City and Industrial Development Corporation (CIDCO) has unveiled an ambitious ₹16,250 crore budget for FY 2026–27, with a strong emphasis on expanding affordable housing alongside large-scale infrastructure and connectivity projects across Navi Mumbai and its surrounding growth corridors.

A key highlight of the budget is CIDCO’s plan to launch a new housing scheme with approximately 19,300 tenements in FY 2026–27, building on the strong response received for its earlier scheme.

CIDCO’s housing initiatives continue to see robust demand. During FY 2025–26, the agency launched a housing scheme offering 16,876 tenements, which witnessed significant buyer interest.

  • Total receipts: ₹16,250 crore
  • Total expenditure: ₹16,150 crore
  • Expected surplus: ₹100 crore

In comparison, FY 2025–26 recorded:

  • Expenditure: ₹9,770.26 crore
  • Surplus: ₹3.97 crore

Airport-Led Housing Growth

CIDCO’s housing strategy is closely aligned with the development of the Navi Mumbai International Airport (NMIA), which became operational in 2025.

Currently:

  • Handling ~150 flights daily
  • Serving 76 cities
  • Managing ~19,000 passengers per day

With international operations set to begin by April 2026, the airport is expected to significantly boost housing demand in surrounding areas, especially:

  • Ulwe
  • Dronagiri
  • Panvel
  • NAINA region

NAINA: The Next Housing Frontier

CIDCO is accelerating development in the Navi Mumbai Airport Influence Notified Area (NAINA), spanning around 225 sq. km, which is emerging as a major residential growth corridor.

The region is being developed with:

  • Planned road networks
  • Urban infrastructure
  • Affordable housing clusters

This is expected to unlock large-scale housing supply in the coming years.

Infrastructure Supporting Housing Demand

CIDCO’s housing expansion is backed by major connectivity projects aimed at reducing travel time and improving accessibility:

Metro Connectivity

  • Metro Line 8 (CSMIA–NMIA): 34.89 km, 20 stations
  • Expected ridership: ~9.8 lakh daily by 2031
  • Additional lines connecting NMIA to Navi Mumbai network

Thane–NMIA Elevated Corridor

  • 25.3 km, 6-lane corridor
  • Cost: ₹6,521 crore
  • Travel time reduced from 90 minutes to 30 minutes

Such connectivity is expected to make Navi Mumbai more attractive for homebuyers and investors.

Integrated Urban Development

CIDCO is also developing large-scale economic and social infrastructure to support residential growth:

  • Aerocity (270 hectares): Mixed-use business and hospitality hub
  • EduCity (100 hectares): Global universities and education hub
  • MediCity (100 hectares): Healthcare and research infrastructure

These projects are designed to create self-sustained urban ecosystems, increasing the livability and value of nearby residential areas.

Water Security for Future Housing

To support long-term urban expansion, CIDCO is investing in water infrastructure:

  • Kondhane Dam: 350 MLD supply
  • Hetawane Dam augmentation: 150 → 270 MLD
  • Balganga Dam: 350 MLD proposed

This ensures that large-scale housing development is backed by adequate utilities.
