<p>In a move aimed at promoting homeownership among women and boosting the real estate market, the Uttar Pradesh government has announced a 1% reduction in stamp duty for women purchasing property valued up to ₹1 crore. The decision is being hailed by industry leaders as a progressive step towards women’s financial empowerment and housing inclusivity, particularly in the state’s key residential hubs like Noida, Greater Noida, and Ghaziabad.</p>



<p><strong>Positive Sentiment for Women Buyers</strong></p>



<p>Vikas Tomar, Executive President &amp; Business Head at Square Yards, said the decision is expected to significantly improve market sentiment, especially among first-time women homebuyers.</p>

<p>“This move will likely boost sentiment among women aspiring to own a home. It encourages more families to register properties in the name of women, supporting broader goals of financial inclusion and empowerment,” he noted.</p>
</blockquote>



<p>Tomar added that the mid-segment housing market—which already appeals to end-users and first-time buyers—is likely to benefit the most. “With this added incentive, we’re likely to see greater interest in the mid-range category across cities like Noida, Greater Noida, and Ghaziabad,” he said.</p>



<p><strong>Call for Inclusive Reforms Across Buyer Segments</strong></p>



<p>While welcoming the move, some industry stakeholders believe the government should go further. Vikas Bhasin, Managing Director of Saya Group, acknowledged that a reduction in stamp duty eases the financial burden on homebuyers but urged for more comprehensive reform.</p>

<p>“Stamp duty and other levies form a significant part of home-buying costs. Any reduction certainly helps buyers save money, but we have consistently advocated for a broader reduction in stamp duty,” Bhasin said.</p>

<p>He emphasized that the current system of charging GST on under-construction properties, in addition to stamp duty, significantly inflates the final cost. “The government should consider reducing these charges for all homebuyers, regardless of gender or property value, to make homeownership truly affordable,” he added.</p>



<p><strong>Mid-Segment Housing in Focus</strong></p>



<p>According to market analysts, the mid-segment housing category—typically priced between ₹40 lakh and ₹1 crore—has remained resilient amid broader market fluctuations and is likely to attract even more traction with this policy change. Developers anticipate a rise in women-centric bookings and are likely to tailor offerings accordingly.</p>



<p>With residential demand already on the rise in UP’s NCR pockets, the latest move is expected to add momentum to end-user activity while also aligning with long-term goals of financial inclusion and gender equity in property ownership.</p>

<p>The Indian real estate sector is witnessing a significant transformation, with women emerging as a growing force in homeownership. According to a recent report by Square Yards, the number of residential transactions registered solely by women surged to <strong>1.29 lakh in 2024</strong>, marking a <strong>14% increase</strong> compared to the previous year. This growth outpaced the <strong>11% increase</strong> seen among male homebuyers during the same period, signaling a shift in financial independence and decision-making among women.</p>



<h3 class="wp-block-heading"><strong>Growing Influence of Women in Real Estate</strong></h3>



<p>The report, titled <em>‘Key Holders of Change &#8211; Women Driving Real Estate Growth and Transformation’</em>, analyzed data from major cities, including <strong>Mumbai, Navi Mumbai, Thane, Pune, Bengaluru, Hyderabad, Noida, Greater Noida, and Ghaziabad</strong>. The total number of <strong>residential transactions across these cities reached 5.77 lakh in 2024</strong>, reflecting a <strong>4% increase</strong> from 5.56 lakh in 2023.</p>



<p>Notably, <strong>women buyers accounted for 22% of the total residential transactions in 2024, up from 20% in 2023</strong>. Meanwhile, sole male buyers saw an 11% increase in transactions, rising from <strong>1.96 lakh in 2023 to 2.18 lakh in 2024</strong>. However, <strong>joint ownership transactions (male + female) declined by 7%</strong>, though they remained the largest segment, representing <strong>40% of the total transactions</strong>.</p>

<p>Commenting on the trend, <strong>Kanika Gupta Shori, COO and Founder, Square Yards</strong>, stated, <em>“As women gain greater empowerment through education, workforce participation, and financial independence, they are emerging as formidable decision-makers in real estate. The 14% annual rise in residential transactions by women in 2024 underscores this shift. While there is still a long way to go, the increasing number of women homeowners signals a stronger, more inclusive housing market.”</em></p>

This year alone, 1.29 lakh homes were registered under sole women buyers. Notably, women constitute 53% of our clientele as sole or joint homebuyers. <h3 class="wp-block-heading"><strong>Government Policies and Financial Incentives Fueling Growth</strong></h3>



<p>Several government schemes and financial benefits are enabling women to become homeowners more easily. Key initiatives include:</p>

<li><strong>Pradhan Mantri Awas Yojana (PMAY):</strong> Requires at least one woman as a registered property owner.</li>



<li><strong>Stamp Duty Concessions:</strong> Many states, including Maharashtra and Uttar Pradesh, offer <strong>1–3% lower stamp duty</strong> and <strong>0.5–1% reduced registration charges</strong> for female buyers.</li>



