The Maharashtra Housing and Area Development Authority (MHADA) held its 16th Lokshahi Din at Grihanirman Bhavan in Bandra (East), where multiple citizen grievances were addressed, including a key decision to form a committee to examine property tax, maintenance, and society-related issues.

The session was chaired by Vice President and Chief Executive Officer Sanjeev Jaiswal, with a total of 13 applications taken up for hearing across the Mumbai Board, Konkan Board, and Mumbai Building Repairs and Reconstruction Board.


Committee Formed for Property Tax and Maintenance Issues

One of the key highlights of the session was the case raised by Nitin Darekar regarding issues related to property tax, building maintenance, and society registration for a building in Kopri-Powai.

Taking note of the complexities involved, MHADA directed the formation of a four-member committee, to be chaired by the Deputy Chief Executive Officer, which will examine the matter in detail and submit a report.

This move signals MHADA’s intent to address systemic issues affecting housing societies beyond individual grievances.


Mill Worker Housing: Legal Heir Gets Possession After Eligibility Dispute

In a significant case related to the Apollo Mill Scheme under the Mill Workers’ Lottery, the original applicant Sunila Ambekar had initially been declared ineligible during document verification based on inputs from the mill.

However, the Labour Department later ruled in her favour in February 2026, confirming her eligibility. Following her demise, her daughter Ashlesha Ambekar applied for transfer of the tenement as a legal heir.

MHADA directed immediate handover of possession to the daughter based on the legal heir certificate, with the possession letter scheduled to be issued on April 15, 2026.


Interest Waiver in Loan Delay Case

In another case, Ramkrishna Patade, an allottee under the Virar-Bolinj Housing Scheme of the Konkan Board’s 2024 lottery, faced a delay in payment due to late sanction of a bank loan.

As per rules, an interest penalty of ₹1.83 lakh was levied. Upon review, MHADA waived the interest on humanitarian grounds and directed that similar cases be treated uniformly to ensure fairness.


Penalty Waiver for Girgaon Resident

Surekha Pethe sought relief from penal charges levied for regularisation of a unit in Parijat Sadan, Girgaon, citing financial difficulties.

MHADA allowed partial relief:

  • Principal amount of ₹14,750 to be paid
  • Entire interest amount of ₹65,000 waived

Redevelopment Case in Chembur

Anil Naik requested revision of a No Objection Certificate (NOC) related to redevelopment of a building in Sahakar Nagar, Chembur, along with approval for 100% Occupation Certificate.

MHADA directed the Executive Engineer to:

  • Conduct a site inspection
  • Form a five-member committee
  • Submit a detailed report

Mahim Eligibility Dispute

Sanjay Babre requested inclusion in the eligibility list for a unit in Dalmia Compound, Mahim.

The authority directed:

  • Site inspection
  • Verification of police panchnama records
  • Submission of a report before further action

Lalubai Chawl Case: Ownership Claim

Kalyani Salvi, a resident of Lalubai Chawl, applied for inclusion in the master list for allotment of a residential unit on ownership basis.

MHADA instructed the concerned authority to:

  • Conduct a hearing
  • Submit a report within 15 days

Flat Change Request in Lottery

Vijaya Mhatre, an allottee from the 2025 lottery under the master list category, sought a change in the allotted tenement.

MHADA directed that:

  • She be included in the next lottery
  • A new tenement be allotted through the Mumbai Building Repairs and Reconstruction Board

Girgaon Redevelopment Approval Case

Kavita Khadpe, a resident of Shroff Building in Girgaon, sought approval of a redevelopment agreement (PAAA) submitted by the developer.

MHADA directed that:

  • Action be taken as per earlier orders issued by the competent authority

Transit Tenement Encroachment Case

Sugandha Yeram raised concerns regarding encroachment on a transit tenement originally allotted in her late husband’s name in Vikhroli.

MHADA directed authorities to:

  • Conduct a hearing
  • Take a humane and balanced decision

Overall Case Distribution

During the Lokshahi Din:

  • 3 cases were related to the Mumbai Board
  • 2 cases to the Konkan Board
  • 8 cases to the Mumbai Building Repairs and Reconstruction Board

Conclusion

The 16th Lokshahi Din reflects MHADA’s approach of combining individual grievance redressal with systemic interventions, such as committee formation and policy-level directions.

From ownership disputes to redevelopment approvals and financial relief, the session highlighted the wide range of housing-related challenges faced by citizens—and the role of institutional mechanisms in resolving them.
