MHADA has made significant changes in its computerized lottery system for sale of flats constructed by MHADA and using the latest technology, the lottery process is now completely human involvement-free.

“The lottery has further become transparent, easy and secure. The entire process from applying for a flat to possession has now been made online,” informed the Vice President and Chief Executive Officer of MHADA, Anil Diggikar.

IHLMS 2.0 (Integrated Housing Lottery Management System) is a new computerized lottery system for sale of flats in housing projects in the state by MHADA.

The process will be handled with the help of blockchain technology, the information and documents submitted by citizens in digital form will be permanently stored in an automated blockchain system. Also, this system will be automatically updated from time to time.

The registration process will be open indefinitely for citizens to participate in the draw. During the registration process the applicant will receive a unique number and based on this a separate permanent profile of the applicant will be created in the new computerized lottery system.

The new computerized lottery system will enable MHADA as as accurate verification of applicants’ applications will be done instantly through this system.

In the prevailing lottery system, the eligibility of the applicant was determined after winning the lottery. However, in the new system, applicants who fulfill all the documents prescribed by MHADA as per the checklist during the registration process will be eligible candidates in MHADA’s flat sale process.

In this way the eligibility of the applicants will be determined before the draw and only the applicants qualified by this system will be able to participate in the draw.

According to the prevailing method, 21 documents were called from the winning applicants for eligibility determination. However, only 7 types of documents will be accepted under the new system. The affidavit, self-declaration and acceptance letter will be created through the computerized system and signed by the applicant’s Aadhaar e-signature.

This IHLMS 2.0 system will be integrated with various government databases including DigiLocker, Maha-Online, Income Tax, Aadhaar, Caste Certificate, Domicile Certificate as well as PMAY for instant online verification of applicant’s documents using API.

After completing all the documents and confirming the eligibility of the applicant, the winners of the draw will also receive the letter online. Applicants can also register changes to their personal information in their profile at any time during the withdrawal process.

However, applicants will need to update their profile from time to time. Any time in future after the announcement of MHADA draw, the applicants who are eligible through the draw system will be able to participate in the draw by paying the deposit amount for the desired flat.

The information of the successful applicants who got the flats in such Lottery will also be saved in this system. If such applicants try to re-apply in the new draw process, their application will be canceled from the system and they will be immediately informed about this through a mobile message.

As per the prevailing practice, the process from draw to determination of eligibility to actual possession takes manpower and an estimated time of one year, and 8 to 10 years or more in adjudicated cases. However, through the new computerized system, if the applicant uploads all the prescribed documents in the order, the eligibility of the applicant will be determined without delay without human intervention, which will bring transparency in the process.

It will help to reduce the manpower and time of the authorized officers and appellate officers required for determination of eligibility in the prevailing system. Also the objective of transparency, dynamism and minimum litigation can be achieved

Abandoning the traditional human lottery process, since 2000, MHADA has started using transparent computerized lottery for the sale of flats. Keeping in view the challenges of the changing times, MHADA’s new Computerized Lottery System has been made user-friendly, convenient, easy, simple and completely online for the common man by using the latest technology and regulations.
