In a major step toward reshaping the rental housing ecosystem in Maharashtra, the Maharashtra Housing and Area Development Authority (MHADA) has announced a Stakeholder Consultation Meeting on the draft ‘Maharashtra State Rental Housing Policy’. The session will be held on Wednesday, 19 November 2025 at 11:30 a.m. at MHADA’s auditorium in Bandra (East).


First State in India to Prepare a Dedicated Rental Housing Policy

Under the guidance of Chief Minister Devendra Fadnavis, MHADA has prepared what it calls a comprehensive, futuristic, and inclusive draft policy aimed at expanding rental housing supply—especially in the Mumbai Metropolitan Region (MMR), where housing stress and temporary accommodation demand are at their highest.

This initiative makes Maharashtra the first state in India to formally prepare such a policy framework dedicated exclusively to rental housing.

MHADA Vice President & CEO Sanjeev Jaiswal (IAS) will present the draft highlights and discuss the proposed roadmap with stakeholders. Senior officials from various state departments are also scheduled to attend.


Stakeholders’ Suggestions to Be Given Special Importance

The meeting has been designed as an open, consultative platform. MHADA has emphasized that suggestions from developers, urban planners, policymakers, NGOs, and housing sector participants will play a crucial role in refining the draft and ensuring a people-centric, effective, and scalable rental housing model for the state.


Aligned With NITI Aayog’s ‘Housing for All’ Vision

The NITI Aayog, India’s apex planning body, has identified MMR as a Growth Hub under its national “Housing for All” mission. The Growth Hub model focuses on:

  • Slum redevelopment
  • Housing for low- and middle-income groups
  • Expansion of rental housing
  • Addressing new forms of urban housing needs

With changing migration patterns and lifestyle demands, there is a growing need for temporary and flexible accommodation, including:

  • Hostels for students
  • Working women’s hostels
  • Rental spaces for migrant workers
  • Old-age homes for senior citizens

The new rental housing policy is expected to provide a structured framework for these emerging segments.


30 Lakh Affordable Houses Planned in MMR by 2030

Under the Growth Hub programme, NITI Aayog has set an ambitious target of constructing 30 lakh affordable houses in MMR by 2030.

Of this, MHADA has taken on the responsibility for developing 8 lakh houses, either directly or through partnerships. To increase the participation of private developers and investors, MHADA has previously held investment and redevelopment conferences, and this upcoming stakeholder engagement is a continuation of those efforts.


MHADA Invites All Stakeholders to Participate

MHADA has urged all stakeholders and sector participants to attend the consultation meeting in large numbers, describing it as a key milestone in shaping the state’s rental housing future.
