CM Devendra Fadnavis announces major relief for redevelopment projects stuck for over 15 years; thousands of middle-class families set to benefit

Mumbai: Long-Pending Redevelopment Bottlenecks to Ease

In a major boost to Mumbai’s stalled redevelopment projects, Chief Minister Devendra Fadnavis announced in the Maharashtra Legislative Assembly that transmission towers located on Airports Authority of India (AAI) land at DN Nagar and Dahisar will be shifted, clearing long-standing height restrictions in surrounding areas.

Alongside this, the state government will introduce an incentive Floor Space Index (FSI) policy, including grant of Transferable Development Rights (TDR) and clubbing of FSI with other permissible schemes, to make redevelopment projects financially viable in funnel zones and defence-restricted areas, particularly around the Juhu Military Transmitter Station.


What the CM Announced in the Assembly

Chief Minister Devendra Fadnavis made two key announcements:

1️⃣ Shifting of Transmission Towers

  • Dahisar transmission tower will be shifted to Gorai
  • DN Nagar tower, currently on AAI land, will be relocated to an alternative site, which is under technical evaluation
  • A technical team from AAI has been invited to assess feasibility and logistics

These towers had imposed strict height restrictions, making redevelopment practically impossible in large pockets of Mumbai.


2️⃣ Incentive FSI and TDR Policy for Restricted Zones

To revive redevelopment in affected areas, the government will:

  • Introduce incentive FSI
  • Grant TDR
  • Allow clubbing of FSI with other permitted redevelopment schemes

This policy will apply to areas within:

  • Funnel zones
  • Radius of Juhu Military Transmitter Station
  • Other defence and aviation-influenced zones

Why These Areas Were Stuck for Years

For over 15 years, redevelopment projects in areas like:

  • DN Nagar
  • Dahisar
  • Parts of Andheri West
  • Other defence and aviation-influenced pockets

were stalled due to:

  • Height restrictions caused by AAI radar and transmitter installations
  • Defence-related no-objection constraints
  • Lack of financial viability due to reduced buildable potential

MLA Ameet Satam Welcomes the Decision

Welcoming the announcement, Mumbai BJP President and MLA Ameet Satam said that the decision would unlock redevelopment that had remained frozen for more than a decade.

“For the last 15 years, redevelopment projects in funnel zones, around the Juhu Military Transmitter Station, and other defence areas were completely stalled. The relocation of radar and transmission installations will finally allow these projects to move forward,” said Satam.


Dahisar to Gorai, DN Nagar Alternative Under Review

Elaborating on the specifics, MLA Ameet Satam said:

  • The Dahisar tower will be shifted to Gorai
  • An alternative site for DN Nagar (Juhu area) has been proposed and is under evaluation
  • Once shifted, height and planning restrictions will be eased, enabling redevelopment permissions

“This decision will directly benefit residents who were trapped in old and unsafe buildings, despite being ready for redevelopment,” Satam added.


Relief for Middle-Class Families Living in Dilapidated Buildings

One of the most significant impacts of this decision will be on middle-class families living in ageing and unsafe structures.

  • Many buildings had received BMC notices declaring them dilapidated
  • Yet redevelopment could not proceed due to planning restrictions
  • Residents were stuck between:
    • Unsafe living conditions
    • Inability to redevelop or relocate

“Thousands of middle-class families were suffering because redevelopment was legally impossible. This incentive FSI policy will finally accelerate projects that were stalled for years,” said Satam.

As technical evaluations proceed and policy details are notified, thousands of long-stuck redevelopment projects are now expected to move forward.
