submitted to the government by April 30, 2026.</p>



<p>After the transfer of SPV assets to the Municipal Corporation is complete, the CEOs of each Smart City SPV are directed to independently initiate the process of winding up the company incorporated under the Companies Act for the Smart City Mission.</p>



<p><strong>Who Gets Charge of Which City</strong></p>



<p>The GR names specific IAS officers as the new custodians of Smart City powers. For Nagpur, Commissioner Bipin Iyenkar takes over from MMRDA Commissioner Sanjay Mukherjee. In Nashik, Commissioner Manisha Khatri, who was already holding additional charge as SPV CEO, now formally holds full authority. Pune’s Smart City powers move to Commissioner Navalkinshore Ram, while Pimpri-Chinchwad’s go to Commissioner Vijay Suryavanshi. Thane’s Commissioner Saurabh Rao, Kalyan-Dombivli’s Commissioner Abhinav Goyal, Solapur’s Commissioner Sachin Ombale, and Chhatrapati Sambhajinagar’s Commissioner Amol Yedge round out the list.</p>



<p><strong>Why Is This Happening?</strong></p>



<p>The GR’s preamble is candid about the reasons. The Smart City Mission’s operational period ended some time ago, and the Centre has made clear that no further funds will flow for the mission beyond its concluded tenure. All Smart City projects were to be completed by December 2025 — a deadline set at a meeting on April 7, 2025, and communicated through an official memorandum. With the project pipeline wound down and central funding ceased, maintaining parallel institutional infrastructure in the form of standalone SPVs no longer serves any administrative purpose.</p>



<p>The Maharashtra government had already directed the transfer of SPV assets to Municipal Corporations through a letter dated March 27, 2025, and the current GR is the logical follow-through — dismantling the human resource and governance layer of the SPVs as well.</p>



<p><strong>The Larger Picture</strong></p>



<p>The Smart City Mission, launched by the Centre in 2015, was one of India’s most ambitious urban transformation programmes, injecting funds into 100 selected cities for infrastructure, technology, and governance upgrades. Maharashtra had eight cities selected under the mission. However, the programme has faced sustained criticism for delays, incomplete projects, and the creation of parallel bureaucratic structures that sometimes operated at cross-purposes with the parent Municipal Corporations.</p>



<p>By merging Smart City powers back into the Municipal Commissioners’ offices, the Maharashtra government is signalling a consolidation of urban governance — streamlining accountability and reducing institutional duplication. The move also means that any pending Smart City works or assets will now fall squarely under the Municipal Corporation’s responsibility, with no separate body to either credit or blame.</p>

<p>Transport Minister Pratap Sarnaik announced that the Maharashtra Government will soon open tenders to develop bus depots across the state on a long-term lease of 98 years. The lease will be structured as 49 years, extendable by another 49 years. He made the announcement while inaugurating the fourth edition of <em>HOMETHON 2025</em>, a three-day mega property exhibition organised by NAREDCO Maharashtra at the Jio World Convention Centre in Mumbai.</p>



<p>Speaking at the <em>Real Estate Forum 2025</em>, held on the sidelines of the property expo, Sarnaik said that the Maharashtra State Road Development Corporation (MSRDC) holds more than 13,000 acres of land at key locations including Kurla, Borivali, and other towns across the state. “To utilise these lands and redevelop the existing bus depots, the government has decided to extend the lease period from the earlier 30 years to 98 years. These ST bus depots will be developed as modern bus ports, similar to the model adopted in Gujarat,” he said.</p>



<p>Sarnaik urged the state’s real estate developers to actively participate in the upcoming tenders for the development of these depots.</p>



<p>He further revealed that the much-awaited pod taxi service will soon commence operations in Bandra-Kurla Complex (BKC) and later expand to other parts of the Mumbai Metropolitan Region, including Mira-Bhayandar and Thane.</p>