<li><strong>Home Loan Interest Rate Discounts:</strong> Major lenders provide a <strong>0.05% lower interest rate</strong> for home loans where a woman is the primary applicant.</li>



<li><strong>Tax Benefits:</strong> Women homebuyers can avail deductions under <strong>Sections 80C, 80EE, and 24b</strong>, providing up to <strong>₹1.5 lakh</strong> relief on the principal amount and <strong>₹2 lakh</strong> on interest payments.</li>

<p>Indian women are increasingly investing in real estate, with <strong>31% now buying homes as an investment</strong>, up from <strong>21% in H2 2022</strong>, according to the latest <strong>ANAROCK Consumer Sentiment Survey (H2 2024)</strong>. While <strong>69% of women homebuyers remain end-users</strong>, the rise in investment purchases signals a shift in financial priorities.</p>



<h3 class="wp-block-heading"><strong>Real Estate Dominates as the Preferred Investment</strong></h3>



<p>The survey highlights that <strong>70% of women now prefer real estate as an investment</strong>, up from <strong>65% in H2 2022</strong> and <strong>57% in H2 2019</strong>. In contrast, confidence in the <strong>stock market has sharply declined</strong>—only <strong>2% of women now favor it</strong>, compared to <strong>20% two years ago</strong>.</p>



<p>&#8220;With growing independence and higher disposable incomes, women are increasingly entering the housing market as confident investors,&#8221; said <strong>Anuj Puri, Chairman &#8211; ANAROCK Group</strong>. &#8220;Considering the recent stock market volatility, women have chosen the more stable investment option in housing.&#8221;</p>



<h3 class="wp-block-heading"><strong>More Than 52% of Women Prefer Premium &amp; Luxury Homes</strong></h3>



<p>The survey also reveals that <strong>over 52% of women homebuyers now prefer properties priced above ₹90 lakh</strong>, up from <strong>47% in H2 2022</strong>.</p>



<p><strong>Budget Preferences Among Women Homebuyers (H2 2024):</strong></p>



<ul class="wp-block-list">
<li><strong>33%</strong> prefer homes priced between <strong>₹90 lakh – ₹1.5 crore</strong></li>



<li><strong>11%</strong> opt for properties in the <strong>₹1.5 crore – ₹2.5 crore</strong> range</li>



<li><strong>8%</strong> choose <strong>ultra-luxury homes above ₹2.5 crore</strong></li>

<p>A notable trend is the increasing preference for <strong>under-construction (UC) properties</strong> among women investors. In H2 2024, <strong>18% of women homebuyers preferred UC properties</strong>, nearly <strong>double the 10% in H2 2022</strong>.</p>



<p>Conversely, the demand for <strong>ready-to-move-in (RTM) homes has dropped</strong> to <strong>29% in H2 2024</strong>, down from <strong>48% in H2 2022</strong>. The shift indicates that women are prioritizing <strong>long-term capital appreciation over immediate possession</strong>, especially as new projects from reputed developers inspire greater confidence.</p>

<p>CREDAI-MCHI, the apex body representing real estate developers in the Mumbai Metropolitan Region (MMR), will host its 32nd Property and Home Finance Expo from January 17-19, 2025, at the Jio World Convention Centre in Mumbai. The event will offer exclusive discounts, including an additional ₹2 lakh discount for women homebuyers under the CREDAI-MCHI Stree Awas Yojna.</p>



<p>This three-day expo will feature over 100 developers showcasing over 500 projects from more than 5000 locations. Developers like DGS TOWNSHIP, Adani Realty, and Rustomjee will present a wide range of housing options for attendees. In addition to developers, more than 25 financial institutions, including State Bank of India, Bank of India, and LIC Housing Finance, will offer home financing solutions to ensure a smooth buying experience.</p>

<p>Women homebuyers in the state of Maharashtra were offered a discount of 1% by the state government in the stamp duty. But there were some conditions to avail this discount.</p>



<p>In the last year&#8217;s state budget women homebuyers were allowed to avail a concession of 1% stamp duty. So in Mumbai the stamp duty which is at 6% during a home sale registration, a women homebuyer would pay only 5%. But this concession was subject to certain terms and condition.</p>



<p>On Thursday, Devendra Fadnavis delivered the budget of the state and made a very important announcement that will benefit the women homebuyers.</p>



<p>The budget speech of Fadnavis stated that, women will be given 50 per cent. discount on ticket fares in State Transport Corporation buses. Also a woman buyer has been given a one per cent concession in stamp duty for the purchase of a residential unit. As per the existing condition, a woman cannot sell a residential unit to a male buyer for a period of 15 years. The government has said that this condition will be relaxed.</p>



<p>This will enable more women to buy homes as, many earlier feared that if they bought a home availing this discount they would not be able to sell the homes for a decade and half.</p>



<p>However, now this condition has been relaxed and from April 1, women homebuyers can avail the discount and at the same time not fear that they will not be able to sell their own homes when they need to.</p>

