The Maharashtra government has approved the diversion of 4.798 hectares of forest land in Palghar district for the construction of the Mumbai-Ahmedabad High Speed Rail (MAHSR) project, commonly known as the bullet train.
The approval, issued through a Government Order dated April 6, 2026, allows the National High Speed Rail Corporation Limited (NHSRCL) to utilize the land for key infrastructure components of the project, including tunnels, road diversions, and maintenance facilities.
Project and Land Details
The diverted land spans multiple locations in Palghar district, including:
- Dahanu, Talasari, Vasai, and Palghar talukas
- Villages such as Virar, Zari, Varvade, Vangaon-Chari, Padghe, Rajavali, and Ambesari
The total forest land includes:
- Reserved Forest
- Protected Forest
- Section 35 Private Forest
- Mangrove areas (in small portions)
Out of the total:
- 4.772 hectares fall under Dahanu Forest Division
- 0.026 hectares include mangrove land in Thane district
Purpose of Diversion
The land is required for multiple components of the bullet train project, including:
1. Tunnel Construction
- Land for cut-and-cover sections of tunnels (MT-3 and MT-4)
2. Road Diversions
- Several village roads and State Highway (SH-75) stretches will be realigned
- Diversions are necessary as existing roads will be impacted by the rail infrastructure
3. Rail Infrastructure
- Land for earth structures and right of way (RoW) expansion
- Space for sub-maintenance depot
4. Structural Foundations
- Small portions of land for portal pier foundations, including mangrove patches
Approval Process
The clearance follows a multi-stage approval process:
- Proposal submitted by Maharashtra forest authorities
- State government forwarded it to the Ministry of Environment, Forests & Climate Change (MoEFCC)
- In-principle approval granted in August 2025
- Compliance with conditions submitted by state authorities
- Final approval granted in December 2025 by MoEFCC
Following this, the state government has now issued the formal diversion order.
Conditions Imposed
The approval is subject to strict compliance with environmental conditions:
- All conditions laid down by MoEFCC must be followed
- Forest officials must ensure compliance before handing over land
- Any violation will attract action under the Forest Conservation Act, 1980
Additionally:
- Monitoring responsibility lies with forest department officials in Thane and Dahanu
- Non-compliance must be reported to central authorities
Public Disclosure Mandate
To ensure transparency:
- NHSRCL must publish the full forest clearance details in two newspapers (English and regional language)
- Local authorities must display the order on notice boards for 30 days