<p>In a first-of-its-kind initiative in the Indian real estate sector, Rustomjee Group has unveiled a 35,000 sq. ft. on-site labour housing facility at its flagship project, Rustomjee Urbania in Thane. The facility, inaugurated on April 13, is designed to accommodate 500 construction workers and represents a significant investment in worker welfare and sustainable infrastructure.</p>



<p>The housing unit comprises 84 rooms, each measuring 10 feet by 10 feet, with the capacity to house up to six workers per room. The accommodation is constructed using PUF panels to provide thermal insulation and ensure comfortable indoor temperatures.</p>



<p>Key infrastructure includes a 40 KLD sewage treatment plant for water recycling, a 200 kg organic waste composter for managing kitchen waste, and a full fire safety network with yard hydrants, fire pumps, and sprinklers installed in high-risk zones such as the kitchen and gas bank.</p>



<p>Speaking on the launch, Mr. Boman Rustom Irani, Chairman and Managing Director of Rustomjee Group, said, “Our newly developed labour accommodation at Urbania is a reflection of our belief that the people who build our cities deserve to be at the heart of them. This initiative is part of our long-term vision to improve standards of worker welfare in the industry.”</p>



<p>The facility includes 29 toilets, 9 urinals, 15 bathing points, and a UV-based water purification system for clean drinking water. A canteen with 42 double-burner gas stoves has been built to serve up to 280 workers simultaneously.</p>



<p>Additional amenities aimed at improving the quality of life for the workers include an open gym, sports areas, an entertainment room, a projector hall, a full-time doctor’s clinic, a maternity room, a crèche, barber shop, and retail outlets.</p>



<p>Mr. Anupam Verma, CEO of Kapstone Constructions, a Rustomjee Group company, stated, “Labour housing is often treated as a compliance requirement. We’ve taken a different approach by designing this with the same precision and care as our premium residential offerings.”</p>



<p>Rustomjee has confirmed that similar labour welfare models are being planned for other upcoming projects, aligning with its broader strategy of inclusive and sustainable development.</p>

<p><em>29 Stalls Set Up from December 2-11 to Offer Information and Assistance with Registration</em></p>



<p>The Konkan Housing and Area Development Board of MHADA has initiated a large-scale campaign to promote the sale of flats under the First-Come, First-Serve (FCFS) scheme. These flats are available for Economically Weaker Sections (EWS), Low-Income Groups (LIG), and Middle-Income Groups (MIG) under the Pradhan Mantri Awas Yojana (PMAY-Urban). The flats are located in Virar-Bolinj, Khoni-Kalyan, Shirdhon-Kalyan, Gotheghar-Thane, and Bhandarli-Thane.</p>



<p>As part of this campaign, 29 information stalls have been set up at key locations across the region from December 2 to December 11, 2024. The stalls will provide detailed information about the available flats, application eligibility, and the online registration process. Applicants can apply through the official MHADA website (<a href="https://lottery.mhada.gov.in/">https://lottery.mhada.gov.in</a>). The registration process began on October 11, 2024.</p>



<p><strong>Campaign Details</strong><br>Mrs. Revati Gaykar, Chief Officer of the Konkan Board, highlighted that the stalls aim to assist prospective buyers by offering information on the FCFS flats, eligibility criteria, and the application process. In addition to the stalls, flyers and street plays are being organized to raise awareness about the housing schemes.</p>



<p><strong>Message to Applicants</strong><br>Mr. Anil Wankhade, Deputy Chief Officer of MHADA, encouraged potential applicants to take advantage of the campaign’s support services. This initiative is part of MHADA’s ongoing efforts to sell unsold flats across Maharashtra, as directed by MHADA Vice-President and CEO, Mr. Sanjeev Jaiswal.</p>



<p><strong>Stall Locations</strong><br>The stalls are strategically placed at various government offices and public locations. These include the head offices of municipal corporations in Vasai-Virar, Mira-Bhayandar, Ulhasnagar, Navi Mumbai, Kalyan-Dombivli, Thane, and Palghar. Additionally, stalls are available at district collector offices in Palghar and Thane, the Thane RTO, subdivision offices in Vasai, Ulhasnagar, Palghar, and Kalyan, and the tehsildar’s office in Ambernath. Other prominent locations include the Mahape MIDC administrative office, the Jivdani Devi Temple in Virar, churches in Virar and Vasai, and major railway stations in Virar, Vasai, Thane, Badlapur, Ambernath, Ulhasnagar, Vashi, Panvel, Dombivli, Karjat, and Kalyan.</p>



