In a major relief for thousands of cooperative housing societies (CHS) across Maharashtra struggling with the complex process of securing land ownership, the state government has announced a special four-day campaign to simplify and fast-track Deemed Conveyance procedures.

The initiative, called the “Deemed Conveyance Adjudication Pre-Scrutiny Campaign”, will run from September 27 to September 30, 2025, at offices of the Joint District Registrars and Stamp Collectors across all major districts in Maharashtra.

The drive is part of the state’s “Seva Pandharwada” (Service Fortnight), which aims to make government services more accessible, transparent, and citizen-friendly.


What is the Problem Being Solved?

Across cities like Mumbai, Thane, Pune, Nagpur, Nashik, Aurangabad, and others, thousands of societies remain in legal limbo because the original builder or landowner never formally transferred the land and building title to the society’s name.

The legal remedy for this is called Deemed Conveyance.

However, after obtaining a Deemed Conveyance order from the Co-operative department, societies face another hurdle: stamp duty adjudication. This involves calculating and paying the correct stamp duty for the land transfer. The process often gets stuck because societies are unaware of the large set of documents required—such as:

  • Original sale agreements of all flats
  • Index-II copies for each flat
  • Architect’s certificate for remaining FSI
  • List of all members

The absence of complete paperwork leads to long delays, preventing societies from achieving key goals like:

  • Getting the society’s name on the 7/12 extract or property card
  • Raising bank loans for repairs or upgrades
  • Beginning redevelopment projects

How the Special Campaign Will Help

To address this, the Maharashtra government’s Stamp Duty offices are launching a statewide pre-check system. During the four-day camp, a special help desk will operate at every participating district registrar’s office.

Here’s what societies can expect:

  • Document Review: Officials will examine the papers your society submits.
  • Checklist: A written list of missing or required documents will be provided.
  • Guidance: Experts will clarify queries about property valuation and stamp duty calculations.

⚠️ Note: This is a pre-scrutiny initiative only. No final stamp duty orders will be passed during the campaign.

The aim is to help societies prepare a complete and error-free application, reducing delays in final adjudication and moving them faster towards ownership rights.


How to Participate

  • Each district office will assist 25–30 societies per day.
  • Societies must register by September 26, 2025, either in person at the local registrar’s office or via email to the respective district’s official ID.
  • Registration should include: society’s name, address, and details of three office-bearers (name, designation, mobile number).

Societies are encouraged to bring all available documents such as:

  • Deemed Conveyance order (if issued)
  • List of all members
  • Available sale agreements & Index-II copies
  • Architect’s certificate for FSI

Why This Matters

This proactive campaign is expected to unlock redevelopment potential across Maharashtra, especially in older housing societies in Mumbai, Thane, and Pune, where projects are often delayed due to incomplete conveyance. By helping societies complete documentation, the government is aiming at faster property rights transfer, smoother redevelopment, and greater financial independence for cooperative housing societies.
