MHADA’s Mumbai Building Repairs and Reconstruction Board (MBRRB) has already issued 250 notices to various developers.

MHADA will be issuing a total of 464 notices to various developers who have sought No Objection Certificate (NOC) from them. These NOCs are given to carry out the redevelopment of the dilapidated cessed buildings in Mumbai.

The remaining 214 notices will be sent within next 15 days, confirmed Arun Dongre, Chief Officer, MBRRB.

Mumbai’s Island city has close to 14,500 cessed buildings, these are old building and are dilapidated.

They house tenants, and every year during monsoon there are many building collapses that are reported. Many lose their lives too in these collapses.

Post one such incident this year, MBRRB decided to look into the matter of why many buildings were not redeveloped in spite of their NOC.

“The aim of these notices is to see to it that buildings to which NOC are issued begin construction and tenants are rehabilitated. Also Action on those who are not following the rule.”

All the developers, and NOC holders who in spite of NOC haven’t begun work have been asked to submit their replies to MBRRB.

The replies to the notices should detail the reason for delay in start of work.

A senior official said, “We are expecting during the hearings, certain cases where there could be financial and technical difficulties in starting of the work.”

MBRRB wants that the construction on most projects should begin as per the procedure and tenants are rehabilitated.

“In cases where the developer hasn’t begun any work and doesn’t show any sign of beginning construction anytime soon, action will be taken,” said the official.

The case that forced MHADA to act

In August a portion of Mishra Mansion came crashing down killing two and injuring one in South Mumbai’s Shuklaji street.

Even the builder of this affected building was issued a NOC buy MHADA way back in 2017 for carrying out redevelopment.

This particular developer was issued a show cause notice in October 2019 for not commencing work in spite of NOC.