<p><strong>Support at the Stalls</strong><br>Each stall is staffed by Konkan Board representatives who provide comprehensive guidance on the housing schemes, eligibility, and the online application process. They assist with document requirements and help resolve any application-related issues immediately. For further support, a dedicated team at the MHADA office is available for coordination.</p>



<p><strong>Project Features</strong><br>Mr. Mahesh Jeswani, Chief Engineer at MHADA, stated that all the projects under the FCFS scheme are equipped with essential facilities, including 24-hour water supply, firefighting systems, lifts, and common areas. In addition, each housing complex will have sewage treatment plants and organic waste converters.</p>

<p>The Maharashtra Real Estate Regulatory Authority (MahaRERA) has issued a public <a href="https://maharera.maharashtra.gov.in/sites/default/files/Orders_and_circulars/De-registration_listno012.pdf">notice</a> regarding the de-registration applications of 19 real estate projects across the state, including major developments by prominent developers like Macrotech Developers and K Raheja Corp Real Estate Pvt. Ltd.</p>



<p>The promoters of these projects have submitted applications for de-registration under the provisions of the Real Estate (Regulation and Development) Act, and the public is being given an opportunity to submit objections to these requests. The list of projects includes both large-scale residential and commercial developments across multiple cities in Maharashtra.</p>

<p>The Maharashtra Housing and Area Development Authority (MHADA) has directed a Thane-based developer to stop charging additional development fees from 132 flat winners under the Economically Weaker Section (EWS) category of the Konkan Board’s Dhokali housing lottery. The developer is instructed to charge only the advertised flat prices, along with permissible government fees, providing relief to beneficiaries of the 2023 lottery.</p>



<p>In a joint meeting with eligible flat winners, MHADA officials, and the developer’s representatives, MHADA Vice President and CEO Sanjeev Jaiswal emphasized adherence to the guidelines of the 20% All-Inclusive Scheme of the Unified Development Control and Promotion Regulations (UDCPR-2020). This scheme aims to provide affordable housing to citizens in the EWS and Low Income Group (LIG) categories. Under this scheme, MHADA advertises flats priced with an additional 25% construction cost included. The remaining amount, excluding administrative fees, is to be paid by beneficiaries directly to the developer, making the developer’s demand for extra charges unacceptable.</p>



<p>The developer had requested ₹3,58,635 as development charges from each beneficiary, which violated the agreed terms. The directive instructs the developer to only levy applicable government fees and provide beneficiaries with a detailed breakdown of the charges. The developer is also required to complete flat agreements with all beneficiaries and submit a report on corrective actions taken.</p>



<p>This issue arose after MHADA’s lottery held in February 2024, offering 132 flats to EWS beneficiaries at Plot No. 380, Highland Springs, Dhokali. Successful applicants were to pay 1% of the total flat cost to MHADA as an administrative fee, with the remaining amount and government-mandated fees payable directly to the developer. Despite the advertised flat price of ₹18 lakh, the developer issued demand letters for an additional ₹9 lakh, raising serious concerns among beneficiaries.</p>



<p>Following these excessive demands, MHADA had previously instructed the developer not to charge beyond government-sanctioned fees and to issue revised demand letters in compliance with RERA regulations. Due to the developer’s lack of response, several beneficiaries filed complaints during the Lokshahi Din grievance redressal meeting.</p>



<p>MHADA’s swift action provides clarity and relief to affected beneficiaries, confirming that no additional charges beyond those sanctioned by the government are to be collected under this scheme. Beneficiaries are now assured of purchasing flats at the originally advertised rates, without unforeseen expenses.</p>