<p>At a time when housing sales have reached an all-time high, women are a key homebuyer segment. 83% women respondents in ANAROCK’s most recent Consumer Sentiment Survey looking at homes priced above INR 45 lakh. The INR 45 &#8211; 90 lakh budget range is the &#8216;sweet spot&#8217; for 36% of women home seekers, and 27% prefer premium homes priced from INR 90 lakh to INR 1.5 Cr. 20% prefer luxury homes priced &gt;INR 1.5 Cr. Affordable homes priced under INR 45 lakh are the least preferred.</p>



<p>The survey also finds that gold has lost its sheen even as real estate has gained favour for women investors. At least 65% women homebuyers now prefer to invest in real estate, followed by 20% favouring the stock markets. Just 8% of women respondents favour gold, and 7% prefer FDs.</p>



<p><strong>Santhosh Kumar, Vice Chairman &#8211; ANAROCK Group</strong>, says, &#8220;Over the last decade, women have emerged as a major residential real estate buyer segment, especially in the urban centres. Their preferences are also distinctly shaping newer trends &#8211; from bigger homes, ready-to-move properties to specific budgets, they know exactly what they want. And like millennials, their preferences now influence the supply that developers put on the market.&#8221;</p>



<p>More women are now also buying property for investment. As per the survey, the ratio of women buying properties for end-use and investment has changes from the previous survey. It now stands at 77:23, where it was previously 82:18.</p>



<p>Of the total of 5,500 survey participants, 50% of respondents were women and among these, more than 80% consider the current time as ideal for buying homes.</p>



<p><strong>Advantage &#8211; Women Homebuyers</strong></p>



<p>There are many benefits that Indian women can avail by buying and registering properties in their names:</p>



<ul class="wp-block-list"><li>Various government policies support and promote women homeownership in India. For instance, to avail homes under the government’s flagship scheme Pradhan Mantri&nbsp;Awas&nbsp;Yojna&nbsp;(PMAY) introduced in 2015, homes have to be mandatorily registered either in a woman’s name or with a woman as co-owner. This was done to empower women of the lower-income segments.</li><li>Lower stamp duty is another benefit women homebuyers enjoy. Stamp duty charges are lower if the property is registered in a woman&#8217;s name, albeit with variations from state to state. The exemption varies from 1-2% across states, and may even vary within a particular state, based on the classification of regions as ‘urban’ and ‘rural’. For instance, Delhi, UP, Rajasthan, Punjab and Haryana offer a relaxation in stamp duty for women buyers.</li><li>Many banks such as SBI, ICICI, and HDFC offer discounted home loan rates to women as compared to men. This again varies from bank to bank, with a difference of around 0.25%.</li><li>To avail of certain tax benefits, a woman can also become the joint owner of a property with her husband and, if she has a separate source of income, both can claim tax deductions individually.</li></ul>

<p>April 2021 in the 21 days saw more sales compared to what it was in April 2019. However, the revenue has gone down. Read to know what are the reasons for the more sales but less revenue.</p>

<p>Mumbai in the 21 days of April has seen more sales than it witnessed in the entire month of April 2019 and even in April 2020.</p>



<p>In April 2020 there were Zero sales registered in the city of Mumbai as registration offices were shut due to lockdown imposed because of the pandemic.</p>



<p>In April 2019 a total of 5940 sales were registered in the city of Mumbai. From these sales a revenue of Rs 460 crore. was generated.</p>



<p>This revenue includes stamp duty and registration fees paid during the registration.</p>



<p>In. April 2021, within the 21 days of the month a total of 6413 sales have been registered, which higher than the sales registered in. April 2019.</p>



<p>However, the revenue generated is merely Rs 357 crore. There are two main reasons which. developers attribute to the less revenue collection in April 2021.</p>



<p>The developers body is happy that in spite of a pandemic and the state government taking away the stamp duty cut benefit, April 2021 has shown good sales.</p>



<p>Anand Gupta, chairperson, Housing and RERA committee of <a href="https://www.baionline.in/" target="_blank" rel="noreferrer noopener">Builders Association’s Of India</a> said, &#8220;First of all we in BAI happy to see that in spite of all odds of pandemic number of transaction and registration are more than April 2019 and April 2020.&#8221;</p>



<p>As regards to less collection of amount inspite of more transaction, Gupta says, the revenue amount is lesser compared to earlier years is mainly because first homebuyers who have paid concessional rate of 3% as against current 5% stamp duty (up to March 31) they are eligible to register as they have paid stamp duty prior to end of March.</p>



<p>The second reason according to Gupta is, the 1% concession given to all woman purchaser. &#8220;Obviously people are preferring to purchase flat /property in female member of family to get 1% concession in stamp duty. Thirdly even most of business houses/ people are avoiding or postponing big money transaction because of cash crunch in their present business, these are the main reason for less collection of total stamp duty,&#8221; said Gupta.</p>
